Things to know about reissuing ID cards from July 1, 2024

From July 1, 2024, the 2023 Law on Identification will officially come into effect and will replace the 2014 Law on Citizen Identification.

1. What information will be on the new ID card from July 1, 2024?

Information printed on the ID card includes:

- National emblem of the Socialist Republic of Vietnam;

- The words “SOCIALIST REPUBLIC OF VIETNAM, Independence - Freedom - Happiness”;

- The words "IDENTIFICATION CARD";

- Face photo;

- Personal identification number;

- Last name, middle name and birth name;

- Date of birth;

- Gender;

- Place of birth registration;

- Nationality;

- Place of residence;

- Date of card issuance; date of expiration;

- Place of issue: Ministry of Public Security.

2. In which cases must the ID card be reissued according to the 2023 ID Law?

According to Clause 2, Article 24 of the 2023 Law on Identification, cases of re-issuance of identification cards include:

(i) The identity card is lost or damaged and cannot be used, except in the cases specified in Article 21 of the 2023 Law on Identity Cards;

Article 21. Age for issuance and renewal of identity cards

1. Vietnamese citizens who have been issued an ID card must carry out procedures to renew their ID card when they reach the age of 14, 25, 40 and 60.

2. Identity cards that have been issued, renewed or reissued within 02 years before the age for renewal of identity cards specified in Clause 1 of this Article are valid until the age for renewal of the next identity card.

(ii) To regain Vietnamese nationality in accordance with the provisions of the law on Vietnamese nationality.

3. What is the procedure for reissuing an ID card from July 1, 2024?

In case of re-issuance of ID card due to "Returning to Vietnamese nationality according to the provisions of the law on Vietnamese nationality", it will be implemented according to the provisions of Article 23 of the 2023 ID Law.

In case of re-issuance due to lost or damaged ID card, it will be done online on the public service portal, national identification application or directly at the place where ID card issuance procedures are carried out.

The ID management agency uses the most recently collected facial photo, fingerprint, and iris information and existing information in the National Population Database and the ID Database to reissue the ID card.

4. How long does it take to reissue an ID card?

Specifically, within 07 working days from the date of receiving complete documents as prescribed by the 2023 Law on Identification, the identification management agency must reissue the identification card.

5. Where can I get my ID card reissued?

Procedures for reissuing ID cards will be carried out at the following places:

(i) The identity management agency of the district, county, town, city police, or city police under a centrally-run city, or the identity management agency of the provincial or centrally-run city police where the citizen resides.

(ii) The identity management agency of the Ministry of Public Security for cases decided by the head of the identity management agency of the Ministry of Public Security.

(iii) In case of necessity, the identification management agency specified in (i) and (ii) shall organize the procedures for issuing identification cards at the commune, ward, town, agency, unit or at the citizen's residence.

6. Who has the authority to reissue the Identity Card?

The head of the identification management agency of the Ministry of Public Security has the authority to reissue identification cards.

7. Does it cost money to reissue an ID card?

According to Clause 3, Article 38 of the 2023 Law on Identification, citizens must pay fees when issuing, changing or reissuing identification cards, except in the following cases:

- Issuing and exchanging ID cards according to the provisions at Point a and Point d, Clause 1, Article 24 of the 2023 Law on ID;

Article 24. Cases of issuance, re-issuance of identity cards

1. Cases of reissuing ID cards include:

a) Cases specified in Clause 1, Article 21 of this Law;

...

d) At the request of the person granted the identity card when the information on the identity card changes due to administrative unit arrangement;

- There is an error in the information printed on the ID card due to the fault of the ID management agency.

Thus, except for the above cases, when applying for re-issuance of an ID card, citizens must pay fees according to current regulations.
