As soon as the August Revolution succeeded, on December 3, 1945, the Congress of Ethnic Minorities in the North was held in Hanoi. Uncle Ho sent a letter of congratulations to the Congress and affirmed: “Thanks to the close solidarity between the ethnic groups, thanks to the sacrifices and struggles of all our compatriots, we have won the right to freedom and independence, and built the Democratic Republic. From now on, the ethnic groups that have united must unite even more, have struggled even more, to firmly preserve the right to independence to build a new Vietnam”.
Following Uncle Ho's teachings, in recent years, along with the whole country, Phu Tho province has always paid attention to doing well the ethnic work, fully, promptly and effectively implementing the policies of the Party and State, support programs and projects for ethnic minority and mountainous areas, contributing to improving the lives of people...
Phu Tho currently has 50 ethnic groups living together with over 260,000 ethnic minority people, accounting for 17% of the province's population. In the period of 2021-2025, the province has 58 communes in regions I, II, III and 240 extremely disadvantaged villages in ethnic minority and mountainous areas.
In recent years, ethnic affairs, ethnic policies, especially social security work in ethnic minority areas have always received timely attention and direction from the Provincial Party Committee, People's Council, Provincial People's Committee, and coordination from all levels and sectors in the process of organizing and implementing ethnic policies and poverty reduction. Investment programs and policies in ethnic minority and mountainous areas have been effective, ensuring publicity, transparency, correct purposes, and correct subjects.
One of the programs that has left a positive mark in implementing the province's ethnic policy is the Socio-Economic Development Program for Extremely Difficult Communes in Ethnic Minority and Mountainous Areas (Program 135) and now the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas, like a breath of fresh air that has significantly changed the infrastructure, economy, culture, and life of ethnic minorities, mountainous communes, and disadvantaged areas. Hundreds of schools, transportation, electricity, medical stations, markets, irrigation, and clean water projects have been invested in, completed, and put into use, contributing to practically serving the lives and production of people in ethnic minority areas.
Trung Son Secondary Boarding School for Ethnic Minorities, Yen Lap District meets the learning needs of ethnic minority children.
Along with focusing on economic development, Phu Tho province always focuses on poverty reduction and ensuring social security, with many synchronous policies and solutions that have been effectively implemented, thereby contributing to sustainable socio-economic development and improving the quality of life of the people, especially paying attention to building new rural areas, sustainable poverty reduction and socio-economic development in ethnic minority areas; narrowing the gap between rich and poor among residential areas in the area... In particular, Phu Tho has fully and promptly implemented social policies, created jobs, reduced poverty, and improved the material and spiritual life of the people, especially in ethnic minority and mountainous areas.
Implementing the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas in the province, in the period of 2021-2025, the State invested over 1,177 billion VND, of which the central budget was over 962 billion VND, the local budget was over 215 billion VND to invest in 357 works of 10 component projects to complete essential infrastructure, solve the shortage of residential land, production land, create livelihoods to improve people's lives.
The component projects will focus on solving the shortage of residential land, housing, production land, and domestic water; planning, arranging, and stabilizing the population in necessary places; developing sustainable agricultural and forestry production, promoting the potential and strengths of regions to produce goods according to the value chain, focusing on developing sustainable agricultural and forestry economy associated with forest protection and increasing people's income.
Along with that, the Program has supported the development of production according to the value chain, precious medicinal herb growing areas, promoted business start-ups, and attracted investment in ethnic minority and mountainous areas; invested in essential infrastructure, serving production and life in ethnic minority and mountainous areas; innovated activities, consolidated and developed ethnic boarding schools, semi-boarding schools, secondary schools with semi-boarding students and eliminated illiteracy for ethnic minority people; developed vocational education and created jobs for workers in ethnic minority and mountainous areas.
At the same time, preserve and promote the fine traditional cultural values of ethnic minorities in association with tourism development; take care of people's health, improve the physical condition and stature of ethnic minorities; prevent child malnutrition; invest in socio-economic development of ethnic groups facing many difficulties and ethnic groups with specific difficulties; reduce the situation of early marriage and incestuous marriage in ethnic minority and mountainous areas.
The socio-economic infrastructure of Trung Son commune, Yen Lap district has been invested, contributing to improving the lives of ethnic minorities.
With the investment of the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas, people's lives have been significantly improved; the appearance of rural areas, especially mountainous rural areas and ethnic minority areas, has changed significantly. The income of rural people has been increasingly improved, the poverty rate has decreased rapidly. The goal by 2025 is that 100% of communes will have asphalted or concreted roads to the commune center; 100% of roads to village centers will be asphalted or concreted; 100% of schools, classrooms and medical stations will be solidly built; 100% of households will have access to the national grid and other suitable power sources; 96% of ethnic minorities will have access to clean water for daily life; 100% of ethnic minority areas will be covered by central and local radio and television stations.
In addition, health care will be strengthened so that ethnic minorities can access modern health care services, 98% of ethnic minorities participate in health insurance, over 95% of pregnant women receive regular prenatal check-ups, give birth at medical facilities or with the assistance of medical staff, and reduce the rate of underweight children under 5 years old to below 15%.
To realize this goal, Phu Tho province focuses on propaganda, education, raising awareness and proactiveness for cadres, party members and people on socio-economic development in ethnic minority and mountainous areas. Strengthening the leadership and direction of Party committees and authorities at all levels in propaganda and dissemination of ethnic policies in general and the National Target Program in particular.
At the same time, arouse the will to proactively rise up to escape poverty and become rich legitimately among ethnic minorities; mobilize all resources to implement the Program, in which the spirit of self-reliance, self-reliance, overcoming difficulties and rising up of the people plays an important role, the State budget is decisive.
