The objective of the Plan is to innovate thinking, awareness and action, identifying traffic safety as a driving force for socio-economic development, an important element in ensuring human security, political security, order and social safety of the country. Taking people as the center, the subject, the driving force and the resource; putting the safety of people's lives, health and property above all, first of all ensuring the rights of the people is the top priority in all activities of the functional forces.
Establish order and discipline in compliance with traffic laws by both traffic participants and traffic law enforcement forces; build self-awareness, civilized behavior, and standards among people when participating in traffic, gradually forming a clear traffic culture among the people; reduce traffic accidents, focusing on ensuring security, health, life, and property safety of the people; overcome traffic congestion.
The plan sets out 8 key tasks and solutions, including:
1. Fully implement the responsibility in state management of traffic safety assurance, focus on seriously and effectively implementing the Party and State's guidelines and policies on traffic safety assurance. Heads of Party committees and authorities at all levels shall be fully responsible for ensuring traffic safety in their areas of responsibility. Consider and handle the responsibility of heads of Party committees and local authorities if the traffic safety situation in the area becomes complicated due to lack of leadership, direction, inspection, supervision or inadequate implementation of responsibilities within the scope of management. All traffic accidents with particularly serious consequences must be considered, individualized, and the responsibility of relevant groups and individuals must be handled.
2. Tighten discipline, improve the effectiveness and efficiency of state management in ensuring traffic safety. Strengthen inspection, examination, investigation, and strictly handle violations of the law, wrongdoings, and negative acts of state management agencies on traffic, traffic law enforcement forces, local authorities, and other forces related to investment, construction, and management of traffic safety corridors. In the process of handling traffic law violations, the law must be absolutely respected, "no forbidden zones, no exceptions", all violations of traffic safety must be strictly handled according to the provisions of law. It is strictly forbidden for officials and party members to interfere with or influence the process of handling traffic law violations by competent agencies; it is strictly forbidden for competent forces to overlook or overlook violations in any form. All cadres and party members who violate traffic laws must be reported to their agencies and units for strict handling according to the regulations of the Party and each agency and unit. Resolutely prosecute, investigate and strictly handle traffic accidents with signs of crime and subjects who resist law enforcement officers in accordance with the provisions of the law.
3. Focus on detecting and strictly handling violations that are the main causes of serious traffic accidents, such as driving at a speed exceeding the permitted speed, violating alcohol and drug concentrations, changing the size of truck bodies, transporting oversized and overloaded goods, etc. Continue to resolutely control and handle drivers with alcohol concentrations to create positive changes, moving towards forming the habit and culture of "when you drink alcohol, do not drive", first of all among cadres, civil servants, public employees, armed forces and the masses. Police in districts and cities must have specific plans to control people with alcohol concentrations driving vehicles on each route and each area, focusing on urban centers, industrial parks with a large number of workers, tourist areas, etc. Absolutely do not, for economic benefits, take lightly the prevention and control of the harmful effects of alcohol on people's health, the community, traffic safety, and social order and safety. Strictly handle violations and resolutely require the suspension of operations of vehicles that have expired their usage period or registration.
4. Continue to innovate the content and form of propaganda, dissemination and education of traffic laws in an easy-to-understand, easy-to-absorb direction, suitable for each region, area, locality, age, religion, especially youth, teenagers, students, etc. to create a strong change in awareness and action of all levels, sectors and people in ensuring traffic safety; each person must be aware of protecting themselves and responsible for protecting others when participating in traffic. Build, replicate and maintain effective models and good practices in ensuring traffic safety. Apply modern technology in information and communication management to detect and forecast positive and negative information trends, beneficial and unfavorable for the direction and operation of ensuring road traffic safety.
5. Focus on reviewing, amending, supplementing and perfecting mechanisms, policies and laws on traffic safety to promptly meet the practical requirements of socio-economic development of the province, ensuring consistency and unity.
6. Synchronously implement the construction of traffic infrastructure planning in conjunction with the socio-economic development planning of the industry, sector, and locality; improve the quality and speed up the construction of traffic infrastructure works and key traffic infrastructure investment projects; organize and reorganize traffic scientifically, reasonably, and synchronously in conjunction with the protection of traffic infrastructure, especially traffic safety corridors. Do not put traffic works into use without acceptance according to the provisions of the law on construction. Timely remedy black spots, potential traffic accident spots, and irrationalities in traffic organization. Ensure the quality of technical safety and environmental protection of road motor vehicles.
7. Increase resources for investment in infrastructure and equipment for specialized forces to ensure traffic safety. Promote the application of information technology and digital transformation in management, supervision, traffic operation, patrolling, controlling, handling violations, investigating traffic accidents, etc.; ensure the ability to connect, integrate, share, and use common databases between the Transport, Police, Health, Finance, Banking sectors, etc. Mobilize and flexibly use resources to enhance the capacity of specialized forces to ensure traffic safety; the capacity to rescue, save, and treat victims.
8. Synchronously deploy solutions to prevent and overcome traffic congestion, organize scientific and reasonable traffic flow and routes; strengthen solutions to ensure urban order, manage roads and sidewalks, strictly handle violations along with arranging parking spaces, research and deploy construction and application of smart underground or multi-storey parking models in urban areas.
The plan sets out specific tasks for departments, branches and People's Committees of districts and cities as follows:
1. Provincial Police:
- Direct the Traffic Police, District and City Police and other forces to strengthen patrolling, checking, controlling and handling violations of traffic safety, focusing on handling violations that are the main causes of serious traffic accidents. Regularly and resolutely control the alcohol concentration of drivers participating in traffic. Promote the application of science and technology to strongly and fundamentally innovate the methods of patrolling, controlling and handling violations.
- Research, synthesize, and propose solutions to prevent, resolve, and overcome traffic congestion; develop, supplement, and perfect traffic congestion prevention and resolution plans appropriate to the actual situation on each route and locality, minimizing prolonged traffic congestion.
- Through patrolling, controlling, investigating and handling traffic accidents, promptly recommending to overcome unreasonable traffic organization. The proposed solution must clarify the responsibility of each agency, at the same time monitor, urge and collect documents, propose to handle individuals and organizations that are irresponsible, do not promptly take remedial measures for cases that have been recommended to cause especially serious traffic accidents, with signs of crime.
- Closely follow the direction of the Ministry of Public Security to promptly connect and complete the database on command, operation, supervision and handling of traffic safety violations of Ninh Thuan Police with the Command and Operation Information Center of the Traffic Police force located at the Ministry of Public Security (Traffic Police Department). Preside and coordinate with relevant levels and sectors to organize a general inspection of passenger transport vehicles and container trucks under the direction of the Ministry of Public Security.
- Direct the Investigation Police Department to organize investigations and strictly handle traffic accidents in accordance with the provisions of law. During the investigation, it is necessary to determine the alcohol and drug concentrations of the vehicle drivers; in addition to determining the direct cause of traffic accidents, it is necessary to identify and clarify the causes related to the responsibilities of relevant groups and individuals in state management and public service implementation in each traffic accident to serve the work of preventing and handling traffic accidents accurately, objectively, and in accordance with the provisions of law; handle establishments and individuals who have the behavior of "modifying" and "modifying" cars and motorbikes. Coordinate with the People's Procuracy and People's Courts at all levels to consider bringing to public and mobile trials a number of cases of traffic safety violations causing particularly serious consequences for propaganda, warning and general prevention.
- Investigate and strictly handle violations of the law related to traffic and transportation activities such as: Production, purchase, sale, use of fake documents of vehicles and drivers; violations of construction, repair, maintenance, and upkeep of traffic infrastructure; modification of technical parameters for inspection of vehicles that do not meet technical standards, putting unsafe vehicles into operation; negative acts, violations of the law in state management and law enforcement on ensuring traffic safety.
- Strengthening the propaganda and dissemination of traffic laws: Coordinate with media agencies and newspapers in the province to open traffic safety propaganda columns, prioritizing propaganda during "golden hours" and "common activity hours" to reach all classes of people; propaganda content needs to be enhanced on warnings and prevention of traffic accidents on dangerous mountainous roads, days with unsafe weather, slippery rain, and fog. Coordinate with the Department of Education and Training to promote propaganda, dissemination, education on traffic laws and training on safe traffic participation skills for students; organize educational institutions, schools, parents and students to sign a commitment to comply with the law when participating in traffic; build and replicate models of ensuring traffic safety in school areas. Propaganda and mobilize organizations and individuals in the transportation business to sign a commitment to comply with traffic laws and proactively require drivers to commit to comply with traffic laws. Coordinate with local employers to propagate and mobilize business owners and employees to sign a commitment to comply with traffic laws.
- Promote administrative reform, effectively deploy online public services in ensuring traffic safety. Strengthen inspection, supervision, prevention, and suppression of violations and wrongdoings, rectify compliance with work procedures, posture, style, and behavioral culture of officers and soldiers in performing the task of ensuring traffic safety, creating a clear change in the image of a brave, humane, friendly Traffic Police serving the people.
2. Department of Transport:
- Coordinate with investors to accelerate the progress of traffic infrastructure projects, especially key projects, and have solutions to ensure safety for traffic participants during the construction, renovation and repair of traffic infrastructure; direct the Traffic Inspectorate to coordinate with local authorities and functional forces to strengthen inspection, handling and enforcement of violations of encroachment and illegal use of road traffic safety corridors and handle acts of encroachment on road traffic infrastructure; road maintenance and repair units to strengthen inspection, promptly detect, take warning measures and propose remedies for shortcomings that cause traffic accidents; be proactive in organizing and managing traffic and maintaining, upgrading and fixing points at risk of traffic insecurity; strictly handle units that fail to promptly remedy the consequences of traffic accidents.

- Strengthen the direction, management, rectification, and improvement of the quality of training, testing, and granting of driving licenses; review, inspect, and urge driving training facilities to strictly implement the standards and conditions on facilities according to current regulations; have a strict control mechanism, and end the situation of granting driving licenses to drug addicts, people with insufficient capacity, behavior, or health. Improve the quality of vehicle inspection and testing. Strengthen the application of information technology in driver training, testing, management, and vehicle inspection.
- Actively coordinate with the Provincial Police, People's Committees of districts and cities to review black spots, potential road traffic accident spots and unreasonable traffic organization on the entire system of traffic routes in the province to propose solutions, plans and roadmaps to overcome them. Direct and organize to overcome shortcomings in traffic infrastructure organization when there are recommendations from agencies and organizations. Review and handle the responsibilities of individuals, groups and units that have been recommended many times but have been slow to overcome black spots, potential road traffic accident spots, causing traffic jams and very serious and especially serious traffic accidents.
- Strengthen control over passenger and freight transport activities at departure points that are the source of goods, do not allow departure of vehicles that are past their use period, have expired inspection, carry more people than the prescribed number, exceed vehicle weight, vehicles that do not meet technical safety and environmental protection standards, drivers that do not meet health conditions... Strictly manage and promptly revoke transport licenses and badges for businesses and individuals that violate traffic laws. Research and propose solutions to create equality in transport business between organizations and individuals.
- Strengthen inspection, supervision, prevention, and suppression of violations and wrongdoings, promptly rectify law enforcement and working procedures of the Traffic Inspectorate in performing traffic duties.
- Coordinate with relevant levels and sectors to request transport enterprises in the province to strengthen propaganda for cadres, employees and workers to strictly comply with the provisions of the law on ensuring traffic safety: For freight transport enterprises, they must strictly comply with the regulations on vehicle load and traffic infrastructure load; For passenger transport enterprises, they must strictly comply with the number of people according to regulations, and run on the registered route. Propaganda and mobilize transport enterprises to commit to not using drug-addicted drivers.
3. The Department of Information and Communications directs news agencies and newspapers in the province and the grassroots information system to strengthen propaganda, dissemination, and legal education, raise awareness, consciousness, and skills in participating in safe traffic of the people in order to gradually build and form a culture of safe traffic among the entire population.
4. Department of Health:
- Directing the organization of timely rescue of victims in traffic accidents; testing alcohol and drug levels of drivers in traffic accidents. Researching, analyzing and disseminating information on preventing and combating the harmful effects of alcohol on drivers participating in traffic. Guiding regulations on alcohol concentration thresholds in the body.
- Strengthen inspection and examination of medical facilities that are qualified to conduct health examinations for drivers, tighten management of this activity. Thoroughly overcome the situation of issuing health certificates with inaccurate content, issuing fake health certificates for profit; when detecting violations, coordinate with competent authorities to strictly handle them in accordance with the provisions of law.
5. The Provincial Military Command and the Provincial Border Guard Command shall strengthen the dissemination of information to officers and soldiers to strictly comply with traffic laws and regulations, not to drive after consuming alcohol; strictly handle officers and soldiers who violate the law and consider the responsibility of leaders and commanders who directly manage officers.
6. Department of Education and Training:
- Direct the Departments of Education and Training and educational institutions to launch emulation movements to ensure traffic safety; organize students to sign commitments not to violate regulations on ensuring traffic safety and make compliance with traffic safety laws a criterion for classifying emulation of schools, teachers, and assessing student ethics.
- Coordinate with the Provincial Police and relevant agencies and units to strengthen propaganda, dissemination and legal education to propagate, prevent and raise awareness of compliance with road traffic laws for students; each semester must organize at least 01 session of propaganda on traffic laws.
7. Department of Home Affairs:
- Organize information dissemination, dissemination, and mobilization of religious dignitaries, officials, monks, and followers of religious organizations, management boards (representatives) of religious establishments to strictly comply with policies and laws on traffic safety; coordinate with competent agencies, the Vietnam Fatherland Front Committee, and socio-political organizations at the same level to commend, reward, and replicate models of ensuring road traffic safety of religious organizations and affiliated religious organizations.
- Guide to include the content of traffic law violations by cadres, civil servants, public employees, armed forces, and employees in state agencies into the criteria for evaluating and classifying collectives and individuals, and at the same time review and consider the responsibility of cadres and heads of agencies and units that violate the law.
8. The Department of Finance coordinates and advises on the allocation of targeted additional central budget funds to local budgets to carry out tasks of ensuring traffic safety in the province in accordance with the actual situation and the ability to balance the annual provincial budget.
9. The Department of Planning and Investment, based on proposals from all levels and sectors, synthesizes and reports to the Provincial People's Committee to arrange public investment capital for traffic safety work according to the provisions of the Law on Public Investment and related legal provisions.
10. Ninh Thuan Newspaper, Provincial Radio and Television Station
- Increase the duration, prioritize the arrangement of propaganda time frames, disseminate knowledge and skills on traffic participation of people; open regular propaganda columns on traffic safety assurance during "golden hours" for easy viewing by the audience; propaganda content must be in-depth, strongly impact the psychology, awareness, and self-esteem of traffic participants, determined to form the habit and culture of not driving after consuming alcohol; condemn violations and agree with and support the inspection and handling of violations by the authorities.
- Strengthen propaganda on traffic safety, warnings, and prevention of traffic accidents on dangerous mountainous roads, days with unsafe weather, slippery rain, and fog.
11. Standing Committee of Provincial Traffic Safety Committee:
- Proactively advise the Provincial People's Committee to direct departments, branches, sectors and localities to implement solutions to ensure traffic safety during peak holidays and Tet and hot, prominent and inadequate issues, and prevent traffic accidents; Organize interdisciplinary delegations to inspect the work of ensuring traffic safety on roads, railways and inland waterways;
- Advise the Chairman of the Provincial People's Committee to direct, assess the causes, immediately deploy solutions to overcome shortcomings, draw lessons and consider individualizing and handling the responsibilities of groups and individuals related to traffic accidents causing particularly serious consequences;
- Continue to coordinate with agencies and organizations to strengthen propaganda and dissemination of traffic law education with diverse and rich content and forms, suitable for all subjects, ensuring effectiveness and substance.
12. Provincial departments and agencies shall strengthen the dissemination to cadres, civil servants, public employees and workers in their units to fully understand and voluntarily comply with the Road Traffic Law and the Law on Prevention and Control of Harmful Effects of Alcohol; strictly implement the regulation "if you drink alcohol, do not drive a vehicle". Strive for each cadre, civil servant, public employee and worker to be a "propagandist" in propagating and mobilizing colleagues, relatives and friends to comply with the provisions of the law when participating in traffic, especially not driving a vehicle after consuming alcohol.
13. People's Committees of districts and cities:
- Based on the contents and tasks in this Plan, issue programs and plans to specify tasks and solutions suitable to the characteristics of the situation, requirements and tasks in the locality; clearly assign responsibilities to departments, offices, units, and Chairmen of the People's Committees at the commune level. In particular, clearly stipulate the responsibilities of each entity in the management area in performing state management work on ensuring traffic safety in order to have measures to review and strictly handle if the traffic safety situation becomes complicated in the area.
- Direct the police force to conduct inspections and work directly with food and beverage establishments that are likely to violate alcohol levels in the area to request coordination in propagating and mobilizing customers to strictly comply with regulations on not driving after consuming alcohol; take appropriate measures to support people who have consumed alcohol not to drive.
- For areas where traffic accidents occur due to drivers violating alcohol concentration with complicated developments, the Chairman of the District People's Committee must directly direct the local Traffic Safety Committee, the Police force, and relevant units to organize analysis, assessment, and determination of causes, and propose preventive measures to prevent serious traffic accidents caused by drivers with alcohol concentration;
- Manage and maintain the assigned road system in the area, promptly handle cases of encroachment and illegal use of road safety corridor land;
- Strengthen propaganda and dissemination to the community on both sides of traffic routes through the area of regulations on protecting road traffic infrastructure; propaganda, warning, ensuring traffic safety at dangerous places, adversely affecting safe driving; road intersections with railways without barriers; install speed bumps and post warning signs of danger from secondary roads to main roads at all intersections between district roads, commune roads, inner-city roads, and rural roads.
- Direct the professional departments and the People's Committee of the commune: thoroughly grasped to cadres, civil servants, officials and workers in the locality they know and voluntarily abide by the Road Traffic Law, the Law on Prevention and Control of Alcohol; Religion, Party cell secretary, head of the residential group, the Fatherland Front and local delegations, the Front Task Force in propagating and mobilizing people to strictly abide by the law on traffic, especially "drinking alcohol and beer without controlling vehicles".
14. Proposing the Vietnam Fatherland Front Committee and socio -political organizations in the province:
- Continue to promote propaganda and mobilize people, union members and members to be active, self -conscious and exemplary in observing the provisions of the law on traffic safety, integrating with the campaign of the entire people to unite to build new rural areas, civilized cities and patriotic emulation movements of each organization, local and unit.
- Putting the work of law dissemination and education on traffic safety and safety into periodic activities; considering this as a regular task of organizations and mass organizations and considering the observance of the law on traffic safety and safety is one of the criteria for emulation.
- Organize the registration of emulation to build residential areas, communes, wards, townships, agencies and businesses that are safe and advanced in traffic safety.
15. Đề nghị Tòa án nhân dân, Viện kiểm sát nhân dân các cấp tăng cường phối hợp với Công an tỉnh trong hoạt động điều tra, truy tố, xét xử các vụ TNGT, nhất là những vụ TNGT gây hậu quả rất nghiêm trọng, đặc biệt nghiêm trọng, TNGT có nguyên nhân do người điều khiển phương tiện gây tai nạn có nồng độ cồn, người điều khiển phương tiện cản trở, chống đối, chống người thi hành công vụ theo quy định; tổ chức xét xử công khai, lưu động, góp phần tuyên truyền, nâng cao ý thức của người dân trong chấp hành pháp luật về TTATGT.
16. Directors of departments, heads of agencies, units, organizations, unions and presidents of People's Committees of districts and cities are responsible for organizing serious and effective implementation of this plan, directing agencies and advisory departments to build specific programs and plans for organization of implementation (completed in May 2023).
Assigning the Director of the Provincial Police to monitor, urge and inspect the implementation of the above plan, annually or irregularly report to the President of the provincial People's Committee.
