Deputy Head of the Office of the President Nguyen Thanh Ha chaired the press conference, reading the President's Order promulgating: Law on Telecommunications; Law on Management and Protection of National Defense Works and Military Zones; Law on Identity Cards; Law on Housing; Law on Water Resources; Law on Forces Participating in Protecting Security and Order at Grassroots Level; Law on Real Estate Business, which were passed by the 15th National Assembly at its 6th Session.

In particular, the 2023 Law on Identification, effective from July 1, 2024, stipulates the expansion and integration of many other information of citizens and people of Vietnamese origin in other databases into the National Population Database and the Identification Database compared to the 2014 Law on Citizen Identification to serve the application of the utility of ID cards, electronic IDs, and connection and sharing of people's information.

The 2023 Law on Identification also regulates the contents of the identification card, including changing the name of the card "Citizen Identification" to "Identity", amending and supplementing in the direction of removing fingerprints and amending the regulations on information on the identification card number, the words "citizen identification, hometown, permanent residence, signature of the card issuer" to "personal identification number, identification, place of birth registration, place of residence on the identification card...".

The above changes and improvements are to make it more convenient for people to use their ID cards, limit the need to issue new ID cards, and ensure people's privacy; basic ID information will be stored, exploited, and used through the electronic chip on the ID card.

The Law on Identification also adds a document called the Identity Certificate. This is a completely new point compared to the old regulations in the Law on Citizen Identification. Accordingly, the Identity Certificate is an identification document containing information about the identity of a person of Vietnamese origin whose nationality has not been determined, issued by the identity management agency according to the provisions of this Law. The subjects of issuance are people of Vietnamese origin whose nationality has not been determined and who have been living at the commune or district level (if there is no commune-level administrative unit) for 6 months or more.

Regarding the value of use, when a person of Vietnamese origin presents an identity card, he/she does not have to present documents or information that has been certified in the identity card, except in cases where the information has been changed or is inconsistent with the information in the National Population Database.

Regarding the issuance and exchange of ID cards at the press conference, Lieutenant General Le Quoc Hung, Deputy Minister of Public Security, said that the National Public Service Portal has integrated this procedure so that people can perform it online because the biometric data is still valid. However, after a relatively long time, people who need to issue or exchange ID cards must go to the nearest police agency to collect new biometric data, ensuring that it is correct and complete.

“After the Law on Identification takes effect (July 1, 2024), the collection of iris information in identification cards will depend on the cases of new issuance, re-issuance, and exchange, from which there will be instructions from competent authorities, ensuring speed, timeliness, no intermediaries, and no inconvenience to people,” said the Deputy Minister of Public Security.

Regarding the Law on Real Estate Business, the new point is to collect a deposit of no more than 5% of the selling price or lease-purchase price from customers when the house or construction work has met all the conditions for putting it into business to ensure the nature of the deposit (not for the purpose of capital mobilization), with a value large enough for both the depositor and the deposit recipient to consciously comply and meet the requirements and wishes of home buyers.

Regarding the handling of junk SIM cards and junk calls, Deputy Minister of Information and Communications Pham Duc Long said at the press conference that the Telecommunications Law, which has just been amended by the National Assembly, has new regulations on the responsibilities of network operators and the responsibilities of people in preventing the above situation. “The Ministry has taken strict management measures on the issue of SIM card registration, such as the person registering subscriber information must check it with the national database on population. However, there is a situation where some people are hired to register subscriber information, then when checking with the national database on population, the information is completely correct, there is nothing wrong. It is just that the user is not the owner, leading to abuse of the subscription, the situation of junk SIM cards and junk calls,” Deputy Minister Pham Duc Long said...
