Pursuant to Regulation No. 60-QD/TW dated March 8, 2022 of the Secretariat on Party organizations in economic groups, corporations, and state-owned commercial banks; Instruction No. 04-HD/ĐUK dated March 31, 2023 of the Party Committee of the Central Agencies Bloc guiding the transfer and reception of Party organizations and Party members; Resolution No. 29-NQ/ĐUB dated July 4, 2023 of the Party Executive Committee of the Ministry of Industry and Trade on the arrangement and transfer of Party organizations and Party members and implementing the direction of the Standing Committee of the Party Committee of the Ministry of Industry and Trade. Today (October 18), the Party Committee of the Ministry of Industry and Trade organized the "Ceremony of transferring and receiving Party organizations and Party members to the district Party Committees under the Hanoi Party Committee".

Attending the conference were representatives of the Standing Committee of the Party Committee of the Ministry of Industry and Trade; representatives of the Party Committee of the Central Agencies; representatives of the Hanoi Party Committee; representatives of the Hai Ba Trung District Party Committee; representatives of the Dong Da District Party Committee; and representatives of the Thanh Xuan District Party Committee. In addition, the conference was also attended by Secretaries, Deputy Secretaries, and Party Committee members representing grassroots Party Committees, grassroots Party cells, and Party cells directly under the grassroots Party Committees of 6 Party organizations and representatives of departments and units advising the Party Committee of the Ministry of Industry and Trade.

Reporting at the event, Comrade Vu Thi The, Chief of Office of the Party Committee of the Ministry of Industry and Trade, said: Implementing the regulations of the Central Committee and the Party Committee of the Bloc, the Party Executive Committee, the Standing Committee and the Party Executive Committee of the Ministry of Industry and Trade have paid great attention and given very close and timely instructions on the transfer of the Party organization.
The Standing Committee and the Party Executive Committee of the Ministry have held many meetings and issued many documents related to the transfer content such as approving the transfer plan, issuing resolutions for the transfer, reporting and receiving the consent of the Party Executive Committee of the Ministry of Industry and Trade on the transfer policy and reporting documents to the Party Committee of the Central Agencies.

The Standing Committee of the Party Committee of the Ministry also held a conference with leaders of party organizations subject to transfer to exchange and listen to opinions, aspirations, recommendations and proposals of party organizations.
Regarding the implementation process, comrade Vu Thi The informed: The transfer implementation process follows the steps in Instruction No. 04-HD/ĐUK dated March 31, 2023 of the Party Committee of the Central Agencies. The total number of party organizations under the Party Committee of the Ministry of Industry and Trade subject to transfer to local Party Committees for management is 23 organizations (divided into 2 phases, phase 1 is 8 organizations, phase 2 is 15 party organizations).

In order to implement the process of transferring party organizations, in the recent past, the Party Committee of the Ministry of Industry and Trade (directly the Organizing Committee), together with the very active and timely guidance and assistance of the Organizing Committee of the Party Committee of the Central Agencies Bloc, has closely and effectively coordinated with the Organizing Committees of the district Party Committees under the Hanoi Party Committee and related party organizations to complete the survey at related party organizations.
According to the Chief of the Office of the Party Committee of the Ministry of Industry and Trade, among the 8 party organizations transferred in the first phase, based on the reports of the district party committees, on April 10, 2024, the Organizing Committee of the Hanoi Party Committee issued Official Dispatch No. 3656-CV/BTC agreeing in principle to receive 6/8 party organizations including: Party Committee of Vinacontrol Group Joint Stock Company; Party Committee of Electrical Apparel Joint Stock Company; Party Cell of Import-Export of Experts, Laborers and Technicians; Party Cell of Thang Long Handicraft Import-Export Joint Stock Company; Party Cell of Northern Textile and Garment Joint Stock Company; Party Cell of CDS Design Consulting and Construction Joint Stock Company); has not agreed to receive 2/8 party organizations including: Party Cell of Import-Export of Sundries Joint Stock Company and Party Cell of Cosmetics Magazine.
In addition, for the 15 party organizations transferred in the second phase, after completing the survey, on August 22, 2024, the Hanoi Party Committee's Organizing Committee issued Official Dispatch No. 4222-CV/BTCTU agreeing in principle to receive 8/15 party organizations and disagreeing in principle to receive 7/15 party organizations (of these 7 party organizations, 6 units are expected to be dissolved; 1 unit is the Party Cell of Vilexim Import-Export and Investment Cooperation Joint Stock Company, which currently has many outstanding issues).
" The Party Committee of the Ministry of Industry and Trade is coordinating with district committees to guide party organizations in the second phase of the transfer to complete and overcome existing shortcomings to promptly carry out the transfer, " emphasized the Chief of Office of the Party Committee of the Ministry of Industry and Trade.
