According to Chairman of the Vietnam Fatherland Front Central Committee Do Van Chien, voters and people expressed their absolute trust in the leadership role of the Party and the State; were happy and excited with the important results of the Party building and rectification work, especially the work of preventing and combating corruption and negativity, which was carried out resolutely, words go hand in hand with actions, there were really no exceptions, no forbidden areas, it became an irreversible trend, and was a particularly important task of Party building work.
Voters and people welcome the National Assembly for promptly organizing extraordinary sessions to consider and decide on important issues of the country regarding policies to restore socio-economic development, law-making, personnel work, etc. The National Assembly Standing Committee has directed the organization of extensive public consultation on the draft Land Law (amended).
Voters and people acknowledge the efforts of the Government and the Prime Minister in the management work: resolute, flexible, effective; submitting to the National Assembly for decision credit policies, taxes, labor support in industrial parks; The Government Standing Committee closely follows the reality, establishes many working groups to remove difficulties in economic recovery and development, disburse public investment capital, contribute to stabilizing the macro economy, curbing inflation; inaugurating 02 highway projects, resolving a number of long-term loss-making projects; focusing on promptly handling some consequences after the COVID-19 pandemic, initially removing difficulties in the lack of medicine and medical equipment, serving medical examination and treatment for the people. Paying attention to ensuring social security, spending nearly 7,000 billion VND from the state budget and mobilizing society, providing 20,000 tons of rice for the poor and disadvantaged to welcome Spring and enjoy the Year of the Cat, the people are very grateful to the Party and the State.
Voters and people are happy and proud of the results of the foreign affairs activities of the Party and State, especially the visit and work of General Secretary Nguyen Phu Trong in the People's Republic of China, which left a deep impression on voters and people. Key leaders and leaders of the Party and State have had many visits, work, and phone calls with countries and many international organizations, exchanging contents of mutual interest, contributing to enhancing the position and prestige of our country in the international arena...
In addition, voters and people are concerned about the situation of raw materials, materials, agricultural and forestry production supplies, and high service costs, while product consumption is difficult, some products are not consumed, greatly affecting business production and people's lives. Although the implementation of National Target Programs has had positive changes, it has not yet achieved the desired results, the capital disbursement rate is still low.
Some people are still worried and anxious, some are upset because they have spent money to buy houses and land in projects, but due to many different reasons, they have not yet received houses and land and have not recovered their investment money. Many people who invested in bonds, insurance, etc. may now face risks. Although the authorities have directed and required investors to ensure their rights, voters and people are still worried and not really assured.
Voters and the People are concerned and worried about organized, transnational fraud cases, some cases with foreign elements, through phone calls and text messages in many different fields of usury, debt collection in the style of gangsters, impersonating authorities operating in cyberspace in a sophisticated manner to defraud and appropriate people's assets..., causing many bad consequences.
In addition, voters and people are concerned and worried about the negative impacts of climate change and unusual weather developments, especially rising sea levels, saltwater intrusion in the Mekong Delta, drought in the Central region and the Central Highlands provinces, etc.
On behalf of the Presidium of the Central Committee of the Vietnam Fatherland Front, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien proposed that the Party and State pay attention to leading and directing the resolution of 05 contents.
Firstly, recommend the Party and the State to direct research, have policies and solutions to support, remove difficulties and soon restore production for enterprises, promote economic growth, stabilize jobs and incomes of the people, especially in rural and mountainous areas, workers who have lost their jobs or had their work suspended in industrial zones; have appropriate and feasible solutions, both ensuring stability for national development and ensuring the rights of people who have invested in real estate, bonds, and insurance. Further strengthen state management, have strong enough sanctions to protect the rights of people when signing real estate purchase and sale contracts, insurance contracts, etc. These contracts are pre-printed, have been appraised by responsible agencies, because of trust, people do not read carefully or do not understand clearly, so the unfavorable terms often belong to the buyer, causing both material and spiritual damage to the people.
Second, recommend the Party and the State to direct competent authorities to carefully study the opinions of voters and the People, the Vietnam Fatherland Front, and socio-political organizations on the draft Land Law (amended), the draft Law on Real Estate Business (amended), and the draft Law on Housing (amended). Especially the contents on: Land use planning and planning; compensation and resettlement support when the State reclaims land; how to determine land prices; selling apartments for a limited time; buying and renting social housing... For the contents that cannot be accepted, the drafting agency will respond so that the review agency, organizations, and individuals can make their comments clear, because these laws have many contents directly related to the responsibilities and rights of the people.
Third, recommend the Party and the State to direct competent agencies to research and issue legal documents to prevent and overcome the situation where some cadres, civil servants, public employees, and authorized persons shirk, avoid, fear responsibility, procrastinate, and ineffectively handle work, affecting the production and business of enterprises and the lives of the people. Because that manifestation is negative.
The Presidium of the Central Committee of the Vietnam Fatherland Front strongly supports the Party and State in stepping up the fight against corruption and negativity because fighting against corruption and negativity will make society better and everything better, and we cannot blame it on fear or not daring to do it.
Fourth, along with promoting economic recovery and development, we recommend that the Party and the State pay more attention to investing in developing cultural and social fields. Many voters and people wish to have a national target program to revive culture to build, develop the country and protect the homeland.
Finally, voters and people hope that the Party and State will continue to pay attention to directing the effective implementation of the work of preventing and fighting the COVID-19 epidemic and other epidemics to protect people's health and ensure safety for economic and social recovery and development.
