On August 24, Gia Loc District Police (Hai Duong Province) issued a decision to initiate a criminal case, prosecute the accused and issue an arrest warrant to detain Nguyen Xuan Cong (born in 1973, in Zone 6, Thanh Ha Town, Thanh Ha District, Hai Duong Province) for 2 months for the crime of "Resisting a person on official duty".

Previously, at around 4:50 p.m. on August 5, at km01+800 of National Highway 38B (in Gia Loc town, Gia Loc district), the working group of Traffic Police Team No. 2 (Traffic Police Department, Hai Duong Provincial Police) discovered the driver of a passenger car with license plate 34F-009.44 (29-seat type) traveling in the direction of Gia Loc district to Hai Duong city, violating the error of the driver not wearing a seat belt and showing signs of stopping and dropping off passengers in the wrong place.

The task force signaled the vehicle to stop for inspection and handling, but the driver did not comply. The authorities used a specialized vehicle to chase and demand that the driver comply with the order, but Nguyen Xuan Cong did not comply and continued to accelerate and flee.

During the pursuit, Captain Bui Dinh Uy overtook the car and repeatedly signaled for Cong to stop, but he continued to disobey.

At Km1+400 National Highway 38B, Cau Go intersection, where there was a traffic light, because the light was red, Cong had to stop the car.

At the same time, the Task Force blocked the car. Captain Bui Dinh Uy got out of the car and went to the window near the driver's seat, asking Cong to stop and get out of the car to show his papers, but the driver did not cooperate and demanded that he clearly state the violation.

After the traffic light turned green, Cong continued to reverse the car to avoid the police motorbike and then continued on.

Immediately after that, a local resident's motorbike stopped in front of the car driven by Cong to support the police, only then did Cong stop the car.

Next, Cong continuously drove the car to "push" the traffic police, then accelerated towards Hai Duong city and then drove the car to Tan Viet commune (Thanh Ha district, Hai Duong province) to drop off passengers.

The entire incident was filmed by locals and posted on social media, attracting public attention.
