According to Dr. Nguyen Hoang Chuong, many people may think that tuition fees are just a very small amount of the cost of studying, but for many students, especially in disadvantaged areas, this policy is truly meaningful, and can even change their lives and future.

Currently, the country has about 23.2 million students, not including students at vocational education and continuing education centers. The number of students benefiting from the tuition-free policy will be very large. "This is a gift, an encouragement, a message of hope for young people to study hard to build the country in the future," said Dr. Nguyen Hoang Chuong.

Associate Professor, Dr. Tran Thanh Nam, Vice Principal of the University of Education (Vietnam National University, Hanoi) emphasized: "Not only as an educational manager, but also as a parent, for me, the Politburo's decision to exempt tuition fees for students from kindergarten to high school nationwide from the 2025-2026 school year is a great joy."

According to Mr. Nam, this decision demonstrates the vision of creating the future and the humanistic thinking of the leaders of the Party and State. This is a policy in line with the development trend of the knowledge economy, an important step forward in ensuring the right to basic education for all children.

"This policy is a long-standing dream of the education sector. It can be said that it is a practical understanding and concern that helps reduce the financial burden on each family, contributing to increasing the rate of children going to school and reducing the number of children dropping out of school due to economic difficulties," said Associate Professor, Dr. Tran Thanh Nam.

According to Mr. Nam, from a psychological perspective, the policy of free public tuition can help reduce economic pressure on families, especially young families. When education costs are reduced, families will have more conditions to invest in the quality of each child. This policy can also have some impact on increasing the country's birth rate.

“The policy of free public tuition has added value in the context that Vietnam is facing the challenge of an aging population and a low birth rate. The average birth rate in 2023 is 1.96 children per woman, and has been decreasing in recent years. Although the Government has implemented a birth promotion policy, allowing a third child to boost the birth rate and solve the problem of an aging population, it will be difficult to improve without comprehensive measures, including economic support solutions. Therefore, the tuition exemption policy truly shares the burden of raising and educating children so that families are more confident when deciding to have a new member,” Mr. Nam analyzed.

Two major policies demonstrate vision for urgent issues

When sharing about the policy of not disciplining cases of giving birth to a third child or more, Professor Nguyen Dinh Cu, former Director of the Institute of Population and Social Issues (National Economics University, Hanoi) emphasized: "This is a very urgent, urgent and very correct policy."

"I am very anxious to see the Vietnamese birth rate decreasing day by day," said Professor Nguyen Dinh Cu. This policy is even more meaningful in the context of the general birth rate across the country showing a sharp downward trend, especially in urban areas.

The country currently has more than 5.6 million party members. According to Mr. Cu, the policy of "not disciplining party members who have a third child or more" not only affects this group of people but also has a general scope of influence.

Professor Nguyen Dinh Cu assessed that if implemented, the above regulation would be a breakthrough in policy, contributing to improving and preventing the current decline in birth rate, "paving the way" for amending other regulations, specifically amending the 2008 Population Ordinance, building the Population Law, creating synchronous regulations in the political system.

Further analyzing the exemption of tuition fees for public school students and no disciplinary action for having a third child or more, Associate Professor Dr. Tran Thanh Nam emphasized that both major policies were born at the same time, demonstrating the common vision of the Party and State on improving the quality of human resources and developing a sustainable population.

“The implementation of the birth promotion policy has gone hand in hand with sharing financial support for young families to raise and educate their children. Exemption from tuition fees helps reduce financial pressure on education, while the birth promotion policy aims to increase the birth rate by allowing the birth of a third child or more and can be accompanied by other policy support,” said Mr. Nam.

However, for both of these policies to be effective, the State needs to consider combining them with other support measures such as: financial support, improving facilities of educational institutions, innovating educational programs and methods, etc.

“These measures can come from providing subsidies or financial support for families with young children, not only free education but also hospital fees from health insurance for couples who have a second child or more. It is also possible to study and issue a policy allowing husbands to take leave (with full salary) when their wives are pregnant. Support can come from investing in improving the facilities of educational institutions and childcare services…”, Mr. Nam said.

Associate Professor, Dr. Tran Thanh Nam believes that by simultaneously issuing policies on birth promotion and financial support for education, we are creating a comprehensive support environment for families, helping them feel more confident when deciding to have children and ensuring the future of quality human resources for the nation's rising era.
