In 2024, Hai Phong is expected to have about 4,000 social housing units completed and continue to start construction on at least 4 more social housing projects with over 5,800 units.
On the afternoon of May 8, Deputy Prime Minister Tran Luu Quang chaired an online meeting with Hai Phong, Quang Ninh, and Hai Duong to remove difficulties and obstacles, promote production and business, public investment, infrastructure construction, and exports in the localities.
At the Hai Phong city bridge, Permanent Vice Chairman of the City People's Committee Le Anh Quan stated: Over the past 4 months, Hai Phong has continued to maintain its growth rate. Some key indicators have grown strongly, such as GRDP; IIP; Port cargo output; Tourist attraction; Domestic budget revenue... In 4 months, disbursement of public investment capital in Hai Phong reached over VND 2,970 billion, equal to 17.47% of the plan assigned by the Prime Minister (VND 17,019.198 billion).
In 2024, Hai Phong will continue to accelerate the implementation of 13 key inter-provincial and inter-regional transport projects. Industrial parks and economic zones will also receive key investments with major projects in the Lach Huyen International Gateway Port area and Tien Thanh Industrial Park. The southern coastal economic zone of Hai Phong is being studied with an area of about 20,000 hectares in the area adjacent to Van Uc River and Nam Do Son Port.

Regarding social housing construction, in 2024, Hai Phong is expected to have about 4,000 units completed and continue to start construction on at least 4 more social housing projects with over 5,800 units. Regarding the implementation of the national target program on new rural construction, the city currently has 7/8 districts recognized as meeting new rural standards; 84/137 communes meeting advanced new rural standards; 48/137 communes meeting model new rural standards. Implementing the national target program on poverty reduction, the city strives to have no more poor households by the end of 2024...
According to Mr. Le Anh Quan, Hai Phong has 3 recommendations that have been resolved, including: Implementing the investment project to build a plant to treat domestic solid waste using waste-to-energy technology in Dinh Vu; Handling difficulties in sea encroachment activities and using land use indicators approved in the Hai Phong City Planning and the implementation of land allocation and land leasing.
However, there are some recommendations that have not been completely resolved, such as the national defense land area to implement projects at Cat Bi airport; investment policies for Trang Due 3, Nam Trang Cat, Giang Bien 2 Industrial Park projects and projects for berths 9, 10, 11, 12 of Lach Huyen International Gateway Port.
Hai Phong will implement 4 more social housing projects in 2024
Hai Phong proposed 4 new recommendations on applying the condition of the average occupancy rate of Industrial Parks in the city to reach at least 60% according to the provisions of the law on Industrial Parks and Economic Zones; Decentralization and delegation of authority to approve investment policies for investment projects on construction and business of infrastructure of industrial parks and export processing zones; Strengthening decentralization and delegation of authority in management of labor and environment for the Management Boards of Industrial Parks and Economic Zones of localities.
At the same time, Hai Phong also requested central agencies to soon complete institutions on social housing for workers, including preferential mechanisms for enterprises to build social housing; preferential loan mechanisms to buy social housing; mechanisms for enterprises to buy, rent, and lease-purchase social housing to proactively arrange for their workers instead of having to invest in social housing projects themselves...
At the meeting, Deputy Prime Minister Tran Luu Quang requested localities to actively and proactively resolve issues within their jurisdiction and strengthen coordination with other localities as well as central ministries and branches. At the same time, he requested the Ministry of Planning and Investment to continue to closely monitor, guide and propose solutions to localities' recommendations on the development of industrial parks and economic zones.
The Deputy Prime Minister also requested localities to focus on socio-economic development, accelerate the disbursement of public investment capital, and at the same time, increase import and export, striving to excellently complete the plan for the first 6 months of the year and the whole year of 2024.
