Vietnamese citizens who have been issued an ID card must carry out procedures to renew their ID card when they reach the age of 14, 25, 40 and 60.
Before the implementation of the issuance of identity cards under the 2023 Identity Law on On July 1 , many people are concerned about whether they need to go to the place that issued their old ID card when making a new ID card. For those who have changed their ID card at the age of 60, is it necessary to continue changing to a new ID card? And from July 1, how old will people have to be to collect their irises when making an ID card? Another issue of concern is how to handle the situation when there is no or insufficient information on the new ID card.
According to the provisions of the 2023 Law on Identification, citizens have the right to request a new identification card in the following cases:
Vietnamese citizens who have been issued an ID card must carry out procedures to renew their ID card when they reach the age of 14, 25, 40 and 60; Change or correct information about their last name, middle name, given name; date of birth;
Change of identity; supplement of information on facial photo, fingerprints; re-identification of gender or gender reassignment according to the provisions of law; Errors in information printed on the ID card; At the request of the ID card holder when the information on the ID card changes due to administrative unit arrangement; Re-establishing personal identification number; When the ID card holder requests.
In addition, citizens are reissued ID cards when they lose their ID cards or when they are damaged and cannot be used; and are allowed to regain Vietnamese nationality according to the provisions of the law on Vietnamese nationality.
Regarding the procedures for issuing, exchanging, and reissuing ID cards , in cases of regaining Vietnamese nationality and issuing and exchanging cards, they are carried out according to the provisions of Article 23 of the 2023 Law on Identification. In case of reissuing a card due to damage, citizens can register online.
The head of the identification management agency of the Ministry of Public Security has the authority to issue, change, and reissue identification cards. Within 7 working days from the date of receiving a complete application as prescribed by the 2023 Identification Law, the identification management agency must issue, change, and reissue identification cards.
Regarding the place of issuance, change or re-issuance of ID cards, the ID management agency of the District, Town, City Police, City of the province, City of the centrally-run city or the ID management agency of the Provincial Police, City of the centrally-run city where the citizen resides.
The identification management agency of the Ministry of Public Security for cases decided by the head of the identification management agency of the Ministry of Public Security.
In case of necessity, the identification management agency specified in Clause 1 and Clause 2, Article 27 of the 2023 Identification Law shall organize the procedures for issuing identification cards at communes, wards, towns, agencies, units or at the citizen's place of residence.
Regarding the place of residence of citizens, according to the Law on Residence 2020, the place of residence of citizens includes permanent residence and temporary residence. Meanwhile, according to Clause 1, Article 10 of Circular 59/2021/TT-BCA, the place of registration for re-issuance of citizen identification card is stipulated as follows:
Citizens go directly to the competent police agency to receive requests for issuance, exchange, or re-issuance of Citizen Identification Cards at the place where they permanently or temporarily reside to request issuance, exchange, or re-issuance of Citizen Identification Cards.
Thus, according to the 2023 Law on Identification, citizens who want to reissue their identification cards are not required to go to the place where the previous identification card was issued, but can choose competent authorities at their place of permanent or temporary residence.
