The representative of the People's Procuracy (VKS) proposed a reduction of 30 - 36 months in prison for defendant Phan Huy Anh Vu, former Director of the Dong Nai Department of Health, former Director of Dong Nai General Hospital, for the crime of violating bidding regulations causing serious consequences. At the first instance verdict, defendant Vu was sentenced to a total of 19 years in prison for two crimes: accepting bribes and violating bidding regulations causing serious consequences.
Other defendants, including Le Thi Huong, former Deputy Chief Accountant of AIC Company; Huynh Tuan Anh, Director of Ta Thien An Company Limited, were proposed to have their prison sentences changed to suspended sentences. Defendant Vu Quang Ngoc, former Deputy Director of Mediconsult Company; Le Chi Tuan, former employee of AIC Company, were proposed to have their sentences reduced. Defendant Hoang Thi Thuy Nga, former Deputy General Director of AIC Company, was proposed to have her sentence of 12 years in prison maintained for violating bidding regulations causing serious consequences.
Regarding the civil part, the representative of the People's Procuracy proposed to reject the appeal of AIC Company regarding the compensation of all damages on behalf of the defendants. Accordingly, the responsibility to compensate for more than 152 billion VND in damages will belong to the former Chairwoman of AIC Company Nguyen Thi Thanh Nhan (103 billion VND), AIC Company and 2 former Deputy General Directors of AIC Company, Tran Manh Ha, Hoang Thi Thuy Nga, each side 15 billion VND...
According to the accusation, despite knowing that AIC Company was not qualified, in order to win the bid for the Dong Nai Province General Hospital construction project, defendant Nguyen Thi Thanh Nhan (who is on the run and has a wanted warrant) established relationships with Dong Nai Province leaders to receive preferential treatment when participating in the bidding for the Dong Nai Province General Hospital project.
The former Chairman of AIC Company directed employees to collude with investors, consulting and price appraisal units to commit a series of fraudulent acts, thereby winning 16 consecutive bid packages, causing a budget loss of more than 152 billion VND.
Defendant Nhan and his subordinates at AIC Company also repeatedly gave bribes totaling VND43.8 billion to many Dong Nai officials. Of these, defendant Tran Dinh Thanh, former Secretary of the Dong Nai Provincial Party Committee, received VND14.5 billion; defendant Dinh Quoc Thai, former Chairman of the Dong Nai Provincial People's Committee, received VND14.5 billion; and defendant Phan Huy Anh Vu received VND14.8 billion.
The panel deliberated and announced the verdict this morning, May 24.
