4 groups of questions have strategic, long-term significance
On the morning of June 6, continuing the 5th session, the National Assembly conducted questioning on the first group of issues in the field of labor, war invalids and social affairs.
Speaking at the opening of the question and answer session, National Assembly Chairman Vuong Dinh Hue said that the question and answer session focused on four groups of issues in the fields of state management of the Ministries: Labor - Invalids and Social Affairs, Science and Technology, Transport and the Ethnic Committee.
At the end of the question-and-answer session, Deputy Prime Minister Le Minh Khai will, on behalf of the Government, report and clarify issues of concern to National Assembly deputies and directly answer questions from National Assembly deputies.
At the closing session, the National Assembly will consider and vote to pass the Resolution on questioning activities to serve as a basis for implementing agencies, National Assembly agencies and National Assembly deputies to supervise the implementation.

With the motto of continuing to innovate the methods and ways of organizing questioning and answering questions, the National Assembly Standing Committee has directed the Secretary General of the National Assembly and agencies to deploy the preparation work very early so that the selection of questioning issues is thorough, careful, in accordance with the provisions of law, closely following the key tasks set out in the Resolution of the 13th National Congress of the Party, the Resolutions and directives of the Central Executive Committee, the Politburo, the Secretariat; closely following the practical issues raised; reflecting the thoughts, aspirations and wishes of the people and voters.
According to the National Assembly Chairman, the four groups of questions raised at the session are major and important issues, not only necessary and urgent in the short term, but also of strategic and long-term significance. Among them, the Ministers of Science and Technology, Transport, and the Ethnic Committee answered questions for the first time in the 15th National Assembly.
The 5th session is the first session to implement the new National Assembly Session Regulations (effective from March 15, 2023), recognizing the improvements that have been tested and proven effective in recent sessions regarding the method of conducting question-and-answer sessions.
National Assembly Chairman Vuong Dinh Hue informed that the questioning and answering of questions will be conducted in a quick question and answer format, with the National Assembly deputies raising questions for no more than 1 minute; each debate will last no more than 2 minutes; and the person being questioned will answer no more than 3 minutes for each question. Government members and relevant sector heads will participate in explaining under the direction of the Chairman to clarify the questions of National Assembly deputies or directly answer questions in the group of questions.
The National Assembly Chairman asked the National Assembly deputies to consider and choose the most important issue.
To ensure the effectiveness of the questioning session, according to Article 19 of the National Assembly Session Regulations, the Chair has the right to request National Assembly deputies to stop questioning or debating, and request the person being questioned to stop answering questions if the time limit has passed; the questioning or debating is not on the right topic or the answering of questions is not on the right focus .
Therefore, the National Assembly Chairman suggested that National Assembly deputies consider and choose, each time they question, they should only raise one or a few issues that they are most interested in; ask concise and clear questions so that Ministers and heads of sectors can hear and understand them as quickly as possible.
Deputies may only debate with the person being questioned to clarify the issue being questioned, and may not use the right to debate to raise questions or debate with the National Assembly delegate who has previously questioned them. When multiple National Assembly delegates register to debate on the same issue, the person who raised the question on that issue will have priority to debate first.
"According to experience, the success of a question-and-answer session depends on both the questioner and the questioner," said the National Assembly Chairman.
Particularly effective form of supervision
The National Assembly Chairman affirmed that questioning and considering the response to questions is a particularly effective form of supervision, clearly demonstrating democracy, rule of law, professionalism, publicity and transparency in the activities of the National Assembly; it is an opportunity for voters and people nationwide to evaluate the capacity, responsibility, performance of duties and tasks of National Assembly deputies and those holding positions and titles elected or approved by the National Assembly.
Based on careful and thorough preparation, with rich practice in the industry, field of work and experience accumulated during the working process at the National Assembly, we request that National Assembly deputies continue to promote the spirit of "Dedication - Effort - Proactiveness - Passion - Responsibility" in questioning activities;
National Assembly Chairman Vuong Dinh Hue requested that Ministers and heads of sectors uphold their sense of responsibility before the National Assembly, voters and people nationwide, clearly explain the causes, responsibilities and remedies, so that the questioning session is truly effective, substantive, in-depth and highly constructive;
Not only contributing to timely solving current and urgent issues, but also identifying and proposing solutions to fundamental and long-term problems, creating substantive changes in each questioned field.
With a spirit of utmost concentration, dedication, frankness, openness, effective use of time, and strict compliance with the regulations of the National Assembly Session Rules, the National Assembly Chairman believes that the question and answer session will be a great success, meeting the practical requirements and expectations of voters and people.

The National Assembly Chairman added that today's question-and-answer session will begin with a group of issues in the fields of labor, war invalids and social affairs. Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung will answer the following questions:
Solutions for human resource development, especially high-quality human resources to meet the development requirements of industries and fields; planning, arrangement, organization, restructuring and improving the training quality of vocational training institutions, ensuring adequate supply of skilled workers in key areas and fields;
Current employment situation for workers and solutions to remove difficulties and obstacles in creating jobs for workers in the current period;
Solutions to overcome shortcomings and limitations in the field of social insurance (enterprises evading payment, appropriating, owing social insurance money, collusion, falsification of insurance benefit records, incorrect payment of benefits, etc.); management of the Social Insurance Fund; solutions to overcome the increasing trend of employees withdrawing social insurance at one time.
"In this question-and-answer session, when necessary, the Presidium will invite Deputy Prime Minister Tran Hong Ha; Ministers and Heads of the following sectors: Finance, Planning and Investment, Education and Training, Home Affairs, Health, Justice; Governor of the State Bank of Vietnam, General Director of Vietnam Social Security to report and explain further on related issues," said the National Assembly Chairman .
