Or on May 13, 2023, house number 24A Thanh Cong, Quang Trung ward, caught fire. Even more painful is that the fire took the lives of 4 innocent people.
Most recently, on the morning of July 14, 2024, a fire broke out at a house located at 73 TT12 - Van Phu Urban Area, Phu La Ward (Ha Dong District). Fortunately, the incident did not cause any human casualties.
Despite heavy damage and warnings about fire safety, for many reasons, fires continue to occur in Ha Dong district.
Planning of service land and auction land in Ha Dong district is being distorted.
In particular, the situation of factories and constructions violating construction planning springing up everywhere on auctioned land and service land in Phu Luong, Yen Nghia, La Khe, and Van Phuc wards of Ha Dong district (Hanoi) poses a potential risk of urban infrastructure overload and fire safety risks.
According to the actual records of PV at the Phu Luong 2 auctioned land, there are many container houses illegally built on the auctioned land. This situation not only causes loss of urban beauty but also poses a potential risk of fire and explosion.
Many residents said that the illegal installation of containers on the Phu Luong 2 auctioned land has been going on since the end of 2019. Initially, the investor's main purpose was to build houses.

Similar situations also occur in service areas LK8, Lk9, Lk10; Sen well service area in La Khe ward (Ha Dong district). Most of the individual housing projects have been expanded with attics to increase the usable area.
Recently, the Investigation Police Department of Hanoi City Police sent a document to the Hanoi Department of Justice and the Hanoi Land Registration Office to stop real estate transactions of 77 land lots in La Khe Ward to verify the case showing signs of violating regulations on compensation, support, and resettlement when the State reclaims land.
In Van Phuc ward, in area N06D Van Phuc service land, adjacent to 32 service land plots,... many constructions with signs of violating construction planning have been and are being completed.
Many individual housing projects are expanded to increase usable area.

On June 29, 2024, Vice Chairman of Hanoi People's Committee Le Hong Son signed and issued Plan No. 200/KH-UBND to implement Directive No. 19/CT-TTg of the Prime Minister on strengthening fire prevention and fighting for multi-storey houses, multi-apartment houses, and individual houses combined with production and business.
In which, the Hanoi Department of Construction is directed to strictly carry out the appraisal and granting of construction permits for multi-storey houses, multi-apartment houses, individual houses combined with production and business (according to the assignment and decentralization); in the process of granting construction and renovation permits for the above types, it is necessary to resolutely require the heads of establishments and household owners to implement solutions and conditions to ensure fire prevention and fighting safety according to regulations. Inspect and supervise the implementation of this work by the People's Committees at the district level.
For the People's Committees of districts, towns and cities; The Vice Chairman of the Hanoi People's Committee requested to organize a review of the issuance of business registration certificates for multi-storey houses, multi-apartment houses, individual houses combined with production and business (including houses for rent) according to the assignment and decentralization.
The process of granting construction and renovation permits for the above types must resolutely require the head of the facility and the head of the household to implement solutions and conditions to ensure fire prevention and fighting safety according to regulations.
Review construction planning, urban planning for residential areas, urban renovation and beautification areas, and clearance areas to have measures and solutions to limit the risk of fire and explosion.
