On the afternoon of February 14, Go Vap District Police (HCMC) are detaining Tran Ngoc Luu (38 years old, residing in Hai Phong City), Trinh Thanh Long (22 years old, residing in Dak Nong), Ma Tuan Minh (21 years old, residing in Dong Nai), Dang Cong Sang (53 years old, residing in Go Vap District) and Le Trieu Vy (20 years old, residing in Ca Mau) to investigate the act of resisting people performing official duties.

Accordingly, at around 7:40 p.m. on February 5, Task Force 363 of Go Vap District Police was on patrol duty in the area. When arriving at Le Van Tho Street (Ward 11, Go Vap District), the patrol team discovered Long driving a motorbike carrying Luu, who appeared to be drunk and not wearing a helmet, so they signaled him to stop for inspection.
When stopping the car, the police introduced themselves as Task Force 363 of Go Vap District Police, showed their badges, and asked Long to present his papers for inspection. However, Luu cursed, insulted, and offended a police officer.
To suppress Luu, the task force used pepper spray on his face. At this time, Luu's group of friends, Minh, Sang, Vy, and some others who were drinking nearby rushed over to put pressure on the task force so that they could not deal with Luu.
Seeing that, Luu rushed in to provoke, waved his arms, and then hit a member of the working group, while the remaining group continued to curse, challenge the working group, and tore off a police officer's name tag.
Some passersby who witnessed the incident stopped to watch and used their phones to record the incident, causing traffic congestion. Task Force 363 then coordinated with Ward 11 Police to control the group and bring them to the headquarters for further processing.
At the police station, the group confessed to their crimes. Through alcohol testing, Long's alcohol concentration was recorded as 0.637 mg/l of breath.
The case is being handled by the police according to regulations.
