Prime Minister directs solutions to promote progress of 75 key transport projects

On the morning of July 13, Prime Minister Pham Minh Chinh, Head of the State Steering Committee for important national and key projects of the transport sector, chaired the 6th meeting of the Steering Committee to inspect and urge the work after the 5th meeting and discuss solutions, continue to remove difficulties and obstacles to speed up the progress of projects.

Disbursed more than 38,000 billion VND in capital for transport

At the meeting, delegates focused on discussing the situation and progress of project implementation, analyzing difficulties and obstacles, and proposing tasks and focuses for the coming time.

After the 5th meeting of the Steering Committee on April 4, 2023, the Prime Minister and Deputy Prime Ministers continued to give many instructions and directions at specialized meetings; directly inspected the project sites, promptly issued documents, directives, and telegrams to remove difficulties in the implementation process, especially in site clearance (GPMB) and construction material supply (VLXD); difficulties in implementing projects have been gradually resolved; ministries and branches have provided basic and complete instructions for localities to organize implementation.

Regarding some outstanding results, local authorities at all levels have changed greatly in thinking, innovated their working methods, and determined that completing site clearance work for projects is an important political task; established a Steering Committee, and some localities have established special working groups to directly direct; Party committees and authorities at all levels have stepped in and resolutely implemented site clearance work.

Therefore, the East-West Expressway and Beltway projects have met the construction schedule. The North-South Phase 2 project has reached 86%. Ho Chi Minh City and the Ministry of National Defense have completed the site clearance for the T3 passenger terminal of Tan Son Nhat Airport. The progress of the provinces and cities is remarkable, with over 70% completed in just 6 months, a result that previous projects have not been able to achieve.

The construction material mine of the North-South Expressway project phase 2 is assessed by the Ministry of Transport as a major bottleneck. After receiving instructions, investors, contractors and localities have also coordinated and actively implemented procedures for construction material mine exploitation, initially achieving positive results.

The Ministry of Transport and localities have started construction on key expressway projects such as Bien Hoa-Vung Tau, Khanh Hoa-Buon Ma Thuot, Chau Doc-Can Tho-Soc Trang, Ho Chi Minh City Ring Road 3 and Hanoi Ring Road 4, bringing the total number of expressways started since the beginning of the year to 1,332 km.

In particular, the Ministry of Transport has directed the inauguration of 4 component projects of the North-South Eastern Expressway in the 2017-2020 period with a length of 312 km in the second quarter of 2023, bringing the total number of expressways to 1,729 km.

At Long Thanh Airport, units have actively deployed work to prepare for the groundbreaking ceremony of the Immigration Department headquarters; taxiways, runways; air traffic control tower body; and 2 connecting traffic routes.

According to the Ministry of Transport, in the period 2000-2021, the whole country has invested in and put into operation 1,163 km of expressways, while since the beginning of the term, an additional 566 km of expressways have been completed and put into operation, bringing the total number of expressways in the country to 1,729 km. The total length of projects under construction and those started from the beginning of 2023 to date is 1,693 km (projects under construction with a total length of 361 km and projects started from the beginning of 2023 with a total length of 1,332 km). It is expected that by the end of this year, the whole country will have 1,852 km of expressways.

In 2023, public investment capital allocated for transport projects is more than 97,000 billion VND, of which nearly 38,000 billion VND has been disbursed, reaching nearly 40%.

In addition to the achieved results, there are still some implementation works that have not met the progress. Regarding construction materials, the qualified earth mines have not met the requirements for supplying materials for the North-South Expressway project, phase 2.

Regarding compensation, support and resettlement, the remaining undelivered area, although not large, is still a bottleneck and a difficult and complicated step.

Investment preparation, adjustment of investment policies and investment projects in some projects are still slow and do not meet requirements. Procedures for converting forest use purposes still go through many steps, some requirements are not suitable for the characteristics of transport projects, requiring a lot of time to implement.

The management capacity of some investors and contractors is still limited. Some contractors have not mobilized enough human resources, machinery, and financial resources; have not performed well in internal work, affecting construction progress and disbursement.

Long Thanh station construction to start in August 2023

Concluding the meeting, Prime Minister Pham Minh Chinh highly appreciated the preparations of the Ministry of Transport, ministries, branches, localities, project management boards, consulting units, and contractors in the process of implementing important national projects and key projects of the transport sector, and their drastic efforts to carry out assigned tasks.

The Prime Minister requested relevant entities to be more proactive and determined, focusing on removing difficulties and obstacles; reducing administrative procedures, shortening implementation time, resolutely implementing the principle of handling work within the right authority, not shirking or avoiding, in the spirit of fighting negativity and waste, all for the common task, harmonizing interests between the State, people and businesses.

Agencies coordinate closely, speed up the progress of work, investment preparation procedures, capital allocation... in accordance with regulations, not to prolong. Ministries strengthen inspection, examination, and urging of work contents under their management.

Regarding processes and procedures, the Prime Minister emphasized the requirement not to wait, strictly follow the Government's working regulations, if asking for opinions for more than 7 days, if there is no response, it is considered as agreement.

Regarding specific tasks for project groups, for groups that have not yet approved feasibility study reports, the Prime Minister assigned the Ministry of Transport and localities (Thai Binh, Lang Son, Cao Bang, Binh Phuoc) to urgently complete investment preparation procedures for projects that have been assigned as competent and managing agencies to implement the projects.

The Ministry of Planning and Investment and the Ministry of Transport continue to closely coordinate with localities to complete the dossiers of expressway projects under the PPP method.

For the group under construction, regarding the 3 North-South expressway projects in the East phase 2017-2020 (Dien Chau-Bai Vot, Cam Lam-Vinh Hao invested under the PPP method and Nghi Son-Dien Chau public investment) and the My Thuan 2 bridge project to be completed and put into operation in 2023, the Ministry of Transport directed investors and contractors to work in "3 shifts, 4 teams", increase equipment and human resources to put into operation on schedule.

Regarding expressway projects including the North-South Eastern phase 2021-2025, Chau Doc-Can Tho-Soc Trang, Bien Hoa-Vung Tau, Khanh Hoa-Buon Ma Thuot, Ho Chi Minh City Ring Road 3, Hanoi Capital Ring Road 4... projects starting construction in June 2023, the Prime Minister requested to continue implementing compensation and resettlement support work to ensure the progress assigned by the Government (basically completing the handover of the site before December 31, 2023); directing project management boards and contractors to focus on implementing construction, ensuring progress from the beginning.

Regarding the Long Thanh International Airport project, Deputy Prime Minister Tran Hong Ha chaired many meetings with relevant ministries, sectors and agencies on the project implementation status. The Prime Minister welcomed the Airports Corporation of Vietnam (ACV) and agencies for their efforts and progress in their work; requested the State Capital Management Committee at Enterprises and ACV to complete the selection of contractors for the passenger terminal package to start construction in August.

Inspection of compliance with regulations related to raw material mines

Regarding the specific tasks of the agencies, the Prime Minister assigned the Ministry of Transport to direct investors and relevant agencies to resolutely urge contractors to concentrate all resources, take advantage of favorable weather conditions, organize construction in "3 shifts" to complete 3 component projects of the North-South Expressway in the 2017-2020 period and My Thuan-Can Tho in 2023. Resolutely handle weak contractors who violate contract progress in accordance with regulations.

Regarding raw material mines, the Chairmen of the Provincial People's Committees shall review related issues and implement them in accordance with the directions and resolutions of the Government and the Prime Minister. The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to directly direct this work, and at the same time assigned Deputy Prime Minister Le Minh Khai to direct the Government Inspectorate to conduct inspections of compliance with regulations and directions related to raw material mines.

The Ministry of Natural Resources and Environment advises the Government to amend and supplement Resolution No. 18/2022 in the direction that the People's Committees of provinces from Ha Tinh to Khanh Hoa are allowed to decide to increase the capacity of licensed sand mines that are operating and still have an exploitation period as applied to sand mines in the Mekong Delta region. At the same time, it is allowed to use material mines in the construction materials survey dossier (after review and supplementation) serving the expressway project to supply for the construction of resettlement areas serving the land acquisition and clearance of the expressway project. Localities are required to strictly manage and ensure that materials are only used for the construction of resettlement areas.

Provinces with sources of construction materials for the North-South Eastern Expressway project in the 2021-2025 period shall direct the Department of Natural Resources and Environment to carry out the steps, procedures, and procedures for exploiting construction materials to ensure compliance with the Ministry's instructions (including land procedures), avoiding administrative procedures. Establish a working group to negotiate transfer prices and land leases to ensure they are consistent with the compensation price levels prescribed by the State, to prevent speculation, price increases, and price pressure; and to have sanctions to handle cases of intentional price increases, price pressure, and land speculation in mining areas.

Localities direct competent authorities to carry out procedures in parallel, proactively guide contractors, complete land procedures to ensure sufficient conditions for exploitation in July 2023; urgently complete procedures for the People's Council to approve at meetings to ensure completion of mining procedures in 2023.

The Ministry of Natural Resources and Environment, the Ministry of Agriculture and Rural Development and localities urgently handle issues related to the conversion of land use purposes for projects. The Ministry of Agriculture and Rural Development shall promptly study and guide the payment of money into the fund for localities that no longer have replacement forest areas, or the remaining area is not enough for replacement forest planting, with the spirit of shortening the time for converting forest use purposes.

The Ministry of Planning and Investment shall coordinate with the People's Committee of Hanoi and Thai Binh province to speed up the appraisal of the feasibility study report of component project 3 (investment in the construction of an expressway under the public-private partnership model under Hanoi Ring Road 4), and the Ninh Binh-Nam Dinh-Thai Binh project through Nam Dinh and Thai Binh.

The Ministry of Construction speeds up the progress and supports Hung Yen and Bac Ninh provinces in appraising design documents and cost estimates for urban road projects in parallel with the Hanoi Capital Region Ring Road 4 project. Takes the lead and coordinates with the Ministry of Transport, the Ministry of Natural Resources and Environment, the Ministry of Finance, and localities to guide investors in determining the price of materials at the mine (including transfer prices, land use rights leases, compensation for trees, crops, etc.).

The Ministry of Industry and Trade and the State Capital Management Committee at Enterprises continue to direct and urge EVN and enterprises, and specialized agencies of the Ministry to speed up the agreement on design documents to relocate high-voltage power lines and technical works to meet construction progress.

The Ministry of National Defense urgently reviews and hands over defense land within the scope of project construction. For the affected land and defense works outside the scope of project clearance, coordinate with relevant ministries to soon have new investment and construction policies and plans.

The State Capital Management Committee at Enterprises directed ACV to complete the selection of contractors for the passenger terminal package to start construction in August 2023; directed VEC to speed up the selection of contractors to implement the Ben Luc-Long Thanh project; directed the Rubber Industry Group to speed up procedures related to rubber plantation land to hand over land acquisition and clearance for the Bien Hoa-Vung Tau project.

Provincial Party Secretary as Head of the Steering Committee for Land Acquisition and Site Clearance

For localities, the Prime Minister suggested that in localities where the provincial Party Secretary has not yet been appointed as Head of the Steering Committee for Land Acquisition and Resettlement, the provincial People's Committee Chairman should report and propose to the provincial Party Secretary to implement it, thereby mobilizing the participation of the entire political system. Localities should be more proactive in land acquisition and resettlement.

The provinces acting as the managing agencies coordinated with relevant units to accelerate and complete investment preparation for the Dong Dang-Tra Linh, Huu Nghi-Chi Lang, Hoa Binh-Moc Chau, Gia Nghia-Chon Thanh projects. The Prime Minister commended some localities such as Cao Bang, Lang Son... in implementing these projects.

Hung Yen and Bac Ninh provinces urgently prepare construction drawings, closely coordinate with the Ministry of Construction in appraisal; deploy contractor selection to start construction of component projects of Hanoi Ring Road 4 in September 2023, plan and implement construction to make up for the delayed progress.

The People's Committees of Hanoi and Ho Chi Minh City and the Project Management Boards must be more proactive and urgently resolve the work related to the two urban railway lines Nhon-Hanoi Railway Station and Ben Thanh-Suoi Tien; at the same time, continue to prepare to implement other projects with a stronger and more determined spirit.

Dong Nai province has resolutely directed relevant units to add personnel to focus on accelerating site clearance for expressway projects (Bien Hoa-Vung Tau, Ho Chi Minh City Ring Road 3, and the traffic route connecting Long Thanh Airport). In particular, in August 2023, site clearance for the Tan Van-Nhon Trach project will be completed to start construction in September 2023.

Localities should further promote the spirit of initiative, self-reliance and self-improvement in allocating capital for projects, especially from increased local budget revenue, while preventing corruption and waste. Localities with projects under construction need to resolutely focus on accelerating and completing site clearance work according to the required progress milestones in the Government's resolution.

Consulting units and contractors should promote a greater sense of responsibility in implementing projects in the spirit of openness, transparency, creativity while working, and growing stronger and more mature as they work. The Prime Minister noted the need to further diversify consultants for projects on the basis of healthy competition. Investors should not divide projects into too small packages, collude in bidding, or sell bidding, leading to fragmentation and small-scale projects, affecting progress and quality.

The Government Office coordinates with the Ministry of Transport to monitor and urge the implementation of contents, tasks and progress assigned by the Prime Minister and Head of the Steering Committee.
