Efforts to resolve problems
On the afternoon of July 10, Deputy Prime Minister Tran Hong Ha worked directly and online on the results of implementing the direction of Government leaders to resolve problems related to filling materials for key traffic projects in the southern provinces.
Deputy Minister of Transport Nguyen Duy Lam said that up to now, Tien Giang province has agreed on the procedures and volume of sand supply for the Ho Chi Minh City Ring Road 3 project, Can Tho - Ca Mau, Chau Doc - Can Tho - Soc Trang, Cao Lanh - An Huu expressways... and other projects under the direction of the Prime Minister.

For more information, Vice Chairman of Tien Giang Provincial People's Committee Le Van Trong said that the province continues to assign enterprises that were previously licensed to explore and exploit sand mines to re-license their exploitation.
At the same time, adjust the planning to increase the licensed capacity for river sand exploitation in the 2021-2030 period from 4.5 million m3/year to 9 million m3/year.
Meanwhile, Vice Chairman of Ben Tre Provincial People's Committee Nguyen Minh Canh reported to the Deputy Prime Minister about the plan to supply 2 million cubic meters of sand for filling from sand mines that have auctioned exploitation rights to supply for the Ho Chi Minh City Ring Road 3 project.
For the remaining highway projects, Ben Tre province will organize specific work with the competent authorities and investors to unify the procedures for granting sand mines according to a specific mechanism, ensuring that the assigned targets are met.
Representatives of the Ministry of Natural Resources and Environment (MONRE) and the Ministry of Transport responded to the application of special mechanisms for sand mines in Ben Tre province supplying to expressways when they are not yet included in the contractor's material records; regulations on leasing water surface land in river sand exploitation; and environmental impact assessment of sand mines.
The Deputy Prime Minister reminded the leaders of Ben Tre province and other localities that the application of a special mechanism to shorten the time for granting sand mining licenses must still comply with all procedures such as reserve assessment and environmental monitoring during the mining process.

Reporting on the progress of transferring sand from An Giang province's mines that have been allocated to the Chau Doc - Can Tho - Soc Trang Expressway Project to the Can Tho - Hau Giang and Hau Giang - Ca Mau Expressway Projects, Vice Chairwoman of An Giang Provincial People's Committee Nguyen Thi Minh Thuy requested the My Thuan Project Management Board and contractors to promptly provide complete documents and complete transfer procedures.
She also recommended that the Ministry of Transport soon approve the plan to ensure inland waterway traffic safety in the sand mining area and announce the dredging area for inland waterways in the province.
In addition, Vinh Long province leaders affirmed to ensure the sand supply plan for the Ho Chi Minh City Ring Road 3 project and to implement procedures to provide enough reserves for the Can Tho - Hau Giang and Hau Giang - Ca Mau projects.
Sand exploitation activities in Soc Trang province to serve the pilot expansion of the North-South expressway project in the east have initially shown positive results.
Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong said that according to the plan agreed with the localities, the supply of sand for the Ho Chi Minh City Ring Road 3 project will ensure the right progress and will not increase the total investment capital of the project.
Localities continue to closely coordinate with ministries and branches
Regarding the proposal to use 3.8 million m3 of ash and slag from Duyen Hai Thermal Power Plant (Tra Vinh province) as a substitute material for sand used in landfill, the Deputy Prime Minister assigned Tra Vinh province to pilot the implementation of local road projects or highways, with the participation of the Ministry of Science and Technology, the Ministry of Transport, and the Ministry of Construction to evaluate all criteria according to regulations and standards.
Concluding the meeting, Deputy Prime Minister Tran Hong Ha acknowledged and highly appreciated the active participation, efforts, and spirit of "for the common political mission" of ministries, branches, and localities in resolving difficulties and obstacles to ensure sand sources for filling key transport projects in the South.
In particular, many localities have been proactive and determined, with the participation of Party committees and authorities, strictly following the direction of Government leaders, creating strong changes and breakthroughs.
The Deputy Prime Minister assigned the Ministry of Transport and the Ministry of Natural Resources and Environment to soon issue official responses to issues raised by local leaders at the meeting and requested that localities continue to closely coordinate with relevant ministries and branches to resolve newly arising difficulties and problems.
"If there is no transfer after 1 week, report immediately to the Prime Minister," the Deputy Prime Minister emphasized.
