In order for the local economy and each household to develop, Phu Can commune always pays attention to orienting the economic structure, developing production, occupations, and increasing income for people. Specifically, it has implemented the project of restructuring the agricultural sector, developed plans and organized implementation such as converting ineffective rice-growing land to growing crops to bring high economic efficiency. In addition, the locality also coordinates with district branches and commune unions, People's Committees of hamlets to focus on mobilizing farmers to promote production development, convert crop and livestock structures, develop household economy associated with cooperative economy, build many effective economic models.

At 70 years old, more than 40 years of Party membership, and a prestigious person among the Khmer people, Mr. Thach Ron (residing in Cau Tre hamlet, Phu Can commune) is still working hard to increase production, thereby improving his life. He said that despite his old age, he still digs the land, plants trees, and waters them every day.

With the characteristic of a commune with a large Khmer population, in addition to developing the agricultural economy, the local government also supports the Khmer people to raise breeding cows with a budget of 50 million VND/household. In addition to his own diligence and efforts, he also received timely assistance from the local government, creating favorable conditions and encouraging his family to develop the economy. Not only his family, many Khmer households in the locality are always cared for by authorities at all levels and organizations, with appropriate policies and guidelines for stability and development. The Khmer people are always grateful to the Party and State for paying attention to implementing well programs and policies to ensure social security, supporting all aspects to improve their material and spiritual life.

Venerable Thach Thua, abbot of Dai Truong pagoda, head of the Executive Committee of the Vietnam Buddhist Sangha in Tieu Can district, said that in recent years, the Party committees and authorities at all levels have paid great attention to and cared for people of all ethnic groups. With the policies of the Party and the State, many resources have been focused on investing in economic, cultural and social development, building many traffic infrastructure works, upgrading and expanding roads; implementing many policies for poor and disadvantaged households to have conditions to develop their family economy and improve their lives. At the same time, the police force at all levels regularly coordinates with the Pagoda Management Board to propagate and mobilize people to comply with local regulations and not let hostile forces lure and entice them, affecting security and order.

Thanks to the timely and effective implementation of preferential policies for particularly disadvantaged areas, many Khmer households have had access to loans and scientific and technical support to develop their family economy, gradually improving their lives. In particular, implementing the model new rural construction program, inter-hamlet and inter-commune asphalt roads have been upgraded and expanded, thereby creating favorable conditions for people to trade goods and develop the economy.

Along with the economic and social development of the Khmer ethnic minority area, the communal police force regularly visits people's homes to mobilize and propagate the Party's policies and the State's laws so that people know and implement them.

Implementing the policy of "eliminating leaky and temporary houses", local authorities at all levels and the police force mobilized support to build houses for the poor in the area, thereby helping people settle down, find jobs, and change their production models. Mr. Thach Ruon (residing in Ba Ep hamlet, Phu Can commune) said that he used to be a poor household, with difficult family circumstances, and a dilapidated house with no money to repair it. Recently, the Ministry of Public Security and the province supported him to build a solidarity house, now he does not have to worry about a place to live in the rain or shine, and can go to work every day to earn extra income and stabilize his life.

To effectively implement the Party's guidelines and policies on comprehensive development of the Khmer ethnic minority region, many households have accessed many policies of the Party and the State such as support for residential land, production land, loans for house construction, production development, creating conditions for safe use of electricity, clean and hygienic water, etc. The Party Committee and the government of Phu Can commune always pay attention to caring for and supporting the Khmer ethnic minority to develop their family economy. The Khmer ethnic minority earns their income mainly from agricultural production. Therefore, to improve people's income and increase profits on the same production unit, the locality has promoted the transformation of crop and livestock structure. The lives of the Khmer ethnic minority have changed significantly, the poverty rate has decreased sharply over the years.

In particular, implementing the policy of building a new model rural area according to the set criteria, Phu Can commune has focused on the implementation and effective organization of policies and guidelines, along with mobilizing many resources for investment and development, contributing to the completion of infrastructure, solving many local labor problems, improving the material and spiritual life of the people.

Lieutenant Colonel Son Thanh, Deputy Chief of Phu Can Commune Police, said that the policies of the Party and the State have helped the Khmer people in Phu Can Commune to prosper, improving their material and spiritual life. In addition, the police force coordinated with the district branches and commune unions, the People's Committees of hamlets to focus on mobilizing farmers to promote production development, change the structure of crops and livestock, develop family economy associated with cooperative economy, build many effective economic models; organize propaganda, mobilize Khmer people to comply with the Party's leaders, and do a good job of recruiting prestigious people to contribute to ensuring security and order at the grassroots level.

It can be said that the policies of the Party and the State, the attention of all levels and sectors, and the drastic and close participation of localities in caring for the Khmer people have met the aspirations of the people. That attention has created opportunities for the Khmer people to have working conditions, develop production, increase income, stabilize their lives, and contribute to the economic development of the region with a large Khmer population in Tra Vinh province.
