The Russian draft resolution calls on all states to take urgent measures to permanently prevent the deployment of weapons in space between celestial bodies and the threat or use of force in that space.
Russian Ambassador to the United Nations Vasily Nebenzya
The draft resolution received seven votes in favor, including from China, and seven against, including from the US, UK and France, while Switzerland abstained.
"Russia does not want the Security Council to focus on its dangerous activities in space," said US Ambassador to the United Nations Robert Wood, echoing US accusations that Moscow is trying to put nuclear weapons into orbit.
Meanwhile, Russia's UN Ambassador Vasily Nebenzya said that those on Russia's side were "generally satisfied with the results of the vote", and that "Western countries are isolated in the Security Council today".
The Russian draft resolution follows a draft resolution proposed by the United States and Japan in late April, which received 13 votes in favor but was vetoed by Russia, while China abstained.
US nuclear test, North Korea reacts strongly
The US text calls on "all States, especially those with significant space capabilities, to contribute actively to the peaceful use of interstellar space and to prevent an arms race in interstellar space".
Mr Nebenzya said after the vote in April that the US and Japanese draft resolution concealed a "deviant plan of our Western colleagues that has nothing to do with such a noble goal".
Proposals by the UN Security Council need nine votes in favor to pass and no objections from the five veto-wielding members.
