111 is a child protection hotline, operating 24/7 and completely free of charge.

112 is the number for requesting help and searching and rescuing nationwide.

113 is the number to call the police or the police when there is a matter related to security and order.

114 is the number to call the fire department and rescue agency.

115 is the medical emergency number.

Thus, number 113 is the hotline for people to contact the police to report in the following cases:

-Crime is happening or is at risk of happening.

-Detect a person suspected of committing a crime or showing signs of committing a crime.

-Someone is injured or in danger.

-When you observe someone behaving suspiciously or seeing unattended packages or bags in public places.

-Acts that cause public disorder, directly affect people or communities...

What is the penalty for flashing a prank on the 113 police?

According to point b, clause 2, article 2 and point a, clause 3, article 40 of Decree 167/2013/ND-CP dated November 12, 2013, the act of reporting false information to competent state agencies will be fined from 500,000 to 1,000,000 VND and false fire alarm will be fined from 2,000,000 to 5,000,000 VND.

In addition, Point g, Clause 3, Article 66 of Decree No. 174/2013/ND-CP dated November 13, 2013 allows a fine of 10,000,000-20,000,000 VND for one of the following acts: Providing, exchanging, transmitting or storing, using digital information to threaten, harass, distort, slander, or insult the reputation of an organization, honor, dignity, or reputation of another person.

Thus, the act of reporting false information to the competent State agency can be fined from 500,000 to 1,000,000 VND, the act of "false fire reporting" will be fined at a higher level of 2-5 million VND. The act of calling the numbers 113, 114, 115 to harass can be fined from 10-20 million VND.

In case of unintentional false reporting, the perpetrator must prove this to the police to avoid being punished.

People who frequently make prank calls to the emergency number 113 must be severely punished because they hinder the professional activities of the authorities. The current punishment is still only an administrative penalty and there are no regulations to handle it by criminal measures.

Specifically, the 2015 Penal Code does not have specific provisions for this crime. However, for the act of continuously making harassing calls to hotlines, including number 113, obstructing the activities of law enforcement officers, it may be considered and prosecuted for criminal liability for the crime of resisting law enforcement officers according to the provisions of Article 330 of the 2015 Penal Code:

1. Anyone who uses force, threatens to use force or uses other means to prevent a public official from performing his or her official duties or forces him or her to commit an illegal act shall be subject to non-custodial reform for up to 3 years or imprisonment from 6 months to 3 years .”
