"This is really a difficult issue, even very difficult because when streamlining the apparatus, it will involve thoughts, feelings, aspirations, and affect the interests of a number of individuals and organizations," the General Secretary emphasized. Despite careful and methodical preparation, according to the Party leaders, the implementation in many units will certainly encounter difficulties, and there will even be fierce resistance. However, the General Secretary emphasized that "it must still be carried out", because to have a healthy body, sometimes we have to "take bitter medicine", endure pain to "operate on tumors". "This is an especially important task, a revolution in streamlining the organization of the political system. This is not only a matter of scale or quantity, but more deeply, it is necessary to create qualitative changes in the operation of the political system", said the General Secretary. He suggested that leaders, heads of Party committees and agencies need to be exemplary, proactive, and determined in performing assigned tasks in the spirit of "running and lining up at the same time"; "The Central does not wait for the provincial level, the provincial level does not wait for the district level, the district level does not wait for the grassroots level"; "The Central sets an example, the localities respond".

"Agencies and organizations that have been initially reorganized must also review and propose internal reorganization; resolutely eliminate intermediary organizations; organizational reform must be associated with thoroughly grasping and effectively implementing policies on innovation of the Party's leadership methods, strong decentralization to localities, promoting administrative reform, and fighting waste," the General Secretary directed.
