Prime Minister directs to focus on effectively implementing solutions to ensure electricity and petrol supply

The dispatch clearly stated: To firmly ensure national energy security, a fundamental factor and an important premise for socio-economic development, the Government and the Prime Minister have focused on early and remote direction, requesting ministries, branches, relevant agencies and localities to carry out specific tasks and solutions to ensure adequate supply of electricity and gasoline to serve production, business and consumption of the people (in the documents: Official Dispatches No. 1085/CD-TTg, dated November 11, 2022, No. 160/CD-TTg, dated February 22, 2022 of the Prime Minister; Official Dispatch No. 745/TTg-CN, dated August 15, 2023 of the Prime Minister; Official Dispatches No. 4286/VPCP-CN, dated June 10, 2023, No. 2240/VPCP-CN, dated July 2, 2023 of the Prime Minister). Government Office).

However, the supply of electricity and gasoline in the past time has been inadequate and difficult at times and in some places; including local power shortages in the North at the end of the dry season in 2023 and gasoline shortages in some areas at the end of 2022.

The Prime Minister requested the Minister of Industry and Trade, Chairman of the State Capital Management Committee at Enterprises; Chairmen and General Directors of the following corporations: Vietnam Electricity, Vietnam Oil and Gas, Vietnam Coal - Mineral Industries Group, Vietnam Petroleum Group to continue to uphold the sense of responsibility, coordinate closely, seriously, resolutely, promptly and effectively implement assigned tasks and solutions, all for the common goal, for the interests of the nation, people and people; focusing on the following contents:

I. Regarding electricity supply assurance:

The Ministry of Industry and Trade, the State Capital Management Committee at Enterprises, Vietnam Electricity Group (EVN), Vietnam Oil and Gas Group (PVN), Vietnam National Coal and Mineral Industries Group (TKV) focus on implementing the tasks assigned by the Prime Minister in Official Dispatch No. 745/TTg-CN, dated August 15, 2023 and related documents; including:

1. Ministry of Industry and Trade:

a) Urgently complete the Plan to ensure electricity supply for production, business and people's consumption in the last months of 2023 and 2024, absolutely not allowing power shortages, report to the Prime Minister before September 15, 2023.

b) Directly and synchronously implement investment preparation work for investment projects under the 500kV line 3 project from Quang Trach, Quang Binh to Pho Noi, Hung Yen in accordance with regulations to be able to start construction of component projects as soon as possible; strive to start construction in September 2023. During the implementation process, absolutely do not allow negativity, corruption, group interests, etc. to occur.

c) Urgently complete and submit to competent authorities for consideration and promulgation of policies and mechanisms to encourage the development of self-produced and self-consumed rooftop solar power and the direct power purchase and sale mechanism (DPPA); report to the Prime Minister before September 15, 2023.

d) Urgently complete the Prime Minister's Directive on ensuring electricity supply, coal and gas supply for electricity production in the coming time; report to the Prime Minister before September 15, 2023.

e) Strengthen the supervision of the operation of the national power system, including direct and comprehensive supervision of the performance of the National Power System Control Center (A0), to prevent risks and incidents due to subjective factors in the management and operation of the national power system.

2. The State Capital Management Committee at Enterprises with the functions and tasks of being the agency representing the state capital owner is assigned to:

a) Direct, urge and supervise EVN, TKV and PVN to promptly implement assigned power construction investment projects, contributing to promoting socio-economic development, improving the efficiency of capital use of enterprises, ensuring energy security, focusing on directing the drastic implementation of important and urgent investment projects.

b) Direct EVN, TKV, PVN to strengthen coordination and organize the implementation of electricity purchase and sale contracts, coal supply, gas supply, all for the common goal, for the national and ethnic interests of the People, thoroughly overcome the fragmentation and local interests among units and enterprises under the State Capital Management Committee at Enterprises in electricity production and supply.

c) Preside over and coordinate with the Ministry of Industry and Trade and relevant ministries and agencies to urgently implement the direction of Deputy Prime Minister Tran Luu Quang in Official Dispatch No. 355/TB-VPCP dated August 26, 2023 on transferring the National Power System Dispatch Center to the Ministry of Industry and Trade.

3. The Groups: EVN, PVN, TKV strictly implement the directions of the Government Standing Committee, the Prime Minister, and the Deputy Prime Minister on issues related to the operation of the national power system, focusing on organizing and implementing well the work of production preparation, electricity load forecasting, hydrological forecasting for hydroelectric reservoirs; ensuring coal, gas, and oil fuel for power generation; promptly overcoming power source and grid incidents...; focusing on investing in the development of assigned power source and grid projects, ensuring progress, quality, and efficiency, especially for key and urgent projects.

II. On ensuring gasoline supply for the domestic market:

1. Ministry of Industry and Trade:

a) Take the lead and coordinate with the Ministry of Finance, the State Capital Management Committee at Enterprises, PVN, the Vietnam National Petroleum Group and relevant agencies to proactively and resolutely manage and balance the supply and demand of the petroleum market according to assigned functions, tasks and authority; ensure the supply of petroleum for the production and business activities of enterprises and the consumption of people in all situations.

b) Preside over and coordinate with the State Capital Management Committee at Enterprises, PVN and relevant agencies and units to determine the output of domestic petroleum production enterprises to have a basis for balancing imported petroleum sources in the coming time, in order to ensure continuous maintenance, absolutely no interruption of petroleum supply for the domestic market.

c) Preside over and coordinate with the Ministry of Finance and relevant agencies to closely monitor developments in the world petroleum market and the domestic petroleum production and trading situation to manage prices and use the Price Stabilization Fund appropriately, promptly and effectively in accordance with regulations.

d) Directing functional forces to strengthen inspection and supervision to promptly detect and strictly handle violations in petroleum business activities; ensuring the stability and health of the domestic petroleum market, preventing violations from occurring.

2. The State Capital Management Committee at Enterprises, according to its assigned functions and tasks, shall closely coordinate with the Ministry of Industry and Trade to implement solutions to ensure the supply of petroleum for the domestic market; direct PVN and the Vietnam National Petroleum Group to fully, promptly and effectively implement the instructions of competent authorities on petroleum supply.

3. PVN and Vietnam National Petroleum Group shall proactively implement measures and solutions within their authority; closely coordinate with the Ministry of Industry and Trade to fully and seriously implement the contents at Point a and Point b, Clause 1, Section II above.

Assign Deputy Prime Minister Tran Hong Ha to directly direct, inspect, urge and handle arising issues within his authority. If beyond his authority, report to the Prime Minister.

The Government Office regularly monitors, urges and inspects the implementation of this Official Dispatch according to its assigned functions and tasks; periodically reports to the Prime Minister on the implementation results every month.
