Reporter: The Fatherland Front of Bac Giang province has advised the Standing Committee of the Provincial Party Committee on a plan to mobilize and support the construction and elimination of temporary and dilapidated houses for poor and near-poor households and support families of meritorious people facing housing difficulties and dilapidated houses that need to be repaired or rebuilt in Bac Giang province. How is the province currently implementing this plan, sir?
Mr. TRAN CONG THANG: The year 2024 is of special importance, deciding the successful implementation of the Resolution of the Party Congresses at all levels and the Resolution of the 19th Congress of the Bac Giang Provincial Party Committee, term 2020-2025. From that meaning, the Party Delegation and the Standing Committee of the Bac Giang Provincial Fatherland Front Committee have advised the Standing Committee of the Provincial Party Committee on the policy of eliminating temporary houses and dilapidated houses for poor and near-poor households and supporting families of meritorious people facing difficulties in housing, dilapidated houses that need to be repaired and rebuilt in Bac Giang province. The policy of eliminating temporary and dilapidated houses has been specified in Resolution No. 307-NQ/TU dated December 6, 2023 of the Provincial Party Committee on leadership tasks in 2024 and Resolution No. 316-NQ/TU dated December 29, 2023 of the Provincial Party Committee Standing Committee on approving key tasks in 2024 of the Provincial Party Committee's Committees and agencies, Party Executive Committees, Party Delegations and Standing Committees of the Provincial Youth Union, District Party Committees, City Party Committees, and Party Committees directly under the Provincial Party Committee.
Accordingly, the Vietnam Fatherland Front Committee - Standing Agency of the Steering Committee 714 of Bac Giang province advised the issuance of Decision No. 370/QD-BCĐ dated February 26 of the Steering Committee on promulgating the Regulations on the operation of the Steering Committee; Plan No. 38/KH-BCĐ dated February 26 of the Steering Committee on implementing the mobilization and support for the construction of temporary and dilapidated houses for poor and near-poor households and supporting families of meritorious people facing difficulties in housing, dilapidated houses that need to be repaired or rebuilt in Bac Giang province as well as planning to organize a launching ceremony to support the removal of temporary and dilapidated houses for poor and near-poor households and supporting families of meritorious people facing difficulties in housing, dilapidated houses that need to be repaired or rebuilt in Bac Giang province in 2024.
In the plan, by 2024, Bac Giang province aims to eliminate 100% of temporary and dilapidated houses while resources are still very limited. So, in your opinion, what solutions does the Fatherland Front of Bac Giang province have to mobilize maximum resources to achieve the set goals?
- According to the reviewed and statistical data, up to now, the whole province still has 1,595 temporary and dilapidated houses that need support and new construction with a total cost of about 160 billion VND. To ensure support for poor and near-poor households to build new and repair houses, the Fatherland Front Committees at all levels must mobilize support of about 80 billion VND and 42,000,000 working days from the armed forces in the area. In which, the provincial level mobilizes support of 50% of the cost of eliminating temporary houses in 6 localities with different levels of support for new construction and repair.
Regarding the construction and repair of temporary and dilapidated houses for poor and near-poor households, the Provincial Fatherland Front Committee presides over and coordinates with the Departments, branches, and member organizations to deploy the mobilization and support method according to the 50/50 method. The provincial level mobilizes 50% of the funding to eliminate temporary houses in 6 localities; 4 localities proactively mobilize resources and support the elimination of 100% of temporary and dilapidated houses in the area. The district and commune levels, based on the actual situation of the locality, organize mobilization and support in cash, working days, materials, transportation of materials, etc. to ensure that the supported houses must meet the 3 hard requirements.
Along with advising on implementation documents, the Vietnam Fatherland Front Committee and the Mobilization Committee for the Fund for the Poor at all levels also closely coordinate with the government and functional agencies to advise the Party Committee on policies and directions that are close to the actual situation; strengthen the mobilization of support for the Fund for the Poor and mobilize resources to implement social security programs, focusing on building Great Unity houses.
At the same time, promote the role of member organizations of the Front, guide union members to implement the National Target Program on Poverty Reduction according to the policies of the Party and State; coordinate to mobilize support for the Fund for the Poor in each community.
Currently, the work of caring for the poor is given special attention by Bac Giang province. So how has the work of “social security” been implemented to become more in-depth and practical, sir?
- With the consistent viewpoint of the Party and State, defining people as the center, the subject, the goal, the driving force, and the resource for development, we believe that caring for the poor is both a responsibility and an obligation. Therefore, to implement the motto of 3 an (security, social security, safety), Bac Giang province has agreed with the policy that each house of poor households, near-poor households, and families of meritorious people is built not only with bricks, cement, and steel, but also with the spirit of solidarity, with the tradition of mutual love, with the affection and heart of the whole society. Therefore, Party committees, authorities, and the Fatherland Front at all levels must pay more attention, focus on improving the quality, and increase the level of support for households to have more funds, and have the conditions to build spacious, comfortable, and warm houses.
Therefore, in 2024, the Bac Giang Provincial Party Committee issued Resolution 307-NQ/TU dated December 6, 2023 of the Provincial Party Committee on the leadership tasks in 2024, in which the Vietnam Fatherland Front was assigned to preside over and coordinate with agencies and units to propagate and mobilize; mobilize the participation of the entire political system, cadres, party members, organizations, individuals, businesses, philanthropists and especially the consensus of the people of all ethnic groups in the province to contribute the most, fastest and most effectively to implement the goal of eliminating 100% of temporary and dilapidated houses for poor and near-poor households and supporting families of meritorious people facing difficulties in housing, dilapidated houses that need to be repaired and rebuilt to ensure that no one is left behind.
