Previously, in a meeting with Prime Minister Pham Minh Chinh and the Central Working Group on August 25 in Da Lat City, Lam Dong Province proposed that the Prime Minister adjust the investment policy for two expressway construction projects Tan Phu (Dong Nai) - Bao Loc (Lam Dong) and Bao Loc - Lien Khuong according to Article 18 of the Investment Law with the public-private partnership (PPP) method in 2020.

Accordingly, Lam Dong province proposed that the Prime Minister consider supporting capital from the central budget and allowing the application of a mechanism to share the reduced revenue for the Tan Phu - Bao Loc expressway project, updating the project area according to the adjusted route and other issues related to the two expressway projects from Tan Phu (Dong Nai) to Lien Khuong (Da Lat).

The starting point connects with the Ho Chi Minh City - Long Thanh - Dau Giay expressway and the end point connects with the Lien Khuong - Prenn expressway.
