On the morning of November 13, comrade Nguyen Doan Anh, member of the Party Central Committee, Secretary of the Provincial Party Committee, had a working session with key leaders of Dong Son district on the implementation of the Resolution of the 25th District Party Congress, term 2020-2025; results of the implementation of the task of merging Dong Son district into Thanh Hoa city and establishing wards under Thanh Hoa city.

Implementing the Resolution of the 13th National Party Congress, the Resolution of the 18th Provincial Party Congress and the Resolution of the 25th District Party Congress in the context of many difficulties and challenges, but with the close and timely leadership and direction of the Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee and the attention, coordination and support of departments, branches, sectors, the Fatherland Front and socio-political organizations at the provincial level, the Party Committee and the people of Dong Son district have promoted the revolutionary tradition, solidarity, efforts and high determination, striving to achieve many important and comprehensive results in all fields.
Every year, the district completes and exceeds the set targets. Of the total 30 targets set by the Congress Resolution for the 2020-2025 term, 12 targets were exceeded, 15 targets were completed, and 3 targets were not completed.
Dong Son leads the province in a number of indicators such as: Annual budget revenue always exceeds the assigned plan. Average income per capita by the end of 2024 will reach 70 million VND/person/year. The district has completed the multidimensional poverty reduction target for the period 2021-2025, the poverty rate is 0.004% (those who are no longer able to work). |
Dong Son is also the leading district in the province in building new rural areas (NTM). Up to now, the whole district has 10 communes meeting advanced NTM standards, reaching a rate of 76.92%; 5/13 communes meeting model NTM standards, reaching a rate of 38.46% and 78/85 villages meeting model NTM standards, reaching a rate of 91.76%; 4 communes, 33 agencies, units, 67 villages, and residential groups have achieved the model title according to the teachings of President Ho Chi Minh. Infrastructure has been invested quite synchronously, the appearance of rural and urban areas has many changes.
Culture and society have many progressive changes, school facilities and medical stations have received investment attention. All 38 schools have met national standards, it is estimated that by the end of 2025, 28 schools will have met level 2 standards (reaching 73.6%, exceeding 23.6% compared to the Congress Resolution), leading the province in the rate of schools meeting level 2 standards. Social security work is fully taken care of.
Political security is always maintained, social order and safety are stable. The work of building the Party and the political system has achieved many results, being one of the leading districts in the work of mobilizing and rotating cadres. The district Party Committee has been recognized by the Provincial Party Committee for 6 consecutive years for excellently completing its tasks. In 2022, Dong Son district was awarded the Third Class Independence Medal by the State.

To carry out the task of merging Dong Son district into Thanh Hoa city and establishing wards in Thanh Hoa city, the Standing Committee of the District Party Committee directed departments, branches, sectors, the Vietnam Fatherland Front and socio-political organizations to strengthen propaganda work; directed the District People's Committee and the People's Committees of communes and towns to organize the collection of voters' opinions.
The total number of voters agreeing to merge Dong Son district into Thanh Hoa city is 53,962/55,074 voters, reaching 97.98%. The number of voters agreeing to establish the wards: Rung Thong, Dong Thinh is 9,864/9,924 voters, reaching 99.39%. |
The Standing Committee of the District Party Committee also directed the District People's Council to organize a thematic meeting to approve the policy of merging Dong Son district into Thanh Hoa city and establishing Dong Thinh ward and Rung Thong town. As a result, 23/23 delegates present approved the policy of merging Dong Son district into Thanh Hoa city and establishing Dong Thinh ward and Rung Thong town under Thanh Hoa city.

Speaking at the meeting, members of the Provincial Party Standing Committee and leaders of provincial departments and branches analyzed and clarified the results that Dong Son district has achieved since the beginning of the term. Opinions said that in order to have comprehensive achievements in all fields, the Party Committees, authorities from the district to the grassroots level and the People in the district have maintained solidarity and unity within the Party Committee, first of all in the Standing Committee of the District Party Committee, the Standing Committee of the District Party Committee, and Party Committees at all levels, on the basis of implementing well the principle of democratic centralism and the Party's regulations and the State's laws.

At the same time, the district has thoroughly grasped and seriously, creatively and effectively implemented the policies and resolutions of the Central and Provincial Party Committees; had comprehensive, focused, key solutions, proactively and creatively in leading and directing the implementation of tasks.

Opinions also highly appreciated that in the past time, implementing the policies of the Central Government and the province, the Party Committees, authorities and organizations of Dong Son district have closely coordinated with Thanh Hoa city and the functional branches of the province to actively and urgently deploy assigned tasks, submit for approval the Thanh Hoa Urban Master Plan, build and complete the Project to merge Dong Son district into Thanh Hoa city and carefully prepare all conditions for the merger according to Resolution No. 1238/NQ-UBTVQH15 on the arrangement of district and commune-level administrative units of Thanh Hoa province in the period of 2023-2025.

In his concluding remarks, Provincial Party Secretary Nguyen Doan Anh stated: Dong Son has a rich history, culture, revolution, "a land of talented people", the homeland of many heroes, famous mandarins, and famous generals. That tradition has fostered the good qualities of Dong Son people, with patriotism, revolutionary spirit, diligence, dynamism, and creativity. Dong Son is also a district with a favorable geographical location for development because it is located in the center of the Thanh Hoa plain, where the East-West and North-South economic corridors of the province intersect, connecting with many vital traffic routes.
In recent years, during the development process, Dong Son has become a bright spot, a leading district in the province. The implementation of the policy of merging the entire Dong Son district into Thanh Hoa city will create great advantages for trade connection and expanding the urban development space of the locality.

On behalf of the provincial leaders, Secretary of the Provincial Party Committee Nguyen Doan Anh acknowledged, commended and congratulated the results that the Party Committee, government and people of Dong Son district have achieved since the beginning of the 2020-2025 term up to now; as well as the results of implementing the task of merging Dong Son district into Thanh Hoa city and establishing wards under Thanh Hoa city.
Affirming that the merger of Dong Son district into Thanh Hoa city is a correct policy, with long-term strategic significance not only for the development of Dong Son district and Thanh Hoa city, but also for the whole province, Provincial Party Secretary Nguyen Doan Anh emphasized: The implementation process has shown the political determination of Party committees and authorities at all levels, and the consensus of the people. At the same time, Dong Son district has taken very methodical, scientific and effective steps and methods.
However, this is an extremely difficult and complicated task, requiring continued determination, more efforts, and handling each task closely, cautiously, and objectively. First of all, Dong Son district needs to continue to do a good job of propaganda and mobilization, creating clarity and unity in perception and action among cadres, party members, and people of all walks of life; creating a good mindset and spirit so that after the merger, it will quickly integrate and adapt both administratively and socially; so that the new city can quickly operate stably and effectively for development.
Governments at all levels must listen to people's opinions and promptly resolve legitimate aspirations and proposals of people, organizations and businesses.
The Standing Committee of Dong Son District Party Committee coordinated with the Provincial Party Committee's Organization Committee and the Thanh Hoa City Party Committee's Standing Committee to urgently develop a plan to arrange and assign cadres of the two localities under the management of the Provincial Party Committee's Standing Committee after merging Dong Son district into Thanh Hoa city to report to the Provincial Party Committee's Standing Committee, ensuring objectivity, democracy, compliance with regulations, maximizing the capacity and strengths of cadres, and meeting the requirements of the tasks.
Relevant agencies review, inventory, and evaluate existing public assets, develop plans to manage and use public assets reasonably, effectively, and in accordance with the law to avoid waste.

Along with that, from now until January 1, 2025, the Party committees, authorities, organizations and administrative and public service units of the district must maintain stable and effective operations, and must not let the merger affect the common work. Urgently review, supplement and complete all records and documents related to the fields to hand over to Thanh Hoa city in accordance with regulations; perform well the work of statistics and inventory of records and documents serving the handover and reception work.
Along with the implementation of administrative unit arrangement, Dong Son district needs to closely coordinate with Thanh Hoa city to develop a plan for socio-economic development, ensuring national defense and security, Party building and political system in 2025 of the new Thanh Hoa city after the merger, ensuring to promote the potential and strengths of the two localities and the new opportunities and advantages, contributing to the successful implementation of the goals and tasks set out by the Resolution of the Party Congress for the 2020-2025 term of Dong Son district and Thanh Hoa city.
Secretary of the Provincial Party Committee Nguyen Doan Anh emphasized: The merger of Dong Son district into Thanh Hoa city is not a private matter of the two localities, but a common task of the province and many related departments, branches and agencies. Therefore, the related units must proactively coordinate closely to resolve the work quickly, promptly and in accordance with regulations so that the merger of Dong Son district into Thanh Hoa city creates an exciting atmosphere among the people and social life.
