More than 78 thousand Vietnamese workers go abroad to work

According to the Department of Overseas Labor Management (Ministry of Labor, War Invalids and Social Affairs), the number of Vietnamese workers going abroad to work as of June 19 was 78,024 people. Of which, 23,725 were female workers. The leading receiving market is still Japan with more than 40,500 workers. Next is the Taiwan market with more than 27,000 workers. Third is the Korean market with more than 5,500 workers. These are the largest traditional markets and attract the largest number of Vietnamese workers.

Regarding the Korean market, Ms. Pham Ngoc Lan - Deputy Director of the Overseas Labor Center (Overseas Labor Management Department) said that in 2024, Korea has allocated a quota to select nearly 10,000 workers to work in the manufacturing industry (not including industries such as agriculture, fisheries, construction, etc.). However, the number of workers registering for the Korean language test has increased dramatically. Specifically, up to this point, the Overseas Labor Center has received the largest number of applications ever with 44,983 applications.

Regarding the implementation of market expansion since the beginning of the year, many programs to promote sending workers to work abroad under contracts have also been implemented. In March 2024, in Hanoi, Deputy Minister of Labor, Invalids and Social Affairs Nguyen Ba Hoan and Australian Ambassador to Vietnam Andrew Goledzinowski signed the Implementation Plan of the Memorandum of Understanding between the Australian Government and the Vietnamese Government on supporting Vietnamese citizens to work in the agricultural sector in Australia.

Accordingly, the two sides agreed to implement a plan to support 1,000 Vietnamese workers to work in the agricultural sector in Australia under the PALM Program, expected to start in 2024.

Also in June, in Hanoi, the Overseas Labor Center (Ministry of Labor, Invalids and Social Affairs) signed an agreement with the Osaka Health Care Association (Japan) on providing nursing trainees for internship in Japan.

Workers participating in the program will have their expenses covered by the Osaka Medical Care Association.

“Workers are trained in a professional, friendly working environment with full modern equipment, receive a salary equivalent to the basic salary of Japanese people working in the same position with a monthly salary of about 36 million VND excluding allowances, overtime pay and enjoy social benefits, participate in insurance types according to Japanese law” - said a representative of the Overseas Labor Center.

Warning about labor export fraud is still complicated

Mr. Pham Viet Huong - Deputy Director of the Department of Overseas Labor Management assessed that in the first 6 months of the year, the situation of sending workers abroad to work has had many positive changes. However, the problem of fraud in labor export activities still occurs frequently, and is still complex and sophisticated in nature.

The subjects use the trick of exporting labor to appropriate people's money. Although this is not a new trick, many subjects still take advantage of the impatience and desire to quickly work abroad of some people to commit fraud.

Most recently, in mid-May, the Ministry of Labor, Invalids and Social Affairs also warned that recently, a number of organizations and individuals have appeared impersonating those selected by the Ministry and the Australian side to implement the program of sending workers to work in Australia, to select and collect money from workers in violation of the law, posing a risk of insecurity and disorder in some localities.

Therefore, to prevent organizations and individuals from taking advantage of information about overseas work programs to defraud and collect money from workers in violation of the law, the Ministry of Labor, Invalids and Social Affairs requests that localities direct competent agencies to organize information and propaganda to local workers.

“The Department of Overseas Labor Management has continuously had to issue warnings and prevent fraud of workers going to work in certain industries and markets such as Australia (in the agricultural sector); Korea (in the service sector under the E9 visa)… Along with that, there is a warning about fraud of workers going to work abroad occurring on the internet. However, there are still many workers who subjectively fall into the trap of criminals' tricks,” said Mr. Huong.

According to Mr. Huong, the most effective solution to avoid falling into the trap is that workers who want to work abroad need to learn carefully to grasp the relevant information clearly, to ensure legal benefits. In particular, only contact businesses licensed to operate services to send workers to work abroad by phone number, official website posted on the business's Service License and on the Electronic Information Portal of the Department of Overseas Labor Management (www.dolab.gov.vn).
