In particular, Sam Son has been chosen by many large investors such as Sun Group, with billion-dollar tourism projects that have been and are being built and put into operation. Along with that, the city is always interested in investing in completing and upgrading urban infrastructure, tourism infrastructure, associated with protecting the ecological environment and urban landscape. Deploying the construction of infrastructure for industrial clusters and craft villages... To ensure the progress of projects, site clearance is the first factor.

In order for the compensation work to be carried out effectively, exceeding the targets assigned by the Provincial People's Committee, the city is focusing on directing drastically, promptly resolving and removing difficulties and obstacles, especially for large projects and key projects. At the same time, it is paying attention to the work of resettlement arrangement and stabilizing people's lives, creating livelihoods for people. Reviewing regulations, rules, and guidelines on compensation and site clearance work to submit to competent authorities for consideration. Continuing to consolidate and perfect the staff and support apparatus and arranging enough cadres and civil servants with expertise, skills, and responsibilities to do site clearance work; at the same time, paying attention to political rights and policies for cadres and civil servants. Resolutely screening and removing from the apparatus cadres who take advantage of their positions and powers to gain personal gain and group interests in inventory, compensation, site clearance, and resettlement. Untie bottlenecks in land acquisition, planning, and mobilizing resources to build resettlement areas with synchronous and spacious infrastructure, ensuring better than the old place of residence to encourage people to be willing to receive compensation to move to a new place of residence. Mobilize the entire political system to participate in land acquisition work. Step up propaganda on the general policy of the province and city on land acquisition and the objectives of each project, especially projects auctioning land use rights and projects using land. Promote the exemplary role of cadres and party members in land acquisition work. Do a good job of mobilizing people to support the city's policies on land acquisition, promoting socio-economic development. Promote the responsibility of leaders, in which the Chairman of the People's Committee of communes and wards must directly direct and take personal responsibility if the progress of land acquisition and clearance work in the management area is slow (regarding the work of confirming land origin and work contents under their authority); Organize regular weekly and monthly meetings on site clearance work, promptly report to competent authorities for consideration and resolution of difficulties and problems...

Every year, the city's site clearance work has always been highly effective and exceeded the plan assigned by the province, as well as always being in the group of leading localities in the province. Specifically, in 2021, it reached 199.8 hectares (exceeding the plan by 6.3%); in 2022, it reached 156.4 hectares (exceeding the plan by 2.6%); in 2023, it exceeded the plan assigned by the province by 10% (61.8 hectares). In 2024, the city committed to the site clearance progress with the province for 17 projects, with a total area of ​​52.24 hectares. As a result, 53.67 hectares were cleared, reaching 102.7% of the plan; 67.84 hectares were measured and counted, reaching 129.9% of the plan; and 64.31 hectares were planned for compensation and support, reaching 123.1% of the plan.

The year 2025 plays a decisive role in implementing the city's socio-economic development plan for the 2020-2025 period. Therefore, the site clearance work is also set out resolutely. The City Party Committee and the City People's Committee have focused on leading and directing the implementation of site clearance work according to Plan No. 02/KH-UBND dated January 2, 2025 of the Thanh Hoa Provincial People's Committee. Accordingly, the city has committed to the province on the progress of site clearance for 11 projects, with an area of ​​25.99 hectares (including 9 public investment projects, with an area requiring site clearance of 15.2 hectares and 2 enterprise investment projects, with an area requiring site clearance of 10.79 hectares). Up to now, the City Party Committee and authorities have been actively implementing the site clearance work, in order to ensure proper implementation and exceeding the commitment on site clearance progress according to the assigned plan.
