Approval of the draft Inspection Report on the Party Committee of the Supreme People's Court

Attending the conference were comrade Nguyen Hoa Binh, Politburo member, Secretary of the Party Committee, Chief Justice of the Supreme People's Court, and members of the Party Committee of the Supreme People's Court.

Speaking at the opening of the Conference, Deputy Prime Minister Le Minh Khai, Head of the inspection delegation, said that implementing Inspection Program No. 97 dated April 19, 2023 of the Politburo and the Secretariat on the 2023 Inspection Program, the Standing Secretariat issued Decision No. 892 on inspecting the leadership, direction, and organization of the implementation of Conclusion No. 21-KL/TW of the Central Executive Committee on promoting Party building and rectification and the political system; resolutely preventing, repelling, and strictly handling cadres and party members who have degraded in political ideology, ethics, and lifestyle, and who show signs of "self-evolution" and "self-transformation".

In particular, focusing on the content of the fight against corruption, waste, and negativity, associated with the implementation of Directive No. 26-CT/TW of the Politburo on strengthening the Party's leadership over law enforcement agencies in the investigation and handling of complicated cases and incidents, and public concern for the Party Committee of the Supreme People's Court.

The inspection work was conducted in accordance with regulations, ensuring impartiality, objectivity, efficiency, and not affecting the normal operations of the Court and its 7 affiliated units.

In order to implement this decision, the Inspection Team conducted inspections at the Party Committee of the Supreme People's Court and a number of units according to the set plan. After conducting inspections and verifications of 7 subordinate units, the Delegation drafted a report concluding the inspection. The report was carried out in accordance with the order and procedures of the inspection delegation of the Secretariat and the Politburo.

Comrade Le Minh Khai thanked the Party Executive Committee, the leadership of the Supreme People's Court, especially the affiliated units, for coordinating and creating conditions for the Delegation to carry out its tasks.

At the conference, representatives of Inspection Team No. 892 announced the draft report on inspection results for the Party Committee of the Supreme People's Court.

The report of the Inspection Team shows that the Party Executive Committee of the Supreme People's Court has issued a plan to carry out key tasks; disseminate and implement Conclusion No. 21 to cadres and party members in the Supreme People's Court, and assign specific tasks to agencies and units for implementation.

The Party Executive Committee of the Supreme People's Court requires People's Courts at all levels to strictly implement key tasks and solutions such as organizing study, research, thoroughly grasping and developing action plans and programs to implement Conclusion No. 21, and synchronously and effectively implementing solutions on preventing and combating corruption and negativity according to regulations.

At the same time, focus on building and rectifying the organization, staff, apparatus and operations of the People's Court to ensure innovation, improve the quality, effectiveness, efficiency and prestige of the People's Court.

Strictly implement regulations on financial work, basic construction, investment projects in the management and use of the budget and public assets, contributing to preventing and repelling degradation, self-evolution, and self-transformation within the Party. Strengthen Party building and rectification, repelling negativity and signs of degradation in political ideology.

The People's Court has promptly detected and resolutely fought to prevent and repel signs of degradation; simultaneously carried out the study and following of Ho Chi Minh's ideology, morality and lifestyle with the work of building and rectifying the Party and a clean and strong political system.

Proactively detect early and strictly handle corruption and negative cases, resolutely recover lost and misappropriated assets in criminal cases of economic corruption, speed up the trial of cases and handle related cases.

Based on the Report of Inspection Team 892, comrades in the Party Executive Committee of the Supreme People's Court commented on the draft contents. Then, members of the Inspection Team discussed and clarified further to unify the contents of the draft.

Comrade Le Minh Khai requested that Inspection Team 892 absorb the valid and reasonable opinions of the comrades of the Party Committee of the Supreme People's Court, complete the draft to report to the Politburo and the Secretariat according to regulations.

Speaking at the conference, Comrade Nguyen Hoa Binh, Politburo member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Supreme People's Court, Chief Justice of the Supreme People's Court thanked the Inspection Team for their assessments in accordance with the actual situation, both the results achieved and the shortcomings and limitations that need to be overcome; and accepted the comments of the Inspection Team.

According to comrade Nguyen Hoa Binh, in recent times, the Court sector has made many strong innovations. Every month, the sector organizes online conferences connecting to 800 points to train the court system, with speakers being professors from home and abroad.

Comrade Nguyen Hoa Binh emphasized: This work has a great impact, not only improving the knowledge of the court system but also attracting the participation of many lawyers, prosecutors and police. Chief Justices of other countries believe that Vietnam is the only country that can do this. This is a unique way of doing things.

In addition, the Supreme People's Court is also the first organization to institutionalize Resolution No. 27-NQ/TW of the 6th Central Conference, 13th tenure, on continuing to build and perfect the socialist rule-of-law state of Vietnam in the new period. Major policies on judicial reform stated in Resolution 27 have been institutionalized by the Law on Organization of People's Courts (amended).

Chief Justice of the Supreme People's Court Nguyen Hoa Binh hopes that the National Assembly will support the spirit of innovation and soon pass the Law on Organization of People's Courts (amended), creating a legal corridor to further innovate the judicial reform process and implement Resolution 27./.
