According to the press conference program on the morning of November 11, 2023, in Hue City, Thua Thien Hue Province, the opening ceremony of the program "Vietnam - Laos Special Friendship Festival 2023" took place, organized by the Ministry of Information and Communications in coordination with the People's Committee of Thua Thien Hue Province, on the occasion of the 61st anniversary of the establishment of Vietnam - Laos diplomatic relations (1962 - 2023) and the 46th anniversary of the signing of the Treaty of Friendship and Cooperation between the two countries (1977 - 2023).

Attending the program were representatives of leaders of central agencies and departments; leaders of the Ministry of Information and Communications; leaders of the People's Committee and departments, departments, branches, enterprises of Thua Thien Hue province and Laos and representatives of some border provinces sharing the border with Laos; students of Thua Thien Hue province and Lao students studying in Hue city. On the Lao side, there were leaders of the Lao Ministry of Information, Culture and Tourism, representatives of the Lao Embassy in Vietnam; Lao Consulate in Da Nang; leaders of Salavan province and representatives of Sekong province of Laos; reporters of the Lao News Agency (KPL) and Lao reporters from Salavan and Sekong provinces.
The 2023 Vietnam - Laos Special Friendship Festival takes place with a series of activities including: Photo Exhibition, Fair - Exhibition, Scientific Seminar and Vietnam - Laos Art Exchange Night. The photo exhibition with a total of 200 photos is divided into 4 themes: 61 years of history of Vietnam - Laos special friendship; Vietnam and Laos on the path of development; Outstanding achievements in Vietnam - Laos cooperation in the field of information and communication; Thua Thien Hue accompanying the country's development. The Fair - Exhibition with more than 50 booths is organized with the highlight being the booths of Vietnam News Agency, Nhan Dan Newspaper, Voice of Vietnam Radio... with information publications and communication programs in Lao language.
In addition, there is also the participation of information technology and telecommunications enterprises such as Viettel, VNPT, VTC; enterprises operating in the fields of tourism, trade... with typical OCOP products of Hue and the provinces and cities in the Central region. The scientific seminar with the theme "Prospects of Vietnam - Laos press and media cooperation: Challenges and solutions" is an opportunity for speakers from both countries to discuss journalism, digital transformation trends in press and media as well as the role of information and propaganda in promoting trade and increasing investment between the two countries.
The Vietnam - Laos Special Friendship Festival 2023 was held in Thua Thien Hue province, thereby affirming the important geographical position of the province on the East - West corridor connecting Thailand - Laos - Vietnam along Highway 9. Along with the development of the cooperative relationship between Vietnam and Laos through historical periods, the cooperative relationship between Thua Thien Hue province and the two provinces of Sekong and Salavan of Laos has been constantly strengthened, nurtured and developed, bringing practical benefits to the people of the border provinces in particular and the people of the two countries in general.
Regarding information technology, the Ministry of Information and Communications of Vietnam and the Ministry of Information and Communications of Laos, on behalf of the two governments, signed an intergovernmental cooperation agreement on digital partnership. This is the first digital partnership agreement between Vietnam and another country, affirming the importance and highest priority for developing cooperation in developing digital technology industry, digital transformation, digital infrastructure, digital trade and investment, digital innovation, digital research and development, cyber security as well as cooperation in international digital forums. Regarding the field of telecommunications, this is truly a highlight in the cooperation between the two countries, with the two major representatives of Vietnam in Laos being the Military Telecommunications Group (Viettel) and the Vietnam Posts and Telecommunications Group (VNPT).
VNPT is currently cooperating with many Lao network operators and partners such as Enterprise of Telecommunications Lao - ETL, Lao Telecommunications - LTC, LANIC. VNPT is currently cooperating with Lao commercial representatives such as Laos Gateway-LGW, Star Telecom Limited (STL) and Best Telecom to provide services such as voice, international roaming, data services. VNPT has provided information technology solutions in the e-Government ecosystem for the Lao Ministry of Information and Communications, the Lao Government Office, the Lao Ministry of Planning and Investment, and is currently promoting to expand the provision of EOffice solutions to the remaining ministries and branches of Laos as well as providing other solutions in VNPT's e-Government ecosystem for Lao government agencies.
The event is not only a cultural and artistic exchange between the people of Vietnam and Laos, but also a bridge for trade, trade promotion, and promotion of product brands of Vietnamese enterprises with Lao enterprises. This is also an opportunity for the two countries to discuss bilateral cooperation programs to develop digital technology industry, digital infrastructure, digital trade, digital economy, digital investment, digital transformation and especially digital transformation in journalism and media. Contributing to the success of the Program are also businesses in Thua Thien Hue province and especially the border guards, students of Thua Thien Hue province; Lao students studying here and a large number of people in the province.
In particular, this is also an important annual activity in foreign information work and at the same time contributes to promoting the image of Thua Thien Hue in particular, the image of Vietnam in general as a special reliable partner of Laos in the period of innovation and development. The program is solemnly organized, combining the ceremony and the festival, ensuring safety, economy, practicality and efficiency.
