On the afternoon of May 28, in Bac Quang district, Ha Giang province, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony for the Tuyen Quang - Ha Giang Expressway Project (Phase 1). This is the largest-scale transport infrastructure investment project ever in the two provinces of Tuyen Quang and Ha Giang.
The project is 105 km long, with a total investment of 10,000 billion VND, of which the section through Ha Giang is about 27 km long - the first expressway project of the province.
This expressway is assigned to Ha Giang and Tuyen Quang provinces as the managing agencies, implemented in the form of public investment in the Socio-Economic Recovery and Development Program. The project has a scale of 2 lanes, but the land clearance area is 4 lanes, expected to be completed in 2025.
The completion of the first phase of the project will create an economic development corridor from the center of Hanoi along the Noi Bai - Lao Cai Expressway, Tuyen Quang - Phu Tho Expressway to Ha Giang, meeting the increasing demand for travel and freight transport. At the same time, the expressway is expected to solve the traffic congestion in the region and intra-region between Tuyen Quang and Ha Giang provinces.
In the coming years, the Tuyen Quang - Ha Giang expressway will continue to be researched, invested in phase 2 (upgrading to 4 lanes) and invested in building the connecting section to Thanh Thuy international border gate (Ha Giang).
Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh emphasized that building a synchronous infrastructure system is one of three strategic breakthroughs for the country to develop rapidly and sustainably. The goal of having 5,000 km of expressways nationwide by 2030 was also mentioned by the Prime Minister, noting that the 2021-2030 period requires investment of nearly 4 times the number of km of expressways built in the 2000-2020 period.
In addition to promoting regional connectivity, creating new development space and momentum for regions and localities, and promoting the development of industrial parks, services, and tourism, the Prime Minister affirmed that developing transport infrastructure also helps reduce logistics costs. "Currently, logistics costs in Vietnam are about 17%, while those in other countries in the region are only 12-13%, making our import and export goods uncompetitive," the Government leader analyzed.
Praising the efforts of the two localities, Prime Minister Pham Minh Chinh especially appreciated the sharing of hundreds of households living and doing business in the project area who were ready to give up land, move their houses, and move to new places, creating favorable conditions for project implementation.
For the project to be implemented effectively, the head of the Government noted that localities must ensure the source of raw materials for the project according to the principle of directly delivering quarries to contractors, not through private intermediaries, to avoid hoarding, price increases, and price hikes, leading to negative consequences.
The Prime Minister requested to resolutely complete the project on schedule, no later than December 31, 2025, ensuring quality, not increasing total investment, not causing disorder, social insecurity, preventing negativity, corruption, waste, etc.
