For over a year, the Dien Nam - Dien Ngoc Industrial Park General Clinic, in Quang Lang block, Dien Nam Trung ward, Dien Ban town, Quang Nam province, has been abandoned, causing many unused items to deteriorate, causing loss of aesthetics and slovenliness.
Our observations at this project show that most of the rooms are locked and starting to deteriorate... Mr. Than Vinh Tu (security guard at Dien Nam - Dien Ngoc Industrial Park General Clinic) said: Since April 2022, most of the clinic's main equipment and machinery have been moved, leaving only an empty building inside.
It is known that in 2011, Dien Nam - Dien Ngoc Industrial Park General Clinic was started to be built in Dien Nam Trung ward, with an investment capital of 43.7 billion VND from the budget, invested by Quang Nam Department of Health. The clinic is located on a 2.5ha land area. In 2014, the project was completed and handed over to Quang Nam General Hospital for management and operation from 2015. The clinic serves the medical examination and treatment of workers in Dien Nam - Dien Ngoc Industrial Park and people in the eastern part of Dien Ban town, with a scale of 14 inpatient beds. This project includes a 2-storey building, a total floor area of nearly 4,500m2 and a technical infrastructure system of electricity supply, water supply and drainage, fire prevention and fighting system and many other items.
According to the representative of the Quang Nam General Hospital, this facility is fully equipped with a specialized clinic with medical equipment from digital X-ray, ultrasound, electrocardiogram, biochemical testing machine, hematology testing machine, etc. At the end of July 2020, when the Covid-19 epidemic broke out, this clinic was requisitioned as a place to treat patients. In 2022, when the epidemic subsided and there were no more Covid-19 patients to treat, the clinic was dissolved. After that, the Department of Health requested the unit to carry out medical examination and treatment, but the clinic had to close because it had no operating staff and no patients.
Meanwhile, the Quang Nam Concentrated Aquatic Seed Production and Inspection Area project (Binh Nam commune, Thang Binh district, Quang Nam province) has a cleared land area of over 200,000m2, with a total investment of nearly 40 billion VND, invested by the Department of Agriculture and Rural Development (now the Department of Agriculture and Environment) of Quang Nam province. However, after completion, the project was abandoned, degraded and damaged.
Specifically, this project is invested by state budget capital from the Aquaculture and Aquatic Breeding Development Program approved for investment by the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment) in 2006 - 2007. In 2009, the Ministry of Agriculture and Rural Development transferred the project investor to the People's Committee of Quang Nam province. The project's objective is to build a concentrated aquaculture breeding area, complete with infrastructure, meeting environmental standards and current standards.
The scale of the project is to build about 200 breeding farms; total capacity of 2.5 to 3 billion good quality breeding animals/year; combined with tourist attractions inside and outside the province to create a complete occupational, natural and ecological tourist destination.
In July 2015, the project was handed over to the Department of Fisheries for management and use. From 2016 to present, due to regulations that no longer implement quarantine of aquatic species within the province, the administrative building has not been used or exploited, and many items have been damaged...
Mr. Nguyen Xuan Vu - Deputy Director of the Department of Agriculture and Environment of Quang Nam province said that the results of the inspection and review show that there are no regulations as a basis for developing a pricing plan to generate revenue from infrastructure rental to serve the renovation and repair of infrastructure items and other utility revenue sources according to the needs of investors. Currently, the project has been handed over to the provincial Department of Fisheries to review and develop a plan to submit to the Provincial People's Committee for direction to restore this project.
Or the Loc Dai Reservoir Project in Que Hiep Commune, Que Son District, Quang Nam Province was approved for investment by the People's Committee of Quang Nam Province in July 2018 with a total investment of more than VND 291 billion. The investment purpose is to ensure irrigation water supply for 500 hectares of cultivated land in the two communes of Que Hiep and Que Thuan, Que Son District; contribute to improving livelihoods, improving the quality of life and reducing poverty for people in these two communes; contribute to preventing flash floods in the upstream, cutting floods, mitigating flooding in downstream and densely populated areas, and limiting damage to people and property caused by floods. Initially, Quang Nam Province gave the project implementation period from 2018 to 2020. However, because the project was slow to implement, the People's Committee of Quang Nam Province allowed the progress to be extended until the end of December 2025.
According to a report by the People's Committee of Quang Nam province, there are currently 59 unused projects and constructions in the province, wasting hundreds of billions of dong in investment.
