The aspiration to build a rich and beautiful Thanh Hoa city has been nurtured through many generations and was further encouraged when Deputy Prime Minister Tran Hong Ha signed Decision No. 795/QD-TTg recognizing Thanh Hoa city as meeting the criteria of a type I city. This is an important legal basis, opening up a future vision and promising development opportunities for Thanh Hoa city to reach new heights.
Open the door to the future
Starting from the important milestone in 1994 when Thanh Hoa town was announced to become Thanh Hoa city, after 3 decades of transformation, Thanh Hoa city has made great efforts to change from a type III urban area to a type I urban area; from the position of a provincial urban area mainly playing a connecting role in the province, to become a dynamic and modern city, with an important role and position in the connection, linkage and development of the North Central region and the South of the Northern Delta, an important gateway to the North and to Laos.
In the increasingly high flow of innovation and development, there is a need to adjust the city's development orientation to suit the general trend. Therefore, the Thanh Hoa Urban Master Plan to 2040 has determined to open an additional development direction to the West (Dong Son district) to connect Thanh Hoa City with the North-South expressway and more strongly connect the development of the economic driving center of Thanh Hoa City - Sam Son City - the Western region of the province. At the same time, develop to the Northeast (Hoang Quang - Hoang Dai area) to form an urban area on both banks of the Ma River. Along with Thanh Hoa City, the Dong Son District Construction Master Plan to 2040 also identifies Dong Son as the connecting area between the central urban area of Thanh Hoa City - Sam Son City and the western regions of Thanh Hoa province; as an expansion area of the central urban area of Thanh Hoa province; Support area for Thanh Hoa city in terms of reserve land for urban expansion development based on potential and advantages in natural conditions, culture, and historical traditions.
To create a premise for the expansion of development space and enhance the status of a type I urban area of a large province, on August 5, 2024, Deputy Prime Minister Tran Hong Ha signed Decision No. 795/QD-TTg recognizing Thanh Hoa urban area as meeting the criteria of a type I urban area. According to Decision No. 795/QD-TTg, Thanh Hoa urban area includes the entire administrative boundaries of Thanh Hoa city and the existing Dong Son district with a total natural area of 228.214 km2. After the merger, Thanh Hoa urban area does not become a type II urban area but still meets the criteria and standards of a type I urban area. "This is an important premise, creating a new position and strength for Thanh Hoa city to develop more strongly and comprehensively in the future" as Secretary of the City Party Committee, Chairman of the People's Council of Thanh Hoa City Le Anh Xuan once emphasized.
Thanh Hoa urban area is located in an important position of the Ma River and Chu River delta, with a central location, the intersection of Ma River and Chu River at the Dau Junction before reaching Hoi estuary. At this location, thousands of years of trade and cultural exchange and crystallization have taken place in the East-West direction, from the western mountainous region down the Chu River and Ma River and from the East along the Lach Hoi and Lach Truong estuaries to the mainland. This important geographical location brings together many advantages for Thanh Hoa urban area to develop diversely in terms of commercial services, industry, tourism, science and technology services and human resources; at the same time, it is a solid rear to ensure national security and defense.
Thanh Hoa urban area will develop according to the "Concentrated, multi-center" model and adjust the "Ring - Radial" model into the "Open Belt combined with soft network" model. Taking the extended Le Loi Avenue axis as the central axis, taking the Ma River as the urban landscape axis; strengthening urban strips parallel to the Ma River landscape axis and forming the third belt connecting the urban strips. Taking the existing urban center as the core, forming the urban structure framework of "3 development axes - 6 centers - 1 natural ecological corridor". 3 development axes include: Traditional axis in the North - South direction along the old National Highway 1A, connecting traditional development areas of the city including Ham Rong area, Hac Thanh area and Quan Nam bridge area. Development axis in the Northwest - Southeast direction along the axes of National Highway 45, National Highway 47, East - West Avenue, South Song Ma Avenue; connecting modern urban development areas from the Dong Xuan expressway intersection, through the existing center of the city, connecting with the coastal tourist city of Sam Son. New development axis in the Southwest - Northeast direction from the city center road to Tho Xuan Airport via Le Loi Avenue, Nguyen Hoang Avenue to Hai Tien beach, connecting areas with the role of new development drivers. 6 integrated centers include the existing center, Ham Rong - Nui Do center, East - West center South, Northeast center, West center and Southwest center. A natural ecological corridor is formed along the Ma River in accordance with the hydrology and landscape along the river.
With the scope including the entire administrative boundaries of Thanh Hoa City and Dong Son District, the economic scale of the new city will have strong growth. Not only will industry develop strongly with 3 current industrial parks: Le Mon, Hoang Long, Dinh Huong - Tay Bac Ga, but there will also be new industrial parks and clusters in Dong Son District (old). The city will also have more advanced NTM communes, model NTM communes, more traditional craft villages, OCOP products, more exemplary and highly efficient agricultural cultivation models, contributing more to the city's economy. With a long-term vision, Thanh Hoa city in the future will become the leading locality in the province in the cause of industrialization and modernization; one of the major centers of trade, services, high-tech industry, culture, science, education - training, health care, sports in the Southern Delta and North Central regions; with rapid and sustainable socio-economic development, the material and spiritual life of the people is increasingly improved; politics and society are stable, national defense and security are ensured, towards a smart, civilized and modern city.
Faith and expectation
With a new position, great potential, advantages, goals, vision and feasible solutions, the journey to create the appearance of a "Modern, civilized, smart and unique urban area" of Thanh Hoa City has been and is having the basis to be realized in the near future. Mr. Hoang Van Hung, Head of Urban Management Department (Thanh Hoa City) said: "To create a civilized and modern urban landscape architecture, commensurate with the function of a type I urban area, Thanh Hoa province and city continue to review and closely follow the contents of the approved Thanh Hoa Urban Master Plan to 2040, as a basis for implementing construction investment projects. In the coming time, the city will focus on building a number of key projects with great influence to create a breakthrough, creating a highlight in infrastructure quality according to the criteria of a type I urban area. At the same time, focus on completing the standards for classifying type I urban areas that have not been met, especially completing the standards for commercial infrastructure and public green land in newly established wards. At the same time, the city will develop a plan to specify the urban development targets that need to be achieved for each year and 5 years, in accordance with the general urban planning and socio-economic development plan approved by competent authorities. Make a list of urban development investment projects as a basis for allocating capital sources and mobilizing economic sectors to participate in the process of investment in construction and urban development of Thanh Hoa".
Believing and expecting the development of Thanh Hoa city in the future, Mr. Nguyen Van Minh, former Standing Vice Chairman of the Provincial Fatherland Front Committee, said: “Decision No. 795/QD-TTg recognizing Thanh Hoa city as meeting the criteria of a type I city not only shows the expectation of the Central Government for the land that has been and is developing dynamically, but also contributes to promoting the will of self-reliance, proactiveness and creativity of local Party committees and authorities. With the new position, I believe that the Party committee and authorities of Thanh Hoa city will have new policies and breakthrough solutions to fully exploit the potential and strengths after expanding the administrative boundaries, making Thanh Hoa city accelerate strongly, becoming one of the 5 leading provincial cities in the country by 2030 as the set goal”.
Sharing the same view, Ms. Le Thi Gai, Dong Nam commune (Dong Son) shared: “The similarities in culture, revolutionary tradition and geographical space will create harmony after the merger. This is the fundamental factor for Thanh Hoa city to soon have breakthrough developments. For us, the merger is not simply a change of name, but more importantly, it is the expectation of change from agricultural residents to urban residents with increasingly improved living standards. We will unite and join hands to carry out patriotic emulation movements well to build Thanh Hoa city to be more and more prosperous and civilized”.
A new era is opening, a period of higher and more comprehensive acceleration has begun. This is an opportunity, but also a challenge, requiring the Party Committee, the government and the people of Thanh Hoa City to have a higher determination and greater efforts. The task may be more difficult, the challenge may be greater, but I believe that a city with a long history and culture, always having new ways of doing things, breakthroughs with many outstanding marks that have been affirmed in the past time will have enough determination to arouse the desire to contribute and mobilize the strength of great national unity to take long, steady steps, continue to conquer the big goals, important goals set by the Central and the province and aim for, making the city develop faster, stronger, worthy of being the "heart" of the whole province, a development locomotive of the region in the new development stage.
