On January 18, Hai Phong City Police announced that the Hai Phong City Police Investigation Agency has initiated a criminal case for the crimes of: receiving bribes; brokering bribes; giving bribes; forging seals and documents of agencies and organizations occurring at the Inspection Sub-Department No. 10 under the Vietnam Register for investigation according to regulations.
Six defendants were arrested, of which three defendants were inspectors of the Inspection Sub-Department No. 10 and were prosecuted for accepting bribes, including: Vu Thai Phong, Nguyen Van Luc and Nguyen Van Cuong. The remaining three defendants, including: Doan Van Minh, Doan Van Bao and Pham Thanh Huyen, were prosecuted for bribery; bribery brokerage and forgery of seals and documents of agencies and organizations.
According to initial information, in early 2023, defendant Vu Thai Phong was assigned by the Department's leaders to inspect and supervise the registration of 4 water vehicles for Phuong Anh Construction and Trading Investment Company Limited (headquartered in Dien Bien), including: barges Hoa Binh 1, Hoa Binh 2, Hoa Binh 3 and Hoa Binh 4.
During the process of carrying out inspection procedures for the above barges, defendant Vu Thai Phong received 623 million VND from the company to bypass regulations on origin and source of materials, speeding up the process of issuing certificates of new building materials for the above 4 barges.
On February 28, 2023, based on collected documents, the Investigation Police Agency of Hai Phong City Police initiated a criminal case for the crimes of: receiving bribes; brokering bribes; giving bribes; forging seals and documents of agencies and organizations for investigation.
On March 6, 2023, defendant Vu Thai Phong was arrested on charges of accepting bribes, as prescribed in Article 354 of the Penal Code.
From the Department's testimony, the Investigation Police Agency expanded the case, prosecuted and temporarily detained the defendants: Luc, Cuong, Minh, Bao and Huyen on November 14, 2023.
The case is currently being investigated by Hai Phong City Police.
