Accordingly, all Vietnamese citizens inside and outside the province whose press works are published or broadcast on all types of press (printed newspapers, electronic newspapers, radio, television, etc.) Authors participating in the Award must not violate the regulations on professional ethics of Vietnamese journalists, the Press Law, the Intellectual Property Law and other provisions of law.

Journalistic works in the categories of print newspapers; electronic newspapers; radio; television; press photos; works that have won awards at local and central press awards are still entitled to participate in the National Press Award on Party building, but must clearly state the award level and which agency organized it (works that have won national press awards will not be accepted).

Works published and broadcast from November 1, 2022 to October 31, 2023 are eligible to participate in the contest.

Contest entries must be sent to the Provincial Party Committee's Propaganda Department before October 10, 2023 for preliminary selection at the provincial level and excellent entries must be selected to participate in the National Competition before November 10, 2023 (according to the postmark).
