The 2024 Land Law takes effect from August 1, 2024. With many new breakthroughs, the Law is expected to gradually remove "bottlenecks" in regulations related to land.

After nearly a decade of implementing the 2013 Land Law, land policies and laws are the foundation for Thai Binh to firmly maintain its viewpoint of rapid, comprehensive, and sustainable development.
Creating development resources
In recent years, land management in the province has gradually become routine, which has had a strong impact on the economy, creating a big "boost" with new land funds. This is the premise for Thai Binh to develop infrastructure, industry, urban areas and services; develop agriculture and rural areas; and develop the land use rights market in the real estate market.
Mr. Nguyen Van Truong, Director of the Department of Natural Resources and Environment, said: Implementing the 2013 Land Law, Thai Binh province has completed the planning, land use plan and adjusted the planning, land use plan until 2020; established a 5-year land use plan (2021 - 2025); developed a land allocation plan until 2030 in the Provincial Planning. Based on the land use planning targets approved by the Government, the Provincial People's Committee has allocated provincial land use targets to localities to implement planning and land use plans. At the same time, the Provincial People's Committee has issued mechanisms, policies, regulations on land allocation, land lease, land recovery, compensation, support for site clearance and resettlement when the State recovers land in accordance with the actual conditions of the province. After 10 years of implementing the 2013 Land Law, land policies and laws have been gradually improved and promptly deployed to all social classes in the province; thereby contributing to raising awareness of compliance with land laws, actively contributing to socio-economic development, ensuring social security; overcoming shortcomings in compensation and support when the State recovers land, gradually better resolving the rights of people whose land is recovered. Along with that, the work of inspecting and supervising the implementation of land use planning and plans has been integrated with land inspection and examination at all levels. Timely rectifying shortcomings and limitations in land management and use at the local level and at enterprises; maintaining political security and social order, limiting mass, complicated and prolonged land-related complaints in the province. At the same time, improving the efficiency of land use in the province, the coefficient of land use for cultivation has increased gradually over the years; creating land funds for investment projects, forming modern urban areas..., not only actively contributing to solving the housing needs of the people but also promoting economic growth, creating better living spaces. Traffic projects such as Thai Binh - Ha Nam road, the southern belt road of the city, the bypass of National Highway 10, 39A, 39B, the coastal road... have created momentum for socio-economic development, enhancing the position of the province in the region.

Meet the requirements of industrialization
With the orientation of industrial development in line with land use planning, associated with planned industrial parks and industrial clusters, in recent years, Thai Binh province has directed to focus on developing traditional industries with advantages in raw materials and human resources, increasing investment attraction in high-tech industries and agriculture, planning to allocate land funds for industrial parks and clusters, traditional craft villages and concentrated production and business areas for approval by competent authorities. The shift in land use structure in the locality is basically consistent with the shift in labor structure and investment structure, creating a reasonable step for the shift in economic structure during the period of accelerating industrialization and modernization of the province; at the same time, the land fund for industrial development, services, infrastructure construction, and urban development has been expanded, gradually meeting the needs of the industrialization and urbanization period of the province; The land area of industrial parks and clusters meets the requirements of attracting investors to operate in industrial parks and clusters with synchronous infrastructure, in order to limit environmental pollution. Thai Binh currently has 10 industrial parks and 49 industrial clusters. Particularly prominent and attractive is Thai Binh Economic Zone with an area of 30,583 hectares, of which the area for industry is more than 8,000 hectares. This is a great advantage for Thai Binh to make a breakthrough in industrial development. The economic zone is built according to a comprehensive, multi-industry model, attracting industries with advanced, modern technology, causing little environmental pollution, sustainable development associated with green growth, preserving and promoting the value of marine ecosystems, historical relics, and traditional culture.
Located in Thai Binh Economic Zone, Lien Ha Thai Industrial Park has become a typical industrial park in attracting investment. Just 2 years after the groundbreaking day, it has attracted 20 projects with a total capital of nearly 1.3 billion USD in industries such as electricity, electronics, information technology, computer software, mechanical industry, machine manufacturing, automation, auto components, advanced agricultural tools..., production limits waste generation, and has little impact on the environment.
Mr. Nguyen Van Hoa, Chairman of Thai Thuy District People's Committee, said: With the strong direction of the province and the participation of the entire political system of Thai Thuy district, after just over 2 years, the site clearance work of Lien Ha Thai Industrial Park has been basically completed with nearly 600 hectares of land of over 3,600 families and 4 enterprises. Of which, rice land is over 3,200 households, converted land and riverside alluvial land is 332 households, residential land is 64 households; nearly 2,000 graves have been moved... to reserve land for industrial production. Thereby, creating jobs for thousands of workers and increasing the local budget revenue.

However, the 2013 Land Law also revealed many shortcomings, contradictions, and overlaps with other laws. Financial policies on land prices, site clearance, and land use rights auctions have been public, transparent, and closely follow the rights and interests of the people.
