(TN&MT) - Deputy Prime Minister Tran Hong Ha emphasized that the Government will expand and create land funds for social housing construction, review the entire resettlement housing fund to switch to social housing, promote reform, shorten and streamline administrative procedures, expand beneficiaries, increase access to social housing, and use a combination of measures to keep social housing prices at a reasonable level to ensure improved efficiency in social housing development in the coming time.
On the afternoon of October 28, at the National Assembly House, continuing the 8th Session Program, under the chairmanship of National Assembly Chairman Tran Thanh Man, the National Assembly discussed in the hall the Report of the Supervisory Delegation and the draft Resolution of the National Assembly on the results of the thematic supervision of "implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023".
Speaking at the meeting, Deputy Prime Minister Tran Hong Ha highly appreciated and thanked the National Assembly for choosing the topic of supreme supervision on the implementation of policies and laws on real estate and social housing at the right time when we are summarizing laws related to land, housing and real estate business. During this supervision process, there were many problems, shortcomings, weaknesses and causes, and solutions that were accepted by the Government and the National Assembly. Through the statements of the Ministers and heads of sectors, it can be seen that most of these problems have been resolved in the completion of the recent laws. Currently, only localities and ministries have not organized the implementation of the law closely and strictly in accordance with the spirit of the National Assembly, and have not issued sufficient regulations and guiding documents.
The Deputy Prime Minister highly appreciated the comprehensiveness of this supervision topic, especially the raising of many practical issues and the provision of feasible and scientific solutions, thereby helping to perfect relevant laws in recent times.
The Deputy Prime Minister agreed with the opinions raised about the shortcomings in the management of the real estate market and social housing, with an imbalance in supply and demand. The number of social housing is still low, some places have been built but not put into use, many resettlement houses are being wasted, and commercial housing is being invested more.
The Deputy Prime Minister stated that according to the Constitution, not only policy beneficiaries, but all people have the right to use housing; civil servants, public employees, workers, armed forces, etc. all need to benefit from the policy, so 1 million social housing units are still a small part. Completing the investigation and assessment of the need for social housing, expanding the beneficiaries so that all people can access social housing is necessary. Along with that, it is necessary to specifically implement in each locality the work related to housing strategy and planning, including social housing, urban housing, and commercial housing.

Concluding the discussion, Vice Chairman of the National Assembly Nguyen Duc Hai said that after nearly a day of lively and responsible discussion, 24 delegates expressed their opinions and 9 delegates debated; the Governor of the State Bank, the Minister of Natural Resources and Environment, the Minister of Construction, and the Deputy Prime Minister spoke to explain, accept, and clarify a number of issues raised by National Assembly delegates.
Through discussion, National Assembly deputies highly appreciated the monitoring results and efforts of the Monitoring Team, the close and regular direction of the National Assembly Standing Committee, the Government and the close coordination of relevant agencies for the Monitoring Team to complete its tasks, and the monitoring results basically achieved the set goals.
National Assembly delegates agreed that the Party and State always pay attention to the stable and sustainable development of the real estate market and the development of social housing for the people. In the period of 2015 - 2023, the implementation of policies and laws on real estate market management and social housing development has brought about many positive results, changing the face of the country, urban and rural areas; the real estate market has created a large amount of infrastructure for society, helping production and service industries develop, making an important contribution to socio-economic development and economic growth of the country in the process of building and developing sustainable urban and rural areas towards industrialization and modernization. Social housing development has also partly met the housing needs of low-income people, workers in industrial parks, policy beneficiaries, and poor households.
With their working experience, from listening to the opinions of voters and people, the delegates contributed many important opinions on the implementation of policies and laws on real estate market management and social housing development. The opinions focused on analyzing the results achieved, shortcomings, limitations, causes, responsibilities, and at the same time contributing many solutions to perfect policies and laws, overcome shortcomings and limitations in implementation with the goal of developing the real estate market, developing safe, healthy, sustainable social housing, balancing supply and demand, meeting the housing needs of people, workers, and policy beneficiaries.
Through discussion, the National Assembly requested the Government to seriously learn from the experience of delay in promulgating and directing the promulgation of documents specifying the Land Law and related laws according to the Resolution of the National Assembly.
The Vice Chairman of the National Assembly stated that the opinions of the National Assembly deputies have been recorded and fully transcribed. The National Assembly Standing Committee will direct the Supervisory Delegation and relevant agencies to study and absorb them to complete the draft Supervisory Resolution to submit to the National Assembly for consideration and approval.
