Besides the traditional labor export markets of Japan, Taiwan, and Korea, Vietnam has been connecting with many new markets such as Greece, France, Hungary, Spain, Finland, Australia, etc.
Mr. Nguyen Ba Hoan, Deputy Minister of Labor, War Invalids and Social Affairs, is concerned that there are still many units in the field of labor export operating illegally. Many subjects are defrauding, collecting money, creating a burden for workers.
Early recruitment of 1,000 workers to work in Australia
This information was presented at the seminar "Improving the quality and efficiency of sending Vietnamese people to work abroad" organized by Nguoi Lao Dong newspaper on December 18.
Mr. Pham Viet Huong - Deputy Director of the Department of Overseas Labor Management - said that for the Australian market, the two governments signed a memorandum of understanding on agricultural cooperation at the beginning of this year.
“This program has about 1,000 Vietnamese workers selected to work in Australia. We have announced the criteria for selecting businesses to participate in the program and have received applications from 33 businesses.
15 businesses have been selected and sent to Australia. They will screen to choose the 6 most suitable businesses according to their criteria and will announce it soon,” Mr. Huong said.
Currently, Vietnam is promoting negotiations and moving towards signing labor cooperation agreements with markets in Greece, France, Finland, Poland, Spain, etc.
At the same time, some traditional markets also have new occupations. For example, Korea recruits aircraft engineers, Japan opens more railway engineers... These are considered favorable steps to create conditions for many workers to find good jobs, but the work of selecting resources is facing difficulties.
Previously, it was difficult for businesses to find contracts. Now, even if they do find contracts, it is difficult to find people, making it difficult for businesses to secure contracts with partners.
"I just went on a business trip to Japan. Many businesses complained that it was too difficult to find people and could not guarantee progress, so they had to switch to markets such as the Philippines, Myanmar, Indonesia...", Mr. Nguyen Ba Hoan informed.
Solving the situation of "selling" labor
Leaders of the Ministry of Labor, War Invalids and Social Affairs said that there are currently over 450 businesses licensed to send workers to work abroad and this number will increase to 500 businesses in the near future.
As of November 2024, the total number of workers working abroad is 700,000 workers with 30 occupations in more than 40 countries and territories.
However, many illegal labor brokerage centers currently collect a lot of money from workers, creating additional burdens for them.
“Many businesses do not have the function of exporting labor but search for people and then "sell" the source to export companies for 10-20 million.
They do not have the function of exporting labor but reserve resources and licensed enterprises must buy them back," Ms. Duong Thi Thu Cuc - General Director of Saigon International Group (Saigon Intergco) stated the reality.
Deputy Minister Nguyen Ba Hoan said it is necessary to eliminate illegal activities, unfair competition as well as unreasonable costs for labor export workers.
Mr. Hoan said that the workers’ luggage must be as light as possible. Once equipped with foreign languages, skills, and discipline, workers must be guaranteed a good working environment and full benefits.
"Currently, many people have to shoulder the burden of costs from the time of registration until they go to work abroad. So when they arrive, they have to find ways to make up for it, leading to contract violations and staying behind," said Mr. Hoan.
