Prime Minister Pham Minh Chinh has just signed Decision No. 919/QD-TTg dated August 28, 2024 assigning tasks to Deputy Prime Ministers.
1. Deputy Prime Minister Nguyen Hoa Binh

a) Perform the duties of Permanent Deputy Prime Minister.
b) Monitor and direct work areas:
- Investment plan; forecast and macroeconomic management policy.
- Developing business types. Collective economy, cooperatives.
- Crime prevention.
- Prevent smuggling and trade fraud.
- Anti-corruption; inspection, settlement of complaints and denunciations.
- Ethnicity, religion; regular issues of emulation - rewards, administrative reform, digital transformation.
- Amnesty.
- Judicial reform. Coordination of work between the Government, the Supreme People's Court and the Supreme People's Procuracy.
- Approve investment policies for investment projects under authority in assigned fields.
c) Monitoring and direction: Ministry of Planning and Investment, Ministry of Home Affairs, Government Inspectorate, Ethnic Committee, Government Office.
d) Duties: Head of the Steering Committee for Crime Prevention; Head of the National Steering Committee against smuggling, trade fraud and counterfeit goods; Head of the Central Steering Committee for the implementation of 03 National Target Programs: new rural construction for the period 2021 - 2025, sustainable poverty reduction for the period 2021 - 2025, socio-economic development in ethnic minority and mountainous areas for the period 2021-2030; Head of the Steering Committee for innovation and development of collective economy and cooperatives; Chairman of the National Councils and Committees, Heads of the Steering Committees, Chairman of the Council for appraisal of planning in related fields.
d) On behalf of the Prime Minister, direct the implementation of Government work when the Prime Minister is absent and is authorized by the Prime Minister.
2. Deputy Prime Minister Tran Hong Ha

a) Monitor and direct work areas:
- Transportation; ensure traffic order and safety.
- Build.
- Resources and environment; climate change.
- Agriculture and rural development, new rural construction; flood and storm prevention, search and rescue.
- National master plan, regional plan, provincial plan.
- National key projects, basic construction investment projects under the authority of assigned fields.
- Economic zones, industrial zones, export processing zones.
- General mechanisms and policies on bidding (resolving bidding-related work in specialized fields is directed by Deputy Prime Ministers in charge of the field).
- Approve investment policies for investment projects under authority in assigned fields.
b) Monitoring and direction: Ministry of Transport, Ministry of Construction, Ministry of Natural Resources and Environment, Ministry of Agriculture and Rural Development, Vietnam Academy of Social Sciences, Vietnam National University, Hanoi, Vietnam National University, Ho Chi Minh City.
c) Performing duties: Chairman of the National Planning Council; Chairman of the National Council on Water Resources; Chairman of the Vietnam Sub-Committee in the Vietnam - Russian Federation Intergovernmental Committee; Chairman of the National Traffic Safety Committee; Chairman of the National Civil Aviation Security Committee; Chairman of the Vietnam Mekong River Commission; Head of the Central Steering Committee on housing policy and real estate market; Head of the National Steering Committee on green growth; Head of the Central Steering Committee on natural disaster prevention; Chairmen of national Councils and Committees, Heads of Steering Committees, Chairman of the Council for appraisal of planning in related fields.
3. Deputy Prime Minister Le Thanh Long

a) Monitor and direct work areas:
- Institution building, building a socialist rule of law state.
- Handling international disputes and complaints.
- Education, training and vocational training.
- Labor, employment and social issues; poverty reduction.
- Culture; tourism; physical education, sports.
- Health, population, family and children.
- Approve investment policies for investment projects under authority in assigned fields.
b) Monitoring and direction: Ministry of Justice, Ministry of Education and Training, Ministry of Labor - Invalids and Social Affairs, Ministry of Health, Ministry of Culture, Sports and Tourism.
c) Performing duties: Chairman of the National Council for Education and Human Resources Development; Chairman of the Central Council for National Defense and Security Education; Chairman of the National Council for Sustainable Development and Competitiveness Improvement; Head of the State Steering Committee on Tourism; Head of the Central Inter-sectoral Steering Committee on Food Hygiene and Safety; Chairman of the National Committee for AIDS Prevention and Control and Prevention and Control of Drugs and Prostitution; Chairman of National Councils and Committees, Heads of Steering Committees, Chairman of the Council for Appraising Planning in Related Fields.
4. Deputy Prime Minister Ho Duc Phoc

a) Monitor and direct work areas:
- Finance, prices; currency, banking; capital market, stock market; financial investment sources; state reserves.
- State budget expenditure, use of State budget reserves, Financial Reserve Fund, Foreign Exchange Reserve Fund and other State Funds; issuance of government bonds.
- Salary and social insurance policy.
- Arrange and innovate state-owned enterprises.
- General mechanisms and policies on public asset management (resolving work related to public asset management in specialized fields is directed by Deputy Prime Ministers in charge of the field).
- Information and communication.
b) Concurrently hold the position of Minister of Finance until the competent authority completes the position of Minister of Finance according to regulations.
c) Monitoring and direction: Ministry of Finance, Ministry of Information and Communications, State Bank of Vietnam, State Capital Management Committee at Enterprises, Vietnam Social Security, National Financial Supervision Committee, Vietnam Bank for Social Policies, Vietnam Development Bank, Deposit Insurance.
d) Duties: Chairman of the National Financial and Monetary Policy Advisory Council; Chairman of the National Steering Committee on the ASEAN Single Window Mechanism, the National Single Window Mechanism and Trade Facilitation; Head of the Central Steering Committee on reforming wage policies, social insurance and incentives for people with meritorious services; Head of the Steering Committee for Enterprise Innovation and Development; Head of the Steering Committee for handling shortcomings and weaknesses of a number of projects and enterprises that are behind schedule and ineffective in the Industry and Trade sector; Chairman of the National Councils and Committees, Heads of the Steering Committees, Chairman of the Council for appraisal of planning in related fields.
5. Deputy Prime Minister Bui Thanh Son

a) Monitor and direct work areas:
- Diplomacy and foreign relations.
- Official development assistance (ODA) and preferential loan mobilization.
- Foreign non-governmental aid, foreign non-governmental organizations.
- International integration; monitoring, directing negotiations and implementation of bilateral and multilateral international commitments.
- Foreign direct investment (FDI), Vietnam's investment abroad.
- Vietnam's relations with international and regional organizations.
- Border work and East Sea - Island issues.
- Overseas Vietnamese affairs and foreign issues in Vietnam.
- Human rights issues.
- Industry; trade - import and export; petroleum storage and supply, logistics services.
- Ensure energy, use energy economically and efficiently.
- Science and technology.
- Approve investment policies for investment projects under authority in assigned fields.
b) Concurrently hold the position of Minister of Foreign Affairs.
c) Monitoring and direction: Ministry of Foreign Affairs, Ministry of Industry and Trade, Ministry of Science and Technology, Vietnam Academy of Science and Technology.
d) Duties: Chairman of the Vietnam - China Bilateral Cooperation Steering Committee; Head of the Vietnam - Laos Intergovernmental Committee; Head of the State Steering Committee on Land Border Demarcation and Marker Planting; Head of the Human Rights Steering Committee; Head of the State Steering Committee for important national programs, works and projects, key energy sector projects; Chairman of National Councils and Committees, Head of Steering Committees, Chairman of the Council for Appraisal of Planning in Related Fields.
Decision 919/QD-TTg also clearly states: In addition to performing the duties and powers prescribed above, Deputy Prime Ministers shall perform other tasks as assigned and authorized by the Prime Minister.
Decision 919/QD-TTg takes effect from the date of signing (August 28, 2024). This Decision replaces Decision No. 506/QD-TTg dated June 13, 2024 of the Prime Minister on the assignment of tasks to Deputy Prime Ministers, Decision No. 814/QD-TTg dated August 8, 2024 of the Prime Minister on the assignment of Deputy Prime Ministers to handle certain tasks and previous regulations different from this Decision./.
