Many effective policies
Currently, Quang Ninh is one of the few leading provinces in the country in implementing the 3 National Target Programs for the period 2021-2025, especially the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas. Accordingly, Quang Ninh allocates a total capital of 4,200 billion VND for the program for the period 2021-2025, of which the provincial budget capital is 2,500 billion VND, the district budget capital is 1,500 billion VND, and other legally mobilized capital is 200 billion VND.
Along with that, social security mechanisms and policies on healthcare, education, social policy credit, housing land, production land, and domestic water for poor and disadvantaged ethnic minorities are implemented promptly, maintained, and promoted effectively.
Mr. Vu Kien Cuong, Head of the Provincial Ethnic Minorities Committee, said: Quang Ninh actively implements the policy of supporting residential land and production land for households according to Decision No. 04/2023/QD-TTg of the Prime Minister in conjunction with projects of the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas for the 2021-2030 period. Up to now, some localities have basically completed the program, helping households stabilize and have more motivation to improve their lives.
Accordingly, in the ethnic minority, mountainous, border and island areas of Quang Ninh province, there are currently 66 households with temporary and dilapidated houses that need support, including 55 households with dilapidated houses and 11 households with houses that do not meet the 3-hard criteria as prescribed by the Ministry of Construction. To complete the removal of dilapidated houses, the province directed localities to mobilize and mobilize social resources to ensure resources to complete the support for households subject to the removal of temporary and dilapidated houses. Up to now, many houses have been completed, striving to be completed before September 30, 2023.
Implementing the program to eliminate temporary and dilapidated houses in 2023 of the province, Dam Ha district has a total of 24 households receiving support. Of which, in Quang An commune, there are 10 households, including 7 households supported to build new houses and 3 households supported to repair houses with a total implementation cost of 680 million VND from the district's socialized resources. Quang An is a mountainous commune, ethnic minorities account for over 74% of the population, socio-economic conditions are still difficult, with the close attention and direction of the district and the active participation of the commune government, the unanimous response of the people, up to now, all 10 houses have been basically completed and handed over to households.
In the newly repaired house, Mr. Lam Van Dang, Dong Thanh village, Quang An commune, Dam Ha district happily showed off that thanks to the support of the authorities at all levels, his family's old house that had been degraded was firmly repaired, helping the family stabilize their lives, no longer worrying every time the rainy and stormy season comes.
Improve people's lives
One of the key tasks of the national target program that Quang Ninh focuses on implementing is to improve qualifications, create jobs, and help ethnic minorities gradually improve their lives. In particular, sectors and localities have coordinated to open many classes to support elementary training and training under 3 months to improve knowledge and skills for ethnic minorities, proactively participating in the labor market. To date, more than 1,100 ethnic minorities have been trained in vocational skills, helping people have jobs and stable incomes.
Along with that, Quang Ninh has accelerated the implementation of the Agricultural Restructuring Project and the Forest Land Allocation Project in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas. Up to now, the total area of forest and forest land assigned and leased by the district People's Committee is over 139,313 hectares with 34,309 households concentrated in mountainous districts.
Over the past 2 years, Quang Ninh province has supported more than 38 billion VND for 896 forest owners who are households and individuals participating in the policy of developing large timber and indigenous tree plantations with an area of over 1,768 hectares concentrated in Ba Che district and Ha Long city. This is a new direction that both promotes land advantages, planting large timber forests combined with indigenous medicinal plants, bringing high economic efficiency to ethnic minority people in mountainous districts.
In addition, Quang Ninh also focuses capital from lending banks in communes of ethnic minorities, mountainous, border and island areas to develop production, create jobs and increase income for people. Accordingly, the State Bank has implemented credit policies in 65 communes of ethnic minorities, mountainous, border and island areas. In the first 5 months of 2023, the State Bank has provided over 32,000 customers in 65 communes of ethnic minorities, mountainous, border and island areas with more than 4,284 billion VND to develop production.
Thanks to that, in 2 years (2021-2022), the number of poor households in ethnic minority, mountainous, border and island areas of Quang Ninh province decreased from 1,056 households to 170 households, of which the number of poor ethnic minority households decreased from 957 households to 155 households.
Mr. Vu Kien Cuong added that in the coming time, the province will continue to direct the development and effective implementation of support policies on education, healthcare, domestic water, support for residential land, housing, and production land for ethnic minority areas, mountainous areas, border areas, and islands, especially communes that have just emerged from difficult areas and communes and villages that have just emerged from extremely difficult areas in the province, as well as maintain full, timely, and effective implementation of mechanisms and policies for people's health care, especially ethnic minority areas in mountainous areas and islands.
