Since 1997, the Management Board of Dung Quat Economic Zone, Quang Ngai province has invested in building the Hoc Xa - Dong Lon resettlement area, Tinh Hoa commune, Quang Ngai city to resettle households in the Eastern communes, Binh Son district who are subject to making way for projects in Dung Quat Economic Zone.
This resettlement area project has an area of over 13 hectares with a total cost of over 11 billion VND, including the construction of electricity systems, roads, cultural houses, schools, medical stations... and has been solidly and spaciously built; serving resettlement for 120 households and serving the resettlement of 40 other households in Tinh Hoa commune.
However, since its completion, no households have moved to this resettlement area. Therefore, after many years of abandonment, the constructions built in the resettlement area have been degraded and severely damaged. Most of the roofs have been blown away by the wind, the walls are patchy, the yard is overgrown with grass and trees, and has also become a place for garbage collection and grazing of local people's cattle.
The reason given by these households is that the land in the resettlement area is barren, lacking water and production land.
Meanwhile, in Tinh Long commune, Quang Ngai city, there are also 105 resettlement plots in 2 resettlement areas including Cay Sen with 82 plots and Ruong Ngo with 23 plots, which have been abandoned for more than 10 years. Both of these areas are invested by the Quang Ngai Provincial Traffic Construction Investment Project Management Board and were built since 2013. This project aims to serve the resettlement of households affected by the Dung Quat - Sa Huynh coastal road project, My Khe - Tra Khuc section. However, after resettlement, the remaining land fund has been abandoned since then.
The main cause is also that the road and drainage systems are not repaired, causing difficulties for people's travel and daily activities.
Sharing about this issue, Mr. Tra Thanh Danh - Chairman of Quang Ngai City People's Committee said that the city has reviewed the Hoc Xa - Dong Lon resettlement area, there are about 12 construction items here that need to be invested in and repaired because of severe degradation. However, according to the regulations on public investment and management and construction of public assets, the city is facing many difficulties in finding a harmonious solution.
Regarding 105 land lots in the resettlement area in Tinh Long commune, Mr. Danh also said that he had made many requests and the Provincial People's Committee had also directed the Provincial Traffic Construction Investment Project Management Board to complete the procedures to hand over these resettlement areas to the Quang Ngai City People's Committee for management and use. However, up to now, the city has not yet received the handover.
“Accepting to manage these land lots is the basis for the city to allocate funds, invest in completing infrastructure, ensuring to meet the needs of the people; maintain public services within these resettlement areas. In addition, the city has a basis to exploit the remaining land fund after resettlement to serve the socio-economic development of the locality,” said Mr. Danh.
