NDO - On December 25 in Hanoi, the Ministry of Science and Technology chaired the meeting of the Drafting Committee and Editorial Board on the Law on Science, Technology and Innovation. Minister of Science and Technology Huynh Thanh Dat said that the Law on Science, Technology and Innovation needs to closely follow and promptly institutionalize the Party's guidelines and policies, the State's policies and laws, and move closer to international practices.
In his opening speech, Minister of Science and Technology Huynh Thanh Dat - Head of the Drafting Committee of the Law Project, said that in the current period, institutional improvement is a key task that the Party, National Assembly, Government, and Prime Minister are focusing on directing to remove bottlenecks and unblock resources for national development.
Accordingly, the General Secretary directed: it is necessary to strongly innovate legislative work, including transforming the thinking of law-making towards both ensuring the requirements of state management and encouraging creativity, liberating all productive forces, and opening up all resources for development. Management thinking is not rigid, and resolutely abandoning the thinking that if it cannot be managed, it must be banned. Legal provisions must be stable and have long-term value. The law only regulates framework issues and issues of principle, and does not need to be too long. Practical issues that fluctuate frequently are assigned to the Government and localities to regulate to ensure flexibility in management.

At the same time, science, technology, innovation and digital transformation are currently developing very strongly, playing an increasingly important role and are expected to become new growth drivers, making the country a developed country by 2045 as set out by the 13th National Party Congress. Most recently, on December 22, 2024, the General Secretary signed and issued Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. Right at the beginning of the Resolution, it emphasized: “Developing science, technology, innovation and digital transformation is a decisive factor in the development of countries; it is a prerequisite and the best opportunity for our country to develop richly and powerfully in the new era - the era of national development”.
Minister of Science and Technology Huynh Thanh Dat emphasized that the above-mentioned reality poses a great responsibility for the Drafting Committee and Editorial Team when the content of the Law on Science, Technology and Innovation needs to closely follow and promptly institutionalize the Party's guidelines and policies, the State's policies and laws with strong regulations suitable to Vietnam's reality and approaching international practices.
The Minister suggested that the development of the Law on Science, Technology and Innovation should be based on the following viewpoints: Expanding the scope and subjects of regulation to the non-public sector; streamlining the apparatus to focus on investment in improving the capacity of public science and technology organizations, research and development organizations; promoting decentralization, delegation of power, and simplifying administrative procedures in state management; continuing to inherit the provisions of the 2013 Law on Science and Technology that are still consistent with the Party's policies and guidelines, consistent with the reality of science and technology development in Vietnam and international practices.
At the meeting, delegates expressed their agreement with the content of the Draft Law on Science, Technology and Innovation; at the same time, they focused on exchanging and discussing points that need to be amended to complete this Law Project.
The representative of the Ministry of Education and Training emphasized that it is necessary to clarify the authority of drafting agencies and organizations, and at the same time propose that organizations proactively develop and select scientific and technological tasks within the framework of allocated funding as well as other autonomous funding sources.
A representative of Viettel Group affirmed that the Draft Law will create an open mechanism, helping to simplify the review and implementation processes of scientific and technological topics, contributing to promoting strong business development in the coming time, especially in the context of strong digital transformation.
Delegates from the Ministry of Information and Communications proposed adding content related to digital transformation to the Draft Law to create a solid legal framework for digital transformation in the coming time.
Concluding the meeting, Deputy Minister of Science and Technology Bui The Duy said that the Ministry will organize working sessions with each relevant ministry, sector and field to clarify the contents of the Draft Law; at the same time, he affirmed that he will absorb as much as possible the opinions of the delegates to complete the Draft Law, ensuring feasibility and suitability with reality.
