Online conference on amending and supplementing regulations on management of IT application investment using state budget capital

At the conference, delegates focused on discussing and clarifying a number of contents such as: Adjusting the limits of design cases for information technology application investment projects using development investment expenditures and regular expenditures from the state budget; expanding the scope of the Decree, applying to capital from legal revenue sources of state agencies and public service units for investment according to the provisions of law; supplementing regulations on explaining and evaluating the effectiveness between hiring information technology services and new investment as a basis for deciding on the form of implementation; clarifying the nature of internal software bidding packages as a basis for determining the type of bidding package (consulting or goods).

Delegates also pointed out difficulties and obstacles in the process of implementing tasks and solutions to develop e-government towards digital government, promoting national digital transformation. At the same time, they proposed directions for amending and supplementing this Decree to ensure consistency and consistency with current documents and directions for amending and supplementing related legal documents such as the Law on Bidding, the Law on Electronic Transactions; the Law on Management and Use of Public Assets, the law on state budget, and the law on public investment amended and supplemented.
