Accordingly, in Notice 209/TB-VPCP, the conclusion of Deputy Prime Minister Tran Luu Quang at the 7th meeting of the National Steering Committee on combating illegal, unreported and unregulated fishing clearly stated: To address the shortcomings and limitations of combating illegal, unreported and unregulated fishing (IUU); at the same time, to ensure good preparation for receiving and working with the EC Inspection Delegation in October 2023; with the determination to remove the IUU "Yellow Card" warning by October 2023; The Deputy Prime Minister requested that the Committees, Ministries, branches and localities need to unify awareness, focus on leadership, direction, and take drastic actions to implement immediate tasks, key solutions, and launch a peak inspection period.

Specifically, the Deputy Prime Minister requested the heads of relevant ministries, branches and People's Committees of coastal provinces and centrally run cities to continue to strictly implement the Prime Minister's instructions in Decision No. 81/QD-TTg dated February 13, 2023 on promulgating the "Action Plan against illegal, unreported and unregulated fishing, preparing to work with the 4th Inspection Delegation of the European Commission" and Official Dispatch No. 265/CD-TTg dated April 17, 2023 on "Focusing on removing difficulties and obstacles to promote production and consumption of agricultural products;
Implement 3 National Target Programs; combat IUU fishing" and other related directives; link the responsibility of leaders at all levels with the results of combating IUU fishing; seriously organize reviews of organizations and individuals if violations of combating IUU fishing occur locally; arrange enough staff with capacity, qualifications, and sense of responsibility to perform the work and have appropriate mechanisms, policies, and remuneration regimes.
The Deputy Prime Minister assigned the ministries: The Ministry of National Defense shall preside over and coordinate with the Ministry of Agriculture and Rural Development and relevant ministries, branches and localities to continue to direct and organize more drastic implementation of measures to control fishing vessels entering and leaving ports, fishing vessels operating at sea to prevent and handle IUU fishing; especially to prevent and stop fishing vessels from illegally exploiting in foreign waters; to investigate, verify and thoroughly handle IUU fishing; in cases where there is sufficient basis for criminal proceedings, to conduct investigations and prosecutions in accordance with the law to deter and ensure the strictness of the law.
The Ministry of Public Security urgently investigates, consolidates records, and prosecutes brokers and liaisons who bring Vietnamese fishing vessels and fishermen to illegally exploit in foreign waters to ensure deterrence and strictness of the law.
The Ministry of Foreign Affairs promptly grasps and collects information, closely coordinates with relevant ministries, branches and localities to consolidate records, investigate and thoroughly handle cases of fishing vessels violating illegal exploitation in foreign waters.
The Ministry of Agriculture and Rural Development reviews, amends and supplements relevant legal regulations in line with the practical situation, ensuring a sufficient legal basis to deter and tighten management and combat IUU fishing. Implement digital transformation and apply information technology to urgently develop and perfect tools to control fishing vessel activities at sea and at ports; focus on perfecting the fishing vessel monitoring system in the immediate future, ensuring control and prevention of acts of removing and disconnecting VMS devices, ensuring data storage and transmission to serve the investigation, verification and handling of IUU fishing violations.
Carefully prepare the report content, script for receiving and working with the 4th EC Inspection Delegation. At the same time, advise on developing a plan to implement each specific task of the relevant ministries, branches and localities to be completed by October 2023, preparing to work with the 4th EC Inspection Delegation.
For the People's Committees of coastal provinces and centrally-run cities, strictly comply with the work of confirming, certifying and tracing the origin of exploited aquatic products to ensure the chain linkage from fishing vessels to fishing ports, fisheries sub-departments and purchasing, processing and exporting facilities; strictly handle organizations and individuals who legalize documents for export shipments, including criminal prosecution if there is sufficient basis...
