TPO - On March 6, Vice Chairman of Hanoi People's Committee Duong Duc Tuan inspected and directed to remove difficulties, requesting to speed up the progress of two projects to expand Nghi Tam - Au Co and Xuan Dieu roads in the city.
At the construction site of the An Duong intersection overpass investment project and the Nghi Tam Au Co road upgrade, the Vice Chairman of the Hanoi People's Committee heard Mr. Pham Van Duan, Deputy Director of the Hanoi Traffic Construction Investment Project Management Board (Traffic Board) say that the project has completed phase 1 of building the overpass at An Duong intersection; currently, the project is implementing phase 2 of expanding Au Co road from Nghi Tam to Nhat Tan bridge with a length of 3.7 km. To implement the project, the construction units must lower the Red River dike to widen the road from 2 to 6 lanes, and build a reinforced concrete retaining wall on the right (outside the dike) to replace part of the earthen dike.

Along with that, Mr. Duân also said that the project also renovates and refurbishes the residential road system on both sides with a cross-section of 26.5m to 31m, the project has a total investment of 544 billion VND in phase 2. However, due to the construction on a special flood dike, when the rainy season comes, the project has to stop construction for many months to prevent floods, affecting the completion progress according to the original plan.
Regarding the construction volume at the site, Mr. Duân said that before the recent Lunar New Year, with package No. 39 (section from Thang Loi Hotel to Xuan Dieu intersection, 1,400m long), the construction unit had completed the entire reinforced concrete dike retaining wall; 5/6 border gates; completed 100% of the cross-route traffic retaining wall; completed the asphalt paving of the residential road (5m road) on both sides; the Au Co expansion road had roughly paved 1,400m of cross-section.
The project is scheduled to be completed by the end of 2024, however, the City Traffic Project Management Board is striving to complete technical traffic opening before June 30 to celebrate the 70th anniversary of the Capital Liberation Day.
Referring to the current difficulties of the project, Mr. Duân said that the main problem now lies in the construction of the 110kV Tay Ho - Yen Phu underground cable project invested by Hanoi Electricity Corporation, located within the construction scope of the Au Co road expansion project. Currently, the Traffic Project Management Board has handed over the site to the investor's representative for the 110kV underground cable project, about 1,750/2,700 meters on the entire route and 3/5 of the cable tunnel locations, but up to now, the underground cable construction units have only completed about 200m, reaching about 12% of the progress, which risks affecting the progress of the road project.
Key, urgent projects cannot be delayed or neglected.
At the Xuan Dieu Street upgrade project, invested by Tay Ho District People's Committee, Chairman of Tay Ho District People's Committee Nguyen Dinh Khuyen reported that the renovated and upgraded road has a length of about 1,087 meters (the starting point of the route intersects with To Ngoc Van Street, the end point of the route intersects with Nghi Tam Street) with a total investment of over 388 billion VND.
Regarding the project progress, the leader of Tay Ho District People's Committee said that it is behind schedule. The district is currently requesting the Tay Ho District Construction Investment Project Management Board (the project implementation unit) to propose solutions to soon complete the road expansion.

According to the leader of Tay Ho District People's Committee, the main problem of the project is that there are still 11 cases where the land has not been handed over. The District People's Committee is actively mobilizing households to hand over the land. In case of failure, a plan will be developed for enforcement. The expected time for organizing the enforcement of land recovery is before July 2024.
At the inspection of the above projects, Vice Chairman of Hanoi People's Committee Duong Duc Tuan said that these are all key and urgent traffic projects aimed at reducing traffic congestion and environmental pollution in the city and in the project area, so the construction cannot be delayed or neglected. "These are important projects aimed at synchronizing infrastructure, reducing traffic congestion, serving people to travel conveniently and safely, and are the foundation for socio-economic development. However, the recent construction still has many reasons leading to the projects not achieving the expected progress," Mr. Tuan assessed.
From this reality, Mr. Tuan requested that investors and contractors must make more efforts, focus on mobilizing machinery and construction workers, overcome difficulties and obstacles to promptly complete key traffic projects as soon as possible.
Regarding the Nghi Tam - Au Co road expansion project, the Vice Chairman of the Hanoi People's Committee directed the Hanoi Electricity Corporation to urge the Hanoi Power Development Project Management Board and the contractor for the 110kV Tay Ho - Yen Phu underground cable line to mobilize more equipment and workers, organize many construction teams to speed up the progress to hand over the site for the overpass construction project at the An Duong - Thanh Nien intersection before March 15.
At the Xuan Dieu Street expansion project, Mr. Duong Duc Tuan directed the inter-sectoral agencies including the Department of Transport, Hanoi City Police, Tay Ho District People's Committee... to continue to facilitate and support the Project Management Board in traffic organization and site clearance to serve the project construction as quickly as possible.
