Implement key projects in the Transport sector.
According to Document No. 4691/VPCP-CN, after reviewing the Report of the Ministry of Transport on the implementation of important national and key projects of the Transport sector, Prime Minister Pham Minh Chinh welcomed the Ministry of Transport, the Hanoi People's Committee and the Ho Chi Minh City People's Committee for properly implementing the Government's Resolution, starting the projects on schedule; criticized Bac Ninh and Hung Yen provinces for being slow in implementing the technical design and cost estimates, and not ensuring the progress of starting the construction of 02 component projects of the Hanoi Capital Region Ring Road 4 Project before June 30, 2023 according to the Government's Resolution.
At the same time, the Prime Minister also agreed with the proposal of the Ministry of Transport on key tasks that need to be prioritized in the coming time.
Specifically, the Ministry of Transport resolutely directed contractors to speed up the completion of procedures with localities to exploit construction material mines and implement the construction of the North-South expressway project in the 2021-2025 period; continue to coordinate and guide localities to deploy work to start construction of 03 East-West expressway projects and 02 belt roads before June 30, 2023.
The Ministry of Planning and Investment shall preside over and coordinate with the People's Committee of Hanoi City, the People's Committee of Cao Bang Province, and the People's Committee of Thai Binh Province to speed up the appraisal of the Feasibility Study Report of Component 3 of Hanoi Ring Road 4, the Dong Dang - Tra Linh project, and the Ninh Binh - Nam Dinh - Thai Binh project through Nam Dinh and Thai Binh.
The Ministry of Construction continues to coordinate with the Ministry of Transport in checking the conditions for acceptance and handover of projects into operation, providing guidance on payment sources for foreign contractors due to the stoppage at the Ben Luc - Long Thanh project; continuing to strengthen inspection, supervision and urging localities in the work of announcing construction material prices and construction price indexes.
The Ministry of Natural Resources and Environment shall promptly approve the environmental impact assessment report of the site clearance component projects of the Hanoi Ring Road 4 project; complete the guidance for localities and contractors on procedures for mining construction materials and dumping sites, meeting the progress of the projects; guide localities on compensation and support for affected land and constructions outside the site clearance scope; and synthesize, inspect and review the forest area, forest land, and rice land for two or more crops of the North-South Expressway project in the 2021-2025 period; on behalf of the Government, authorized by the Prime Minister, report to the National Assembly on the implementation results.
The State Capital Management Committee at Enterprises directed the Vietnam Airports Corporation (ACV) to successfully organize the bidding for package 5.10 of Long Thanh International Airport; directed the Vietnam Expressway Corporation (VEC) to coordinate with the Ministry of Finance to resolve problems related to capital sources as a basis for selecting contractors and re-organizing construction of the Ben Luc - Long Thanh project; directed VEC to mobilize resources to report to the Prime Minister to expand the Ho Chi Minh City - Long Thanh expressway.
The Prime Minister requested the People's Committee of Thai Binh province to urgently coordinate with the Ministry of Planning and Investment to speed up the appraisal and approval of the investment policy for the Nam Dinh - Thai Binh Expressway Project.
Binh Phuoc Provincial People's Committee shall promptly complete the Pre-Feasibility Study Report of the Gia Nghia - Chon Thanh Expressway Project and submit it to competent authorities for approval of the investment policy according to regulations.
The Hanoi People's Committee coordinated with relevant units to complete the adjustment of the investment policy for the Nam Thang Long - Tran Hung Dao urban railway project; appraise and approve the Feasibility Study Report for Component 3 of Hanoi Ring Road 4.
Lang Son Provincial People's Committee speeds up the appraisal and approval of the Feasibility Study Report of the Huu Nghi - Chi Lang project, striving to complete it in June 2023.
Cao Bang Provincial People's Committee coordinates with the Ministry of Planning and Investment to promptly complete the appraisal and approval of the Feasibility Study Report of the Dong Dang - Tra Linh project.
Tightly control contractor selection progress
The Prime Minister also requested the provinces and cities that are the managing agencies of the 3 East-West expressways (Khanh Hoa - Buon Ma Thuot, Bien Hoa - Vung Tau, Chau Doc - Can Tho - Soc Trang) and 2 ring roads (Ring Road 4 of Hanoi Capital Region, Ring Road 3 of Ho Chi Minh City) to strictly control the progress of contractor selection; focus on and resolutely carry out site clearance to ensure the handover of 70% of the area, meeting the requirement to start construction before June 30, 2023. In particular, Hung Yen and Bac Ninh provinces urgently complete the establishment, appraisal, and approval of technical designs and estimates for Component Projects 2.2 and 2.3 of Hanoi Ring Road 4.
Provinces and cities with the North-South Expressway project in the 2021-2025 period should pay attention to and support contractors in implementing procedures for granting material mines and dumping sites; ensuring timely settlement of embankment materials.
Stick to required progress milestones
At the same time, the People's Committees of Hanoi and Ho Chi Minh City organized the implementation of the Nhon - Hanoi Railway Station and Ben Thanh - Suoi Tien urban railway projects in line with the required progress milestones.
Dong Nai Provincial People's Committee focuses on completing site clearance for Long Thanh International Airport Project in June 2023, Bien Hoa - Vung Tau Expressway Project and Ho Chi Minh City Ring Road 3 to start construction in June 2023; consider approving land prices to complete site clearance for Ho Chi Minh City Ring Road 3 Project, Tan Van - Nhon Trach section (Component Project 1A using ODA capital) in June 2023.
The People's Committees of An Giang, Vinh Long, and Dong Thap provinces urgently implement procedures to increase the capacity of operating mines, hand over new mines to contractors for the Can Tho - Hau Giang and Hau Giang - Ca Mau projects for exploitation, ensuring supply reserves in 2023 in accordance with the Prime Minister's direction.
Adding the Ho Chi Minh City - Moc Bai Expressway Project to the list of important national projects
The Prime Minister also agreed to add the Ho Chi Minh City - Moc Bai Expressway Project to the list of important national projects and works, key to the Transport sector.
The Prime Minister assigned the Ministry of Transport to guide ministries, branches and localities to summarize the 6-month implementation of important national and key projects of the Transport sector and coordinate with the Government Office to report to the Prime Minister for a Steering Committee meeting and organize a 6-month summary conference before July 15, 2023.
