Attending the meeting were Senior Lieutenant General Nguyen Duy Ngoc, member of the Party Central Committee, Deputy Minister of Public Security, Permanent Deputy Head and members of the Working Group implementing Project 06, representatives of relevant ministries and branches, and leaders of a number of functional units under the Ministry of Public Security... The meeting was held directly at the Ministry of Public Security's Hall, online to 7 provinces and cities including: Hanoi, Ho Chi Minh City, Kien Giang, Thua Thien Hue, Quang Ninh, Khanh Hoa, Binh Duong.
The report at the meeting stated that in March 2024, the implementation of Project 06 continued to receive the Government's attention and direction. Specifically, the Prime Minister chaired a conference on monetary policy, removing difficulties and obstacles for production and business to promote growth on March 14, 2024. Directed the State Bank of Vietnam to closely coordinate with the Ministry of Public Security to use population data and apply Project 06 to facilitate consumer lending and limit "black credit" crimes.

Deputy Prime Minister Tran Luu Quang chaired an online conference with Hanoi, Ho Chi Minh City and ministries and branches to promote the implementation of Project 06/CP and remove bottlenecks, especially in terms of funding and creative ways of implementation, to promote Project 06 in Hanoi and Ho Chi Minh City as a model for localities. With the attention and close direction of the Government, the implementation of Project 06 in the month continued to achieve outstanding results in ministries, branches and localities. Specifically, recently, Hanoi has implemented the Electronic Health Book, accordingly, Hanoi has established more than 8.1 million health records of people in the city. Organized connection and communication of health insurance data of 47 hospitals, 32 general clinics and 286 medical stations to display citizens' electronic health records on the VNeID application (1,155,824 records ready to be displayed on the VNeID application). Pilot implementation of cashless fee collection at parking lots in Tay Ho district (03 motorbike parking lots and 04 car parking lots). The rate of cashless collection at the pilot parking lots reached over 50% for motorbikes; nearly 70% for cars.

In addition, Hanoi City has promoted the digitization of civil status data, helping people and state management agencies reuse civil status information in reducing the number of documents in civil status administrative procedures and other administrative procedures requiring civil status-related information.
Regarding digital citizen development, to date, the Ministry of Public Security has collected over 86 million chip-embedded ID cards. Collected over 74.48 million electronic identification records (an increase of 600 thousand accounts compared to February 2024), activated over 53.25 million accounts (an increase of 500 thousand accounts compared to February 2024; the activation rate over the total number of collected records reached 71.5%).

Regarding the 08 utilities on VNeID announced on January 25, 2024 and well received by people, in March 2024, there were 29.3 million visits to VneID (an increase of 3.07 million visits compared to February 2024), of which, some utilities have high user numbers, such as: Public service of residence notification: 237,522 visits (an increase of 7,619 visits compared to February 2024); Notification and dissemination of new legal policies to citizens: 9.2 million visits (an increase of 5.3 million visits compared to February 2024)... Up to now, the National Population Database has connected with 18 ministries and branches (an increase of 02 ministries compared to February 2024), 01 state-owned enterprise, 03 telecommunications enterprises and 63 localities. Received 1,502,045,890 requests to look up and verify information (an increase of 42.6 million requests compared to February 2024).
Under the direction of Deputy Minister Nguyen Duy Ngoc, the delegates focused on evaluating the results of the implementation of Project 06 for ministries, branches and localities. At the same time, the delegates also proposed solutions to promote the achieved results and remove difficulties and obstacles in implementing the tasks of Project 06 such as: Continuing to review legal documents of ministries and branches to simplify administrative procedures; specific roadmap and solutions to overcome problems arising in the implementation of 02 interconnected public services; guiding relevant ministries and branches to standardize data on revenue (fees, charges, hospital fees, tuition fees, etc.); promoting connection and data sharing to serve the development of e-commerce, preventing tax losses, ensuring monetary security; Progress in integrating human resource training content for digital transformation in general and Project 06 in particular into the Project on developing high-quality human resources for high-tech development...
Concluding the meeting, emphasizing the legal field, Minister To Lam requested the Ministry of Justice to advise the Government Working Group on reviewing legal documents, promptly completing the review, proposing a solution to completely resolve 428 administrative procedures that have not yet implemented the simplification plan, to be completed before March 31, 2024. At the same time, Minister To Lam requested 13 ministries and branches to submit written comments on the draft Report to the Prime Minister on the results of the review, adjustment of the simplification plan, and the roadmap for handling legal documents, to be completed in March 2024 so that the Working Group on reviewing legal documents can promptly report to the Prime Minister.

Regarding public services, Minister To Lam requested ministries and branches to closely follow the list of 28 groups of online public services prioritized for process restructuring, integration, and provision on the National Public Service Portal in 2024 in Decision No. 206/QD-TTg dated February 28, 2024 of the Prime Minister, ensuring implementation according to the roadmap specified in this Decision.
Regarding the promotion and implementation of Project 06/CP in Hanoi, as a premise to promote the implementation of Project 06/CP nationwide, Minister To Lam requested that ministries and branches (Ministry of Health, Vietnam Social Security, Ministry of Education and Training, Ministry of Justice) urgently coordinate with the Hanoi People's Committee to focus on implementing 09 tasks in coordination with Hanoi City according to Notice No. 06/TB-BCĐ dated March 17, 2024 of the Steering Committee for digital transformation of Project 06 Hanoi City.

Along with that, to serve the development of the Law on Identification, which is the legal basis for implementing the tasks of Project 06, Minister To Lam requested the Ministry of Justice to complete the appraisal of documents related to this Law to ensure reporting to the Prime Minister before April 15, 2024. At the same time, ministries and branches urgently review and deploy conditions to ensure standardized connection and cleaning according to the provisions of the Law on Identification to connect, clean and synchronize with the data of the National Population Database.
