Clarifying investment procedures for runway 2 of Long Thanh International Airport

The proposal to invest in runway number 2 of Long Thanh International Airport at this stage is not suitable in terms of timing and investment location according to the scale of the phase decided by the National Assembly.

This is one of the important information that the Ministry of Transport has just sent to the Vietnam Airports Corporation (ACV) regarding the investment procedures for runway 2 and leveling the area of ​​passenger terminal T3 of Long Thanh International Airport.

According to the Ministry of Transport, the Long Thanh International Airport construction investment project was decided by the National Assembly in Resolution No. 94/2015/QH13 dated June 25, 2015, including a number of main contents such as: objectives, scale, total investment, land use needs, time and implementation roadmap.

The project is divided into 3 investment phases.

Phase 1 "invests in the construction of 1 runway and 1 passenger terminal along with synchronous auxiliary items with a capacity of 25 million passengers/year, 1.2 million tons of cargo/year; completed and put into operation by 2025 at the latest".

Phase 2 aims to "continue to invest in building an additional open-configuration runway...", in which according to the approved Pre-Feasibility Study Report, the investment plan for this additional runway is located in the South of the Port.

Therefore, the Ministry of Transport assesses that ACV's proposal to invest in runway 2 at this stage is not suitable in terms of investment timing and location according to the investment phase scale decided by the National Assembly in the investment policy of the Project.

Because the proposed content of ACV is a case of changing the scale of investment phases approved by the National Assembly in Resolution No. 94/2015/QH13, it is necessary to carry out the procedure of submitting and approving the adjustment of the investment policy of the Project, specifically adjusting the content in Clause 6, Article 2, Resolution No. 94/2015/QH13 dated June 25, 2015.

The leader of the Ministry of Transport also said that the reporting to the Ministry of Transport for synthesis and submission to competent authorities for consideration and approval of adjustments to the project investment policy is only carried out in cases where the project uses public investment capital according to the provisions of the law on public investment.

The use of ACV's capital to invest in runway No. 2 requires the implementation of investment policy adjustment procedures according to the provisions of Article 34 of the Investment Law 2020 and Article 31 of Decree No. 29/2021/ND-CP dated March 26, 2021 of the Government regulating the order and procedures for appraising important national projects and monitoring and evaluating investment.

Investors submit documents for appraisal and approval of project investment policy adjustment to the Ministry of Planning and Investment for synthesis and reporting to the Prime Minister to establish a State Appraisal Council.

It is known that at the time of submitting to the National Assembly, the Government and the Prime Minister for approval and ratification of the Long Thanh International Airport Construction Investment Project Phase 1, the Government had not yet issued Decree No. 29/2021/ND-CP dated March 26, 2021 and due to the specific nature of the Project, the Prime Minister assigned the Ministry of Transport to be the agency to submit the Feasibility Study Report of the Long Thanh International Airport Construction Investment Project Phase 1.

Due to the nature of this Project, in order to carry out the procedures for submitting for approval to adjust the investment policy to add runway No. 2 in accordance with the order and procedures prescribed by current law, the Ministry of Transport assigned the Department of Planning and Investment to preside over and coordinate with ACV to discuss and work with specialized units of the Ministry of Planning and Investment to unify the implementation order; if necessary, the Ministry's staff will issue a written request for official guidance on this procedure.

Previously, in early August 2024, ACV sent Document No. 3434/TTr - TCTCHKVN to the Ministry of Transport (MOT) requesting to conduct an appraisal of the Pre-Feasibility Study Report for the Project of constructing Runway No. 2 and leveling the area of ​​Passenger Terminal T3 - Long Thanh International Airport.

Specifically, ACV proposed to implement the Project to build Runway No. 2 and level the area of ​​Passenger Terminal T3 - Long Thanh International Airport with two main items.

The first item is to build an additional runway (side runway No. 2) parallel to runway No. 1 with a length of 4,000 m (05L/23R); parallel taxiway system, connecting road system; signal light system, signs; flight management equipment system and other synchronous works to ensure operation. This item has an estimated investment value of about 3,455.6 billion VND.

The second item within the scope of the Project to build Runway No. 2 and level the ground of Passenger Terminal T3 - Long Thanh International Airport is to level the ground of Passenger Terminal T3 with an area of ​​about 181 hectares. This item has a preliminary investment value of about 1,956.1 billion VND.

In Document No. 3434, ACV also explained relatively clearly the reasons for proposing the Project to build Runway No. 2 and level the ground of Passenger Terminal T3.

According to ACV, the Long Thanh International Airport construction investment project phase 1 is following the set plan, especially the passenger terminal and runway number 1, which can be completed and put into operation in 2026.

With the investment scale of phase 1, the Long Thanh International Airport construction investment project has a capacity of 25 million passengers/year and 1.2 million tons of cargo/year. This capacity is similar to some major domestic airports such as: Noi Bai, Tan Son Nhat, Da Nang.

In addition to the requirements on operational capacity, these airports need to ensure that there are additional runways to avoid the entire airport being affected, possibly having to close in the event of an aircraft incident, or to carry out runway maintenance, and handle natural disasters.

Based on the exploitation division plan between Long Thanh International Airport and Tan Son Nhat International Airport, the international passenger volume exploited at Long Thanh International Airport will account for more than 80% of the total international passenger volume of both airports.

“Therefore, considering the construction of runway number 2 at Long Thanh International Airport is extremely necessary and urgent to meet operational requirements, ensure operational safety and promote the effectiveness of projects invested in phase 1,” said an ACV representative.
