According to the Department of Agriculture and Environment of Dong Nai province, currently, key traffic projects being implemented in the province need 5.8 million m3 of filling materials. Currently, the volume brought to the construction sites is about 1.4 million m3 , there are about 1.2 million m3 in proposed locations but land users have not yet agreed, there is still a shortage of 3.2 million m3 for which a source has not been found.

Regarding construction stone, the total demand is about 10.2 million m3 , in 2025 there are 18 mines committed to supplying key projects about 9.6 million m3 , but the actual exploitation volume is estimated at only about 6.5 million m3 because many mines are stuck in legal procedures and have to stop or exploit at a low level.
Mr. Nguyen Ngoc Ha - Executive Director of Project Management Board 85, Ministry of Construction - said that Component 2 of Bien Hoa - Vung Tau Expressway Project needs about 3.2 million m3 of filling materials. Currently, if we count the source purchased from the mines and the source that the investor is proposing according to the new special mechanism, it will be about 1.2 million m3 , still lacking about 2 million m3 .
Mr. Ha said that the construction unit has signed contracts with a number of quarries to exploit the accompanying soil for filling materials, but these quarries are currently stuck with land issues, leading to the failure to complete procedures to apply for and extend the license to exploit the accompanying materials. The most urgent issue for the project at this stage is the filling soil.
The representative of the investor of Long Thanh Airport Project said that in February, the construction site needs about 390 thousand m3 of stone, in March it needs about 639 thousand m3 . If this volume is not available, it will affect the progress of completing the airport by the end of this year.
According to a report from Dong Nai province, in recent times, following the direction of the Government and ministries, Dong Nai province has established two working groups to coordinate material sources and remove legal obstacles. The province also requires investors and contractors to register material volume, quality, and progress needs to have coordination solutions, but some contractors have not yet reported this content.
Regarding the province's supply capacity, there are 32 construction stone mines with remaining reserves of 265 million m3 and exploitation capacity of 22 million tons/year. However, there are currently 23 quarries qualified to supply materials for key projects and works with a volume of nearly 20 million m3 /year. In the remaining 10 months of 2025, if the obstacles (land lease, mine clearance for nearby mines) are resolved, these mines can exploit an additional 9.6 million m3.
Regarding the fill soil serving the two projects of Bien Hoa - Vung Tau Expressway and Ring Road 3, currently the two mines licensed by the province have about 50% of the unexploited volume with about 0.7 million m3 . In addition, there are 3 areas that the province is considering and will quickly allow exploitation with a total volume of about 2.8 million m3.
Dong Nai Province has also proposed to the Government to add the Long Thanh International Airport Project to the list of projects enjoying special mechanisms so that mineral mines in the province can increase their exploitation capacity by 50% compared to the current level. Allow mines that have not completed land lease procedures to continue exploiting until December 31, 2025. During the exploitation period, the Provincial People's Committee will urge and support enterprises to complete procedures according to legal regulations. The province also proposed that the Government direct the Ministry of Construction to find additional sources of construction stone materials from other provinces to meet the needs of other key traffic projects and works.
