(TN&MT) – On the afternoon of March 5, the Department of Agriculture and Environment of Son La province held a conference to announce decisions on the transfer and appointment of leaders of departments, branches and units under the Department.
On February 20, 2025, the People's Council of Son La province issued Resolution No. 461/NQ-HDND on the establishment of the Department of Agriculture and Environment on the basis of merging the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; officially put into operation from March 1, 2025.
Immediately after that, the People's Committee of Son La province issued a Decision to appoint the leaders of the Department. Accordingly, Mr. Phung Kim Son, Director of the Department of Natural Resources and Environment was appointed to the position of Director of the Department of Agriculture and Environment; the Deputy Directors include Mr. and Mrs. Nguyen Manh Hung, Nguyen Tien Duong, Le Thi Thu Hang, Cam Thi Phong, Tran Dung Tien, Vu Tien Dinh.
On February 28, 2025, the People's Committee of Son La province issued Decision No. 20/2025/QD-UBND, stipulating the functions, tasks, powers, and organizational structure of the Department of Agriculture and Environment of Son La province.
After the merger, the Department of Agriculture and Environment of Son La has 18 focal points. Specifically, 8 professional departments, including: Department Office; Department Inspectorate; Department of Organization and Personnel; Department of Planning and Finance; Department of Land Resources Management; Department of Surveying, Mapping and Remote Sensing; Department of Geology and Minerals; Department of Environmental Management.
5 sub-departments, including: Forestry Sub-department; Cultivation and Plant Protection Sub-department; Livestock, Veterinary and Aquatic Products Sub-department; Irrigation and Water Resources Sub-department; Rural Development Sub-department.
5 public service units, including: Land Registration Office; Agricultural Extension Center; Digital Transformation and Information and Data Center; Water and Environmental Monitoring Center; Land Fund Development Center.
At the conference, leaders of the Department of Agriculture and Environment awarded 51 decisions to appoint Heads and Deputy Heads of Departments; Directors and Deputy Directors of departments and units under the Department.
Speaking at the Conference, Director of the Department of Agriculture and Environment Phung Kim Son praised and highly appreciated the initiative, responsibility, and solidarity of all civil servants and public employees in advising and developing a project to arrange and organize the apparatus in a scientific and synchronous manner, ensuring compliance with legal regulations.
Comrade Phung Kim Son emphasized: To effectively perform the functions and tasks after the merger, the Department's leadership has directed the arrangement of moving the office, arranging offices, and working positions for civil servants, public employees, and workers to ensure compliance with the plan of the Provincial Party Committee and Provincial People's Committee.
Submit to the Provincial People's Committee to promulgate regulations on the functions, tasks, powers, and organizational structure of the Department to ensure continuity, stability, and development; not to abandon the functions, tasks, and previously determined and stable jobs of the two departments: the Department of Agriculture and Rural Development, the Department of Natural Resources and Environment, especially to avoid work congestion and interruption.
Immediately after the Decision to establish the Department was issued, the Department's leadership continued to focus on directing the review, arrangement, and reasonable assignment of civil servants and public employees, ensuring the effectiveness and efficiency of the new organization after the arrangement according to authority, ensuring compliance with regulations, and in accordance with the capacity, qualifications, and experience of civil servants and public employees.
For those comrades who were given decisions on transfer and appointment today, the Director of the Department of Agriculture and Environment requested that they focus on research and promptly implement new work and tasks, not leaving gaps in the activities of the agency or unit, affecting the activities of society and the people; promptly stabilize the internal affairs of the agency or unit, continue to promote the spirit of solidarity and democracy, and assign tasks to subordinate comrades to properly perform the assigned functions and tasks.
Along with that, promptly reflect on the remaining issues to synthesize and report to competent authorities; create a truly exciting new atmosphere, with high determination to successfully carry out the political tasks assigned by the Provincial People's Committee in 2025.
