Vietnam strongly commits to implementing the rights of people with disabilities

Vietnam has demonstrated its strong commitment to ensuring the rights of persons with disabilities through a series of domestic and foreign activities. Not only actively participating in international forums, Vietnam has also built a synchronous legal system and implemented many practical support programs to promote the rights of persons with disabilities in all fields.

Actively participate in international forums

As a responsible member of the international community, Vietnam has always made active contributions to human rights forums, including the issue of people with disabilities. Vietnam has participated in many international conferences on the Convention on the Rights of Persons with Disabilities (CRPD) and organized meaningful activities.

Notably, at the United Nations Human Rights Council, Vietnam chaired a discussion on the sidelines of the 31st Session (March 2016) on the topic of creating jobs and a favorable working environment for people with disabilities. This is one of the initiatives showing Vietnam's proactive role in promoting the rights of people with disabilities at the global level.

Vietnam also actively participates in discussions at regional and inter-regional forums on persons with disabilities. Vietnam has made important contributions to the development and implementation of important documents such as the ASEAN Charter, the Bali Declaration on the Empowerment of Persons with Disabilities, or the ASEAN Decade of Action Framework on Persons with Disabilities 2011-2020...

Synchronous legal system, creating a solid foundation

Domestically, Vietnam has taken concrete steps to institutionalize the rights of persons with disabilities. After signing the CRPD in 2007, Vietnam enacted the Law on Persons with Disabilities in 2010 - the first specialized law to recognize the equal rights of persons with disabilities in accessing services and social inclusion.

This law is the result of an active process of legal adjustment to ensure the compatibility of Vietnamese law with the CRPD Convention. In 2014, Vietnam officially ratified this Convention, affirming its determination to implement international commitments.

Not stopping there, the Government also established the National Committee for Persons with Disabilities in Vietnam with the participation of representatives from many ministries and sectors, to monitor and coordinate policies to support persons with disabilities nationwide. Along with that, many localities also established Working Groups for Persons with Disabilities to effectively implement the CRPD implementation plan.

Many practical support programs

In parallel with policies and laws, Vietnam has implemented many programs and projects to support people with disabilities, typically the Project to Support People with Disabilities 2012-2020. Most provinces and cities across the country have developed implementation plans and allocated resources to support people with disabilities in accessing healthcare, education, employment and other social services.

Vietnam has also included support for persons with disabilities in the 2030 Agenda for Sustainable Development. The National Action Plan for the implementation of this program, approved by the Prime Minister on May 10, 2017, clearly identifies targets for supporting persons with disabilities to access basic services and integrate into society in a sustainable manner.

The above efforts show that Vietnam is not only committed to implementing the CRPD in writing but also implementing many specific measures to ensure that people with disabilities can integrate and develop in an equal environment.
