State Bank requires ensuring payment safety during Tet, completing biometric verification

ANTD.VN - The State Bank requires credit institutions to ensure safety and smoothness in payment activities; complete biometric verification according to regulations.

Complete biometric verification by January 1, 2025

The State Bank of Vietnam (SBV) has just issued a document requesting relevant units under the SBV, credit institutions (CIs), NAPAS and payment intermediary service providers... to deploy a number of measures to ensure payment activities take place safely and smoothly.

Accordingly, the State Bank of Vietnam requested credit institutions to review and ensure the issuance of internal procedures and regulations on opening and using payment accounts, bank cards, providing payment services, risk management procedures, contracts/agreements, etc.

Resolutely implement new regulations in Circulars 15, 17 and 18 of the State Bank, promote communication information to customers to meet the effective implementation times.

Specifically, before January 1, 2025: complete biometric information verification for individual customers; before July 1, 2025: complete biometric information verification for legal representatives of institutional customers to continue withdrawing money and making electronic payment transactions on payment accounts and bank cards.

Check the validity of all identification documents of customers opening payment accounts and bank cards; ensure to fully notify customers 30 days before the expiration of their identification documents so that they can update and supplement information in time. From January 1, 2025, temporarily suspend payment transactions and withdrawals on payment accounts and bank cards of customers whose identification documents are no longer valid or expired.

The State Bank of Vietnam requires units and organizations to increase communication and warnings to customers about criminal methods and tricks; guide customers on measures to secure personal data, avoid risks of personal information disclosure when conducting online transactions; and how to use services and make safe payment transactions.

Strictly and seriously implement the process of opening and using payment accounts and bank cards according to new regulations and measures to ensure safety and security in payment activities.

Strengthen risk management for the opening and use of payment accounts by organizations, prevent the opening and use of payment accounts by organizations for illegal purposes, especially during the end of 2024 and the Lunar New Year 2025.

Strengthen management, inspection and supervision of payment acceptance units to promptly detect and prevent acts of taking advantage of payment transactions at payment acceptance units for illegal purposes.

Ensure safe and smooth payment operations

The State Bank of Vietnam requires credit institutions to strengthen management, supervision, and strict control of interbank payment activities through payment systems, ensuring safety and smoothness, serving customers' payment needs during the end of 2024 and Lunar New Year 2025.

Proactively develop and implement specific plans for ATM operations suitable for each locality and region; closely monitor to detect and replenish funds promptly; promptly handle and respond to incidents and situations that arise, so as not to affect people's payment and withdrawal transactions.

Take measures to ensure stable and smooth payment service provision to serve payment activities well; promptly handle and respond to customer inquiries and complaints according to regulations; overcome incidents and situations that arise to ensure smooth, continuous, stable and safe payment activities;...

For organizations providing intermediary payment services, the State Bank requires reviewing and ensuring the issuance of internal procedures and regulations on opening and using e-wallets, providing intermediary payment services, risk management procedures, contracts/agreements on opening and using e-wallets according to new regulations in Circular 40.

Organize to seriously and strictly implement the process of opening and using e-wallets according to new regulations and measures to prevent, combat and minimize the risk of exploiting payment intermediary services for illegal purposes; closely coordinate with relevant units to promptly handle arising issues to ensure the stable, safe and continuous provision of payment intermediary services.

Promote information and communication for customers to complete biometric verification before January 1, 2025...
